Non-Profits Who Support MPD and MPD Notable Calls 01/10/2020 to 01/13/2020

A story was released in yesterday's paper about third-party fundraisers for public safety and labor organizations.  Our department does not utilize third-party fundraisers as described in the story, and the Wisconsin Professional Police Officer's Association (WPPA) – the parent labor organization for commissioned MPD personnel – also does not use any third-party fundraisers (as the story highlighted). 

There are, however, several local non-profits that exist solely to raise funds in support of MPD:

  • Capital K9s raises funds exclusively to support the MPD K9 unit.  Donated funds purchase dogs, squad cars and equipment; and provide funds so officers can attend training.
  • Friends of Madison Mounted Horse Patrol raises funds exclusively to support the MPD Mounted Patrol unit.  Funds are used to support care and boarding for the MPD horses, purchase vehicles and provide equipment.
  • The Madison Community Policing Foundation raises funds to support MPD's community policing efforts.  Donated funds might be used to support a neighborhood event or purchase trading cards for officers to hand out to children.

These three organizations were formed by members of the community who volunteer their time.  They have no paid staff, and aside from incidental expenses that are necessary to run a non-profit, all of the funds raised go to support MPD.  Collectively, they have provided hundreds of thousands of dollars to MPD over the years; this support allows us to better serve the community.

I wanted to make sure that these fine organizations did not get lumped in with others as referenced over the weekend.   Please check out their websites and consider supporting their efforts!

The information provided below about some of the calls officers responded to (Friday morning to Monday morning) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 01/10/2020 through 6:00 a.m. on 01/13/2020, MPD 1,042 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (178), East (196), Midtown (188), North (164), South (92), West (92), and Other (132).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.

**Priority calls only from 6:33 p.m. to 7:12 p.m. due to calls for service

**Limited crash response from 9:01 p.m. to 12:00 a.m.

NORTH: Weapons Offense – 7:15 a.m.  Officers received a report that a driver flashed a gun at another driver on E. Washington Rd/Stoughton Rd.  Investigation continuing. 

MIDTOWN: Threats Complaint – 8:12 a.m.  Wells Fargo reported a threats complaint from an unhappy customer.  Investigation continuing. 

EAST: Weapons Offense – 10:09 a.m.  Officers received information that a juvenile was posting on social media that she was bringing a gun to school.  Contact was made with the juvenile, who was not cooperative with officers.  No gun was located.  Investigation continuing. 

NORTH: Fraud – 11:00 a.m.  Officers met with a subject/suspect (47-year-old male) for selling fraudulent football tickets.  The suspect was arrested for forgery.

EAST: Stolen Vehicle – 1:45 p.m.  Officers received a report of a stolen vehicle from an East district residence.  The vehicle was in an open garage and the keys were in the garage.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases. 

WEST: Adult Arrested Person – 3:43 p.m.  Officers responded to Kohls regarding a subject/suspect (44-year-old female) shoplifting.  The suspect was contacted and arrested for retail theft, possession of cocaine and possession of drug paraphernalia.  The suspect was also wanted for previous retail theft incidents. 

EAST: Stolen Vehicle – 5:11 p.m. Officers responded to a report of a stolen vehicle from a business parking lot.  Unknown how vehicle was taken.  The vehicle was listed as stolen in the appropriate databases. 

CENTRAL: Mental Health Conveyance – 6:29 p.m.  Officers contacted a subject (38-year-old male) and took him into protective custody due to concerns for his mental health.  Journey Mental Health plugged in.  The subject was conveyed to a local hospital for a medical clearance before being transported to Winnebago.

SOUTH: Trespass – 11:03 p.m.  Officers responded to Kwik Trip on Fish Hatchery Rd regarding a subject/suspect (32-year-old male) refusing to leave the premises.  The suspect was contacted and arrested for disorderly conduct and trespassing after notification. 

MIDTOWN: Check Person – 11:25 p.m.  Officers responded to a local hospital regarding a possible suicidal subject.  Journey Mental Health plugged in.  An emergency detention may be sought.  Investigation continuing.

WEST: Residential Burglary – 7:56 a.m.  Officers responded to a West district residence after a vehicle, multiple wallets and a cell phone were stolen.  The vehicle was left unlocked in the driveway and the suspect(s) gained entrance to the home by using the garage door opener.   The vehicle was listed as stolen in the appropriate databases.  **The vehicle was later located unoccupied on Brittany Place. 

NORTH: Crash with Injuries – 9:13 a.m.  Officers responded to the 3600 block of Milwaukee St regarding a vehicle vs. bicyclist crash.  A driver lost control of his vehicle due to weather/road conditions and struck the bicyclist.  The bicyclist was transported to a local hospital with minor injuries. 

NORTH: Adult Arrested Person – 10:40 a.m.  Officers responded to Aberg Avenue for concerns of an intoxicated driver.  The driver/suspect (31-year-old male) was contacted and subsequently arrested for operating a motor vehicle while intoxicated (1st offense) and cited for failure to yield from driveway.      

NORTH: Adult Arrested Person – 1:18 p.m.  Officers responded to a North district residence for a domestic disturbance between two subjects (female victim and 18-year-old male suspect).  The suspect was arrested for disorderly conduct and criminal damage to property (domestic-related charges).

CENTRAL: Weapons Offense – 1:53 p.m.   Officers made contact with a subject (18-year-old female) armed with a knife and making suicidal statements on E. Washington Ave.  The subject was taken into protective custody and conveyed to a local hospital.  Journey Mental Health plugged in.  Investigation continuing. 

