MPD Notable Calls 11/22/2019 to 11/24/2019

The information provided below about some of the calls officers responded to (Friday-Sunday) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 11/22/2019 through 6:00 a.m. on 11/24/2019, MPD received 1,205 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (210), East (267), Midtown (218), North (166), South (112), West (149), and Other (83).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.

NORTH:  Information – 5:21 a.m.  A search warrant was executed at a North district residence (Coolidge St) in response to gun violence earlier in the week.  A gun, drugs and evidence of drug dealing were seized.  Three suspects were arrested on various charges (felon in possession of a firearm, possession with intent to deliver marijuana, theft, criminal damage to property, domestic disorderly conduct, carrying a concealed weapon, bail jumping, probation violation, possession of marijuana).  Incident Report on MPD's website completed.   

WEST: Check Person – 7:49 a.m.  Officers responded to check the welfare of a subject (female) who had armed herself with a knife and threatened to harm herself.  The female subject was contacted and taken into protective custody.  The subject was conveyed to a local hospital for an evaluation.  The subject was left voluntarily with hospital staff.  Officers disengaged from the call.   

SOUTH: Check Person – 8:28 a.m.  Officers responded to a local hospital to check the welfare of a possible suicidal subject (female).  The subject admitted to shooting herself in the toe after she shot a round into a wall at home.  Officers recovered the gun from the subject's residence.  The subject was voluntarily admitted to a local hospital.  An emergency detention may be sought. 

CENTRAL: Information/Domestic Disturbance – 8:42 a.m.  MPD SWAT responded to the 1000 block of E. Wilson St after the caller reported that a known suspect (30-year-old male) threatened her with a gun.  Negotiators attempted contact with the suspect inside the residence but he was not determined to be present.  The residence was cleared by MPD.  Probable cause was developed to arrest the suspect, once he is located, for second degree reckless endangering safety.  Incident Report on MPD's website completed. 

EAST: Intoxicated Driver – 10:26 a.m.  Officers responded to a crash near High Crossing Blvd/East Springs Drive.  The driver/suspect (44-year-old male) rear-ended a City bus.  The suspect sustained non-life threatening injuries but was conveyed to a local hospital for treatment.  The suspect was not cooperative in the ambulance and had to be restrained.  Journey Mental Health plugged in.  An emergency detention was explored but deemed to not be appropriate.  The suspect was transported to jail, after obtaining a medical clearance, and charged with operating a motor vehicle while under the influence and possession of meth. 

NORTH: Information/Child Neglect – 12:41 p.m.  Officers responded, along with CPS, to a North district residence for two young children being left home alone.  The mother/suspect (24-year-old female) was contacted and not cooperative.  The children were placed in foster care.  Charges may be forthcoming.    

EAST: Adult Arrested Person – 1:40 p.m.  Officers responded to a Metro transfer point for a suspect (27-year-old male) causing a disturbance.  The suspect blew smoke in the face of the bus driver and spit at/on the driver.  The suspect threw a laptop against the window of a bus as he was exiting the bus.  The suspect was arrested on multiple charges.

SOUTH: Drug Incident/Overdose – 4:06 p.m.  Officers, along with MFD/EMS, responded to the 2900 block of Turbot Drive for a report of a subject leaning over in his vehicle.  MFD administered Naloxone, which revived the subject.  The subject was conveyed to a local hospital.  No evidence of drug use observed.  The subject was referred to the Madison Addiction Recovery Initiative (MARI).

NORTH: Stolen Auto – 5:10 p.m.  Officers received a report of an unreturned (stolen) rental vehicle.  Attempts were made to contact the rental agreement "owner" but she was not located.  The vehicle was entered as stolen in the appropriate databases. 

EAST: Crash – 6:52 p.m.  Officers responded to a crash at N. Thompson Drive/Wynbrook Circle.  Witnesses reported that the two vehicles involved in the crash were observed racing.  One vehicle struck a tree and four subjects were transported to a local hospital with non-life threatening injuries.  One driver was cited with racing, reckless driving and revoked causing injury.  The second driver was cited with racing and reckless driving.  Incident Report on MPD's website completed.    

