MPD Notable Calls 02/07/2020 to 02/10/2020

The information provided below about some of the calls officers responded to (Friday morning to Monday morning) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 02/07/2020 through 6:00 a.m. on 02/10/2020, MPD received 1,176 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (232), East (213), Midtown (188), North (167), South (119), West (175), and Other (82).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.

CENTRAL: Adult Arrested Person – 5:29 a.m.  Officers were dispatched to a residence for a suspect (67-year-old male) who has a history of calling 911 when there is no emergency situation.  The suspect was charged with misuse of emergency services and taken to jail.

NORTH: Domestic Disturbance – 7:17 a.m.  A caller reported a disturbance at the Red Roof Inn at 4830 Hayes Rd.  Upon arrival officers could hear sounds of a disturbance coming from one of the rooms.  Officers made contact with a victim (male) and suspect (29-year-old female).  The suspect was arrested for domestic disorderly conduct.

NORTH: Fight Call – 10:11 a.m. Witnesses reported a male subject and female subject fighting in a vehicle in front of the callers' residence.  Neither subject was willing to provide a statement to police.  The male subject (23 years old) was arrested for resisting/obstructing officers and for multiple warrants.

MIDTOWN: Mental Health Conveyance – 11:59 am.  Officers responded to a residence to check the welfare of a subject (30-year-old female) with mental health issues.  The subject was placed in protective custody and admitted to a local hospital.

NORTH: Death Investigation – 1:40 p.m.  A subject (60-year-old male) was found down in his residence.  Nothing suspicious noted on scene.

CENTRAL: Mental Health Conveyance – 2:38 p.m.  Officers received a third-party petition to place a subject (28-year-old male) into protective custody.  The subject was located and transported to Winnebago Mental Health Institute.

NORTH: Stalking Complaint – 3:26 p.m.  A suspect (75-year-old male) was reported to be observed on a property where he was prohibited from being due to stalking behavior.  Officers located the suspect and arrested him for stalking.

EAST: Death Investigation – 6:41 p.m.  Officers responded to a residence for a report of a subject (88-year-old female) who had stopped breathing and did not have a pulse.  Nothing suspicious noted on scene.

NORTH: Adult Arrested Persons – 7:41 p.m.  Officers located two wanted suspects (23-year-old female and 20-year-old male) in the 2900 block of Hoard St.  The male suspect was taken into custody without incident.  The female suspect barricaded herself in a vehicle until officers broke a window to gain access, at which point the suspect complied and exited the vehicle.  Both suspects were conveyed to jail and booked in on previous charges.

CENTRAL: Attempted Suicide – 9:42 p.m.  A subject (20-year-old female) contacted police reporting she was suicidal.  Officers conveyed her to a local hospital for medical care and a mental health evaluation.

MIDTOWN: Residential Burglary – 9:44 p.m.  A suspect (19-year-old male) forced his way into a residence where he had been staying but was no longer wanted.  The suspect took several items from the unoccupied residence.  Officers located the suspect and arrested him for burglary.

CENTRAL: Damage to Property – 11:05 p.m.  Dispatch received a report of a suspect (21-year-old male) breaking into vehicles using a crowbar.  Officers located the suspect who was taken into custody and charged with resisting an MPD officer.  UW PD has the lead on the investigation into the damaged vehicles.

MIDTOWN: Disturbance – 11:20 p.m.  Officers responded to the Red Zone sports bar at 1212 Regent St for a report of three people fighting.  Two suspects who had fled the scene were located at Meriter Hospital.  One of these suspects (37-year-old male) was arrested for disorderly conduct.  A second suspect (27-year-old male) was arrested on a probation violation and charged with possession of cocaine.

**Priority calls only from 3:49 p.m. to 12:00 a.m. due to calls for service. 

MIDTOWN: Disturbance – 12:20 a.m.  Officers were again dispatched to the Red Zone at 1212 Regent St for a report of 10 to 15 people fighting.  Officers made contact with two suspects (35-year-old male and 40-year-old male) who were uncooperative and threatened officers.  The 40-year-old suspect was arrested for resisting/obstructing.  The 35-year-old suspect was arrested for disorderly conduct.

NORTH: Check Person – 1:46 a.m.  Officers responded to a residence where a subject (23-year-old male) was attempting to harm himself and had barricaded himself in a bedroom with a knife.  Officers negotiated with the subject who eventually exited the room and was placed into protective custody and conveyed to detox as he was highly intoxicated.

EAST: Disturbance – 4:25 a.m. Officers responded to a residence for a disturbance involving a male victim and a 25-year-old male suspect.  The suspect broke the victim's nose.  The suspect was arrested for substantial battery.

EAST: Adult Arrested Person – 9:08 a.m.  Officers responded to E. Broadway/Femrite Drive regarding a vehicle stuck in a snowbank.  The driver/suspect (62-year-old male) was determined to be wanted.  The suspect was arrested and conveyed to jail on a probation/parole warrant.

