The information contained in my blog is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.
From 6:00 a.m. on 08/20/2019 through 6:00 a.m. on 08/21/2019, MPD received 518 calls for service. This number does not include parking complaints or 911 misdials. For purposes of clarification, the following abbreviations are short-hand for race designations: W=White, AA=African American, NA=Native American, H=Hispanic, ME=Middle Eastern, A=Asian, MR=Mixed Race, U=Unknown. MPD shifts are staggered as follows: 1st detail=7 a.m. to 3 p.m., 2nd detail=12 p.m. to 8 p.m., 3rd detail=3 p.m. to 11 p.m., 4th detail=8 p.m. to 4 a.m., 5th detail=11 p.m. to 7 a.m.
To further break down the 518 calls for service for the past 24-hours, this is how the calls came in per district: Central (104), East (95), Midtown (84), North (82), South (60), West (54), and Other (39). Other=these are calls for service that either do not have a sector listed or the sector is not in the City. For example, if one of our officers assists another law enforcement agency, their sector is not listed in our districts so therefore it is listed under "other".
1) CENTRAL: Mental Health Conveyance – 6:35 a.m. Officers received a Chapter 51 pick-up order for a subject (62-year-old WM). Officers were then dispatched to the 400 block of E. Washington Ave for a subject causing a disturbance. The subject was determined to be the same individual that was in the pick-up order. The subject was contacted and taken into protective custody. The subject was conveyed to a local hospital. The subject was subsequently conveyed to Winnebago around 1pm by MPD.
2) CENTRAL: Stolen Auto – 8:02 a.m. Officers responded to N. Bedford St for a report of a stolen vehicle. The registered owner/victim (21-year-old WM) had the keys to the vehicle and he believes the vehicle was locked at the time he parked it. Areas checked. Attempt to locate aired. The vehicle was listed as stolen in the appropriate databases. Investigation continuing. **The stolen vehicle was later involved in a pursuit with Cottage Grove PD. The vehicle was subsequently observed/located by MPD on Nakoosa. It was reported by a witness that 3 subjects exited the vehicle, took guns out of the trunk, hid the guns in the woods and then fled on foot. K9 track conducted and the guns were located/recovered. Officers made contact with three juveniles in the area who were subsequently positively identified as the suspects (16-year-old AAM, 16-year-old AAM and 14-year-old WM). The suspects were arrested and conveyed to the Juvenile Reception Center on various charges (operating a motor vehicle without consent, receiving stolen property, party to a crime, etc.). 3) NORTH: Mental Health Conveyance – 9:43 a.m. Officers responded to a north side residence after a juvenile (13-year-old AAF) pushed and hit her foster parent (66-year-old AAF). The juvenile was taken into protective custody and conveyed to a local hospital for an evaluation. Investigation continuing.
4) WEST: Death Investigation – 3:01 p.m. Officers responded to a west side residence for a deceased subject (33-year-old WM). Evidence of drug use was on scene. Medical Examiner's office responded. Investigation continuing.
5) CENTRAL: Drug Incident/Investigation – 5:50 p.m. Officers responded to Sherman Terrace for a report of a suspicious person/suspect (31-yaer-old WM). A consent search was completed which resulted in locating meth and drug paraphernalia. The suspect was arrested, conveyed to jail and charged with possession of heroin, possession of drug paraphernalia and a probation violation.
6) CENTRAL: Weapons Offense – 6:27 p.m. Officers responded to Mifflin/Ingersoll after the caller/victim (23-year-old AAM) reported that a suspect (AAM) pulled a gun on him. The victim stated he was riding his bike when a vehicle/suspect began tailgating him. The victim said he shouted at the driver/suspect who then pulled a gun on him. Investigation continuing.
7) WEST: Death Investigation – 9:24 p.m. Officers, along with MFD/EMS, responded to a west side residence for a pulseless non-breathing subject (47-year-old WM). Lifesaving measures were not successful. Medical Examiner's office responded. Investigation continuing.
8) CENTRAL: Threats Complaint/Adult Arrested Person – 11:15 p.m. Officers responded to E. Mifflin St for a disturbance. The victim (31-year-old WM) is an employee of the complex where his role is to make sure things remain calm/quiet during the overnight hours. The victim made contact with a suspect (35-year-old AAM) regarding loud music. The suspect did not appreciate being asked to turn down his music and started to verbally harass and follow the victim. Officers arrived and made contact with the suspect who remained uncooperative. The suspect threatened to kill officers, spit at officers and resisted arrest. The suspect was arrested, conveyed to jail and charged with threats to law enforcement, resisting, possession of marijuana, disorderly conduct and discharging bodily fluids at public safety workers.
9) CENTRAL: Check Property – 12:05 a.m. While out on E. Mifflin Street, an officer believes he heard a gunshot coming from the west. Areas were checked. A community member called dispatch reporting they also believed they heard a gunshot near Blair St. No evidence of shots fired located at this time. Investigation continuing.
10) CENTRAL: Theft – 12:45 a.m. Officers responded to the Double U on University Ave for a report of two suspects (27-year-old AAM and 18-year-old AAF) pick-pocketing. The suspects were subsequently arrested and conveyed to jail on theft charges. Investigation continuing.