SOUTH: Stolen Auto – 9:48 p.m.  Officers responded to a South district residence for a report of a stolen auto.  The vehicle was entered as stolen in the appropriate databases.  **The vehicle was recovered by Dane County Sheriff's Office who was involved in a pursuit/high risk traffic stop with the vehicle/occupant(s). 

SOUTH: Domestic Disturbance – 10:13 p.m.  Officers responded to the 2400 block of S. Park St for a domestic disturbance between two subjects (female victim and 61-year-old male suspect). The suspect struck the victim in the face and damaged her phone.  The victim sustained visible injuries which required stitches.  The suspect is at-large.  Once located, the suspect will be arrested on multiple charges.  

EAST: Weapons Offense – 11:00 p.m.  Officers responded to the area of N. Thompson Dr/Kurt Dr for a report of shots fired.  A casing was recovered.  No reports of injuries or property damage at this time.  Incident Report on MPD's website completed.

**Priority calls only from 7:21 p.m. to 8:05 p.m.  due to calls for service. 

NORTH: Domestic Disturbance – 3:54 a.m.  Officers responded to a North district residence for a domestic disturbance between two subjects (husband and wife).  Both subjects denied any sort of altercation but a witness observed the incident and reported being disturbed by what she saw.  The male was determined to be the primary aggressor and was arrested for disorderly conduct.      

NORTH: Stolen Auto – 6:59 a.m.  Officers responded to a North district residence for a report of a stolen vehicle.  The vehicle was entered as stolen in the appropriate databases. 

NORTH: Disorderly Conduct – 8:45 a.m.  Officers responded to the DMV for a suspect (25-year-old male) causing a disturbance.  The suspect was not cooperative.  He was arrested for disorderly conduct and bail jumping. 

SOUTH: Disorderly Conduct – 11:43 a.m.  Officers responded to Pick N Save on S. Park St for a suspect (49-year-old male) causing a disturbance.  The suspect was arrested for disorderly conduct (two counts).    

NORT: Domestic Disturbance – 12:42 p.m.  Officers responded to a North district residence for a domestic disturbance between two subjects (female victim and 27-year-old male suspect).  The victim reported being strangled by the suspect.  The suspect denied this occurred.  The victim also reported another incident occurred a few days prior, for which officers were able to develop probable cause to arrest the suspect for (battery).  Investigation continuing.      

EAST: Intoxicated Driver – 2:39 p.m.  Officers responded to check the welfare of a caller who came across as "very erratic", "paranoid" and "rambling about a variety of things."  The caller/suspect (46-year-old male) was contacted and found to be under the influence of meth.  The suspect was conveyed to a local hospital for a consent blood draw/medical clearance.  The suspect was subsequently transported to jail for a 12 hour hold. 

MIDTOWN: Information/Sexual Assault of a Child – 3:03 p.m.  Officers responded to a local hospital and met with a victim (female) regarding a possible sexual assault.  Limited information provided/gathered at this time.  Investigation continuing.

MIDTOWN: Mental Health Conveyance – 4:30 p.m.  Officers, along with Journey Mental Health, evaluated a subject (21-year-old male) for an emergency detention.  An emergency detention was approved.  Probable cause was also developed to charge the subject with domestic disorderly conduct.  The subject was conveyed to Winnebago.    

CENTRAL: Information/Strong Armed Robbery – 6:48 p.m.  Officers responded to W. Gilman St and met with a victim (female) who reported being shoved to the ground from behind by an unknown male subject, who then demanded money from her.  The victim suffered a bruised cheek and knees.  Investigation continuing.  Incident Report on MPD's website completed.    

EAST: Residential Burglary – 7:03 p.m.  Officers responded to an East district residence for a report of a suspect (male) in the home.  The suspect fled on foot.  K9 track attempted.  Incident Report on MPD's website completed.    

EAST: Check Person – 7:51 p.m.  Officers received a request to check the welfare of a possible suicidal subject (female).   Journey Mental Health plugged in.  The subject was provided with resources.  No further action deemed necessary by officers. 

MIDTOWN: Information/Sexual Assault – 9:52 p.m.  Officers met with the complainant (female) who wished to report that sexual contact with a known subject was not as she agreed to.  The complainant received an evaluation at a local hospital.  The male subject was contacted.  Both subjects involved were cooperative.  Investigation continuing. 