CENTRAL: Check Person – 2:28 p.m.  Officers received a request to check the welfare of a suicidal subject (20-year-old female).  Phone ping conducted and the subject was located on Regent St.  The subject was taken into protective custody and conveyed to a local hospital for an evaluation.  Journey Mental Health plugged in.  The subject was voluntarily admitted and left in the care of medical staff. 

EAST: Drug Incident – 5:01 p.m.  Officers responded to a hotel on Thierer Rd for a subject/suspect (30-year-old female) experiencing a drug overdose.  The suspect was revived by a friend before officers arrived.  The suspect was conveyed to a local hospital for a medical clearance before being transported to jail for possession of heroin and a probation/parole hold. 

SOUTH: Disturbance – 5:27 p.m.  Officers responded to a disturbance involving a male victim.   The victim reported being jumped by four juveniles.  One suspect (13-year-old male) was positively identified, arrested and conveyed to the Juvenile Reception Center.    

EAST: Death Investigation – 6:13 p.m.  Officers responded to a hotel on East Towne Blvd for a deceased subject (79-year-old female).  Medical Examiner's office responded. 

EAST: Retail Theft – 6:27 p.m.  Officers took a wanted suspect (21-year-old male) into custody at East Towne Mall for felony retail theft.  The suspect resisted officers.  The suspect was charged with retail theft, disorderly conduct, resisting and bail jumping (two felony counts and one misdemeanor count).  

MIDTOWN: Missing Adult – 10:49 p.m.  Officers received a report of a subject who walked away from a mental health facility.  Areas checked.  Attempt to locate aired.  The subject was entered as missing in the appropriate databases.

WEST: Domestic Disturbance – 11:42 p.m.  Officers responded to a West district residence for a disturbance between two subjects (female victim and 36-year-old male suspect).  The suspect is at-large.  Probable cause was developed to arrest the suspect, once located.

EAST: Domestic Disturbance – 1:14 a.m.  Officers responded to an East district residence for a domestic disturbance between two subjects (female victim and 35-year-old male suspect).  The suspect was not on scene when officers arrived.  Probable cause was developed to arrest the suspect, once he is located.

CENTRAL: Adult Arrested Person – 2:08 a.m.  Officers responded to a Central district residence for a disturbance between two subjects (female victim and male suspect).  The suspect was not on scene when officers arrived.  Phone ping conducted for the suspect.  Officers went to the suspect's home and there was no answer.  Officers made entry to the home and found the suspect hiding in a closet.  The suspect was arrested for strangulation (two counts), disorderly conduct, battery (two counts), misdemeanor theft, felony theft, criminal trespass to dwelling and false imprisonment.  A probation/parole hold was placed on the suspect.    

CENTRAL: Intoxicated Driver – 2:22 a.m.  MPD observed a driver/vehicle driving the wrong way near N. Broom St/W. Washington Ave.  A traffic stop was conducted.  The driver/suspect (22-year-old male) was arrested for operating a motor vehicle while intoxicated (1st offense). 

SOUTH: Domestic Disturbance – 5:14 a.m.  Officers responded to a South district residence for a domestic disturbance between two subjects (female victim and 33-year-old male suspect).  The suspect (known to the victim) broke into the victim's residence and struck her with a crowbar.  The suspect was armed with a gun.  An infant was present during the altercation.  The suspect fled.  Probable cause was developed to arrest the suspect, once located. 

NORTH: Death Investigation – 9:30 a.m.  Officers responded to a report of a deceased subject (46-year-old female).  Medical Examiner's office responded.  Decedent had a history of alcohol/drug use.  Nothing suspicious observed at the scene.  Investigation continuing. 

EAST: Adult Arrested Person – 2:41 p.m.  Officers responded to Evan Acres Rd for a wanted suspect who was reported to be present.  The suspect (37-year-old male) was located and taken into custody on outstanding charges/warrants.

EAST: Check Person – 4:38 p.m.  Officers responded to a convenience store on Commercial Avenue for a pulseless non-breathing subject.  The subject was conscious when officers arrived.  The subject reported taking medication he was prescribed.  The subject was conveyed to a local hospital for an evaluation.  No charges have been substantiated at this time.

NORTH: Death Investigation – 7:47 p.m.  Officers responded to a North district residence for a deceased subject (63-year-old female).  Medical Examiner's office responded.  Nothing suspicious identified. 

WEST: Check Person – 8:10 p.m.  Officers made contact with a possible suicidal subject (23-year-old male).  The subject was taken into protective custody and conveyed to a local hospital.  Journey Mental Health plugged in.  The subject was voluntarily admitted and left in the care of medical staff. 

NORTH: Assist MFD – 8:41 p.m.  Officers responded, along with MFD, to a North district residence for a fire in a garage.  The fire was extinguished.  MPD assisted with scene perimeter/traffic. 

EAST: Domestic Disturbance – 9:56 p.m.  Officers responded to an East district residence for a disturbance involving a 20-year-old male suspect.  The suspect was not on scene when officers arrived.  Probable cause was developed to arrest the suspect, once located. 

WEST: Domestic Disturbance – 11:07 p.m.  Officers responded to a West district residence where a wanted subject/suspect (29-year-old male) was present.  The suspect was contacted and taken into custody on outstanding charges (domestic battery).

CENTRAL: Adult Arrested Person – 12:42 a.m.  Officers took a wanted suspect (25-year-old female) into custody for an outstanding drug warrant. 

EAST: Domestic Disturbance – 2:06 a.m.  Officers responded to an East district residence for a domestic disturbance between two subjects (male victim and 24-year-old male suspect).  Both subjects were not cooperative with officers.  The suspect was arrested for domestic battery. 

CENTRAL: Information/Weapons Offense – 7:02 a.m.  Officers met with three victims who reported that a male suspect pulled a gun on them.   The suspect fled.  Investigation continuing.
