MPD Notable Calls 02/14/2020 to 02/17/2020

The information provided below about some of the calls officers responded to (Friday morning to Monday morning) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 02/14/2020 through 6:00 a.m. on 02/17/2020, MPD received 1,185 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (227), East (226), Midtown (192), North (189), South (127), West (156), and Other (68).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.  

 

2/14

**Priority calls only from 7:22 a.m. to 8:03 a.m. due to calls for service. 

**Priority calls only from 1:32 p.m. to 3:26 p.m. due to calls for service.

EAST: Domestic Disturbance – 8:35 am.  A victim reported that he and his girlfriend/suspect (28-year-old female) were arguing while driving in their car when the suspect slapped him several times.  Officers developed probable cause to arrest the suspect for domestic disorderly conduct.  Officers later made contact with the suspect who was arrested and taken to jail.

MIDTOWN: Check Person – 10:57 am.  Officers responded to a residence to check the welfare of a subject (32-year-old male) with mental health concerns.  The subject was transported to a local hospital and left in the care of hospital staff.

MIDTOWN: Death Investigation – 11:18 am.  A friend of the family discovered the subject (99-year-old male) down in his residence.  There was nothing suspicious on scene.

WEST: Domestic Disturbance – 11:58 am.  During an argument, the suspect (17-year-old male) threatened and battered the victim (23-year-old female).  The suspect was arrested and charged with domestic disorderly conduct and battery, and possession of MDMA.

EAST: Recovered Stolen Auto – 12:24 pm.  A stolen auto was located unoccupied in the area of Great Gray Dr and Owl Creek Dr.

SOUTH: Drug Overdose – 12:29 pm.  Officers responded to the 2300 block of S Park St for a report of a suspect (25-year-old male) down in the bathroom.  The suspect was alert when MPD and paramedics arrived.  The suspect was charged with possession of fentanyl and taken to jail.

WEST: Domestic Disturbance – 1:01 pm.  Officers responded to a residence where two suspects (23- and 46-year-old males) had threatened the victim.  The 23-year-old suspect was arrested for domestic disorderly conduct.  The second suspect remains at large.

CENTRAL: Missing Adult – 4:05 pm.  A family member reported a subject (39-year-old male) had not been seen or heard from in more than a month.  The subject has mental health concerns and is under a Chapter 51 commitment.  The subject was listed as missing.

EAST: Check Property – 7:00 pm.  A caller to dispatch reported hearing a single gunshot in the area of N Marquette St and Hauk St.  Officers checked the area and did not locate any evidence of shots fired.

EAST: Assist EMS/Fire – 7:19 pm.  Officers responded to Open Pantry at 1412 Pflaum Rd for a subject (39-year-old male) down in the bathroom.  The subject was transported to a local hospital where he was later pronounced deceased.

EAST: Check Person – 7:50 pm.  Staff at Westminster Senior Apts requested that police check the welfare of a resident (72-year-old female) whose smoke detector was sounding an alarm.  Officers located the subject who was transported to the hospital for medical treatment.

EAST: OMVWI – 9:01 pm.  Officers responded to the intersection of Cottage Grove Rd and S Stoughton Rd for a two-vehicle crash.  A suspect (52-year-old male) was arrested for OWI 5th offense, parole violations, and resisting arrest.  There were no reports of injuries to any involved parties.

EAST: Runaway Juvenile – 10:37 pm.  A mother reported her 15-year-old daughter missing after being notified her daughter had missed several classes at school.  An ATL was aired and the juvenile was listed as missing.

 

2/15

WEST: Domestic Disturbance – 12:33 am.  Officers responded to a residence where the suspect (22-year-old female) and victim (21-year-old male) were arguing.  The suspect was arrested and charged with domestic disorderly conduct.

NORTH: OMVWI – 12:47 am.  The suspect (25-year-old male) drove into a parking lot in the 500 block of Northport Dr and struck a victim (3-year-old female).  The victim was transported to the hospital and received two staples for an injury.  The suspect was arrested for OWI causing injury 1st offense and was taken to jail.

WEST: Domestic Disturbance – 1:36 am.  A victim reported she and the suspect (58-year-old male) were in their residence when the suspect strangled her, punched her several times and took her phone when she tried to call 911.  The suspect fled the scene prior to the arrival of police.  Officers made contact with the suspect by phone and developed probable cause to arrest him on charges of domestic strangulation, battery, disorderly conduct, false imprisonment, intimidation of a victim and bail jumping.  The suspect is at large.