CENTRAL: Homicide – 3:46 p.m.  Officers responded to the 100 block of N. Blair St for a report of a subject shot.  An adult male, who suffered gunshot wounds was located deceased.  Medical Examiner's office responded.  Incident report on MPD's website completed.  Investigation continuing. 

EAST: Adult Arrested Person – 3:48 p.m.  Officers responded to the area of Essex Square for a report of aggressive panhandlers.  A 68-year-old male subject/suspect was taken into custody and conveyed to jail on an outstanding warrant. 

EAST: Disturbance – 6:31 p.m.  Officers responded to Doolittles on East Towne Blvd for a subject/suspect (63-year-old male) holding a knife to his throat and causing a disturbance.  The suspect was contacted and taken into custody.  The suspect lied about his identity to officers.  The suspect was charged with disorderly conduct while armed, obstructing and bail jumping. 

MIDTOWN: Residential Burglary – 7:59 p.m.  Officers responded to a residence for a residential burglary with personal items stolen.  Areas canvassed.  Investigation continuing. 

MIDTOWN: Disturbance – 11:58 p.m.  Officers responded to the Best Western on University Avenue for a disturbance between two subjects (female victim and 19-year-old male suspect).  The couple were drinking and arguing when their argument escalated to a physical disturbance.  The suspect was arrested for disorderly conducted and cited for providing alcohol to a minor.

MIDTOWN – Check Person – 12:30 a.m.  Officers responded to a local hospital regarding a suicidal subject.  Journey Mental Health plugged in.  The subject left the hospital, prior to officers arriving on scene.  The subject was located/contacted and not cooperative with officers.  Officers were advised that an emergency detention was not supported/approved.  The subject was conveyed to jail to post on a sudden pedestrian movement in traffic citation.

CENTRAL: Missing Adult – 2:30 a.m.  Officers received a report of a missing adult (18-year-old female). Attempt to locate aired.  The subject was entered as missing in the appropriate databases.  Investigation continuing.  **The subject was located safe.

SOUTH: Intoxicated Driver – 2:45 a.m. Officers responded to a crash on John Nolen Dr/E. Lakeside.  The suspect driver (25-year-old male) lied about his identity to officers.  The suspect was arrested for operating a motor vehicle while under the influence (2nd offense), obstructing and an outstanding warrant.

CENTRAL: Domestic Disturbance – 4:07 a.m.  Officers responded to a shelter for a disturbance between two subjects (male victim and 31-year-old suspect).  The suspect scratched, punched and strangled the victim.  The suspect fled on foot but was located by officers.  The suspect attempted to bite an officer.  The suspect was arrested and charged with attempted battery to a police officer, domestic battery, domestic disorderly conduct, strangulation and bail jumping. 

NORTH: Information/Child Abuse – 8:30 a.m.  Officers received a report of a child abuse by the child's father/suspect (32-year-old male).  Investigation continuing.

NORTH: Death Investigation – 10:09 a.m.  Officers responded to Packers Ave/Warbler Lane for an unconscious driver in a vehicle that was in a snowbank.  Lifesaving measures were attempted but not successful.  Investigation continuing.        

EAST: Missing/Runaway Juvenile – 12:01 p.m.  Officers received a report of a missing/runaway juvenile (16-year-old female).  Attempt to locate aired.  The juvenile was listed as missing/runaway in the appropriate databases. 

NORTH: Information/Battery – 4:31 p.m.  Officers responded to the 2100 block of E. Washington Ave to check on a subject who was observed with blood on his face.  The subject was contacted and he provided limited information to officers.  Investigation continuing. 

EAST: Check Person – 7:19 p.m.  Officers responded to a convenience store on Pflaum Rd to check the welfare of a subject.  The subject was located pulseless and not breathing in the restroom.  The subject was conveyed to a local hospital.  Investigation continuing. 

EAST: Disturbance – 8:17 p.m.  Officers responded to a report of a disturbance between two subjects (female victim and 24-year-old male suspect).  The victim reported being struck in the face multiple times by the suspect.  The victim sustained visible injuries.  Attempt to locate the suspect.  Investigation continuing as suspect remains at-large. 

MIDTOWN: Adult Arrested Person – 11:30 p.m.  Officers responded to a residence to check to see if a missing juvenile was present.  Contact was made with a subject/suspect (21-year-old male) who was not cooperative with officers.  The suspect was taken into custody on outstanding warrants.  The juvenile was not located.

CENTRAL: Disturbance – 2:42 a.m.  Officers responded to a disturbance between neighbors (male victim and 22-year-old male suspect).  The suspect forced his way into the victim's residence and proceeded to physically assault him.  The suspect was arrested for battery and disorderly conduct.
