FEDERAL STIMULUS: Recovery and Reinvestment in Madison

Image: Mayor Cieslewicz Several weeks ago President Obama signed the $790 billion American Reinvestment and Recovery Act (ARRA) into law.  Since then, we have been working hard to ensure that Madison residents receive substantial and direct benefits from these funds.  Never in our lifetimes has this much federal funding been injected into the economy this fast. In order to ensure that we not miss extremely tight deadlines, decisions will need to be expedited.  This website is designed to keep you up to date on the rapidly changing federal stimulus landscape and give you the opportunity to weigh in on these important decisions.

Federal stimulus money will come to the City through a patchwork of existing programs, each with a set of detailed regulations on how to use the money and specific deadlines that must be met.   In some cases, the City will receive a direct allocation of funds based on a formula.  In other cases, we will need to compete with other entities for grants from either the state or federal governement.   

As we make decisions on how best to use stimulus funds to benefit our city, I will keep three goals in mind.  First, we should spend these funds as President Obama intended -- to create jobs and stimulate our local economy.  Second,  the funds should benefit our residents who have been most effected by the downturn in the economy.  And third, stimulus dollars should transform our local economy into one that is more sustainable.  We need to move toward an economy that is built on savings rather than debt, on production rather than consumption, and on environmental sustainability rather than degradation.

City Agencies have begun to compile plans on how to best use federal funds we receive through either formula allocations or competitive grants.  Many of these plans are still a work in progress and are subject to change.  Check the site often for updates. Go to: City Agency Proposals

  • Check this website often.  It will be updated frequently with news on stimulus funding and requirements on how it will be spent. 
  • Track resolutions and budget amendment on stimulus funding as they make their way through the City's approval process.  Go to a list of upcoming City committee and commission meetings.  Click here to search for stimulus related items under consideration. 
  • Go to the website of the Wisconsin Office of Recovery and Reinvestment to get information on the State's stimulus plans.

  • January 23, 2009: Governor establishes Wisconsin Office of Recovery and Reinvestment
  • February 6, 2009: Mayor assembles stimulus team and begins regular briefings at BOE
  • February 13, 2009: Stimulus bill passed by Senate and House of Representatives
  • February 17, 2009: President Obama signs the stimulus bill into law
  • February 19, 2009: Federal Agencies begin reporting their formula block grant awards
  • March 3, 2009: Federal Agencies begin reporting use of funds
  • March 6, 2009: City Agencies begin submitting project proposals to city comptroller
  • March 11, 2009: Governor announces transportation projects, including the Aberg Ave. bridge
  • May 3, 2009: Federal Agencies to make performance plans publicly available, Federal Agencies to begin reporting on their allocations for entitlement programs
  • May 15, 2009: Detailed agency financial reports to become available
  • May 20, 2009: Federal Agencies to begin reporting their competitive grants and contracts
  • July 15, 2009: Recipients of federal funding to begin reporting on their use of funds