EAST: Weapons Offense – 10:16 p.m.  Officers responded to the 3000 block of E. Washington Ave for a report of a fight.  Officers arrived and the subjects had all fled.  It was reported that a gun was involved and a shot was fired.  A shell casing was recovered at the scene.  Investigation continuing.  Incident Report on MPD's website completed.

**Priority calls only from 8:49 p.m. to 12:01 a.m. due to calls for service. 

MIDTOWN: Intoxicated Driver – 2:27 a.m.  Officers responded to check the welfare of a driver/suspect (42-year-old female) who was pulled over on the side of the road (but still in the roadway).  The suspect was found behind the wheel with open intoxicants.  The suspect was arrested for operating a motor vehicle while under the influence (1st offense) and a probation violation. 

CENTRAL: Check Welfare – 3:14 a.m.  Officers responded to check the welfare of a possible suicidal subject (female).  The subject was taken into protective custody and conveyed to a local hospital.  Journey Mental Health plugged in.  An emergency detention is being sought.

EAST: Death Investigation – 4:35 a.m.  Officers responded, along with EMS/MFD, to a pulseless non-breathing subject.  Attempts were made to revive the subject but they were unsuccessful.  The subject (36-year-old female) was pronounced deceased.  Initial indicator of death is drug-related.  Medical Examiner's office notified. 

CENTRAL: Trespass – 7:37 a.m.  Officers responded to E. Johnson St for an unwanted subject/suspect (35-year-old female).  The suspect was cited for unlawful trespass. 

EAST: Check Person – 7:42 a.m.  Officers responded to check the welfare of a subject (female) who was present at a store she is banned from.  The subject was contacted and she agreed to talk with someone at Journey.  Officers assisted with the transport to Journey and then back to the subject's residence after no immediate safety concerns were identified. 

EAST: Death Investigation – 9:45 a.m.  Officers responded to an East district residence for a deceased subject (88-year-old male).  Nothing suspicious identified.  Medical Examiner's office responded. 

MIDTOWN: Check Person – 9:58 a.m.  Officers had contact with a female subject multiple times throughout the day as she was in need of a transport to a different hospital, she refused to leave a hospital at one point and wanted another ride to another hospital.  The subject was ultimately given a ride back to her residence.     

EAST: Sexual Assault of a Child – 2:09 p.m.  Officers met with a victim (female) who reported having sexual contact with several male subjects.  Investigation continuing. 

MIDTOWN: Theft – 2:36 p.m.  Officers responded to a report of an employee theft.  The suspect (33-year-old female) was cited and released. 

CENTRAL: Adult Arrested Person – 5:04 p.m.  Officers observed a wanted suspect (34-year-old male) on E. Washington Ave.  The suspect was arrested and transported to jail. 

EAST: Check Person – 5:45 p.m.  Officers received a request to check the welfare of a possible suicidal subject (male).  The subject was located safe and no further police action was deemed necessary.

SOUTH: Stolen Auto – 6:30 p.m.  Officers received a report of a stolen vehicle from a South district residence.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases.  **The vehicle was observed on the Beltline and a traffic stop was attempted but the vehicle fled. 

EAST: Battery – 6:44 p.m.  Officers responded to a report of a battery between two subjects (male victim and male suspect).  The victim sustained visible injuries.  The suspect is at-large.  Investigation continuing. 

EAST: Weapons Offense – 8:42 p.m.  Officers responded to the area of Martha Lane/Vernon Ave/Cottage Grove Rd for multiple reports of shots fired.  Numerous shell casings recovered.  Two vehicles were discovered to have damage.  Buildings/residences were struck.  No injuries reported at this time.  Incident Report on MPD's website completed. 

NORTH: Weapons Offense – 9:43 p.m.  Officers responded to a North district residence for an altercation involving a knife.  The suspect (42-year-old male) was taken into custody and charged with domestic disorderly conduct while armed. 

EAST: Residential Burglary – 11:30 p.m.  Officers responded to an East district residence for a report of a burglary.  A door to the home was damaged and an electronic item was stolen.  Investigation continuing.  Incident Report on MPD's website completed.