NORTH: ATL Person – 7:44 am.  A subject requested police assistance in locating her child and the father of her child.  Officers checked several areas but were unable to locate the two subjects.  Officers confirmed that there are felony warrants for the male subject.  **The subject advised police later in the day that her child had been returned to her.  No new charges established for the father. 

EAST: Check Person – 10:13 am.  Officers were dispatched to Motel 6, 4202 East Towne Blvd, for a report of a suicidal person with a knife.  Officers made contact with the subject (62-year-old male) who was transported to a local hospital.  Journey Mental Health was consulted.

MIDTOWN: Residential Burglary – 12:10 pm.  Occupants of a residence reported their home was broken into overnight while they were sleeping.  A laptop was reported stolen.  Investigation continuing.

SOUTH: Domestic Disturbance – 5:29 p.m.  Officers responded to a domestic disturbance between two subjects (male victim and 27-year-old female suspect).  The victim sustained visible injuries.  The suspect was not on scene when officers arrived.  Fitchburg PD pulled the suspect over on a traffic stop and arrested her for operating a motor vehicle while under the influence.  MPD added charges of domestic disorderly conduct. 

NORTH: Adult Arrested Person – 8:11 p.m.  Officers took a wanted suspect (37-year-old male) into custody for 1st degree sexual assault of a minor.  The suspect was conveyed/booked into jail without incident.

MIDTOWN: Check Person – 9:16 p.m.  Officers responded to a local hospital regarding a patient/subject who physically assaulted a family member who was visiting.  The patient/subject has had numerous police contact recently regarding concerning behaviors/mental health concerns.  An emergency detention is being explored due to continued episodes.  Probable cause was also developed to charge the subject with domestic battery and domestic disorderly conduct.  Investigation continuing.    **The subject was subsequently taken into protective custody and conveyed to Winnebago on an emergency detention order. 

EAST: Drug Incident Overdose – 11:45 p.m.  Officers responded to a residence regarding a subject/suspect (31-year-old male) experiencing an overdose.  The suspect admitted to using heroin.  The suspect was conveyed to a local hospital for a medical clearance.  The suspect was cited for possession of heroin and referred to the Madison Addiction Recovery Initiative (MARI).

CENTRAL: Check Person – 12:49 a.m.  Officers made contact with a subject/suspect (25-year-old male) who was in the roadway on University Ave dancing.  The suspect was not cooperative with officers.  The suspect elbowed an officer.  The suspect was arrested for disorderly conduct, resisting and battery to law enforcement.

NORTH: Check Person – 2:47 a.m.  Officers made contact with two subjects who were listed as missing out of Chicago.  Chicago PD was contacted and MPD was advised that the subjects were no longer considered missing and could be released.  No further action by MPD. 

CENTRAL: Disturbance – 3:44 a.m.  Officers responded to Cheba Hut on Gilman St for a report of a fight involving multiple subjects (3 male victims and 3 male suspects identified).  All three suspects (22-year-old, 25-year-old and 31-year-old) were charged with disorderly conduct, unlawful trespass without consent and battery.  The 22-year-old was also charged with resisting.  All three suspects were conveyed to jail.    

NORTH: Adult Arrested Person – 4:38 a.m.  Officers responded to a crash on E. Washington Ave/Marquette St.  The driver/suspect (32-year-old male) was determined to be impaired.  The suspect was arrested for operating a motor vehicle while intoxicated (1st offense), operating without a valid license, deviating from traffic lane and operating a motor vehicle PAC.  The suspect was released to a responsible party. 

EAST: Armed Robbery – 4:54 a.m.  Officers responded to Woodman's on Milwaukee St for a report of an armed robbery.  A store clerk observed two suspects (females) leaving the store with a cart of food that they did not pay for.  Contact was made with the suspects by the employee and a knife was displayed by one of the female suspects.  The suspects fled in a vehicle.  Investigation continuing.    

WEST: Missing/Runaway Juvenile – 6:28 a.m.  Officers received a report of a missing/runaway juvenile (15-year-old male).  The juvenile has a history of skipping classes.  Attempt to locate aired. 

WEST: Domestic Disturbance – 6:29 a.m.  Officers responded to a disturbance between two subjects (male victim and 32-year-old female suspect).  The victim refused to allow the suspect to enter the residence.  The suspect responded to this by breaking the victim's driver side mirror.  The suspect left the area.  Probable cause developed for domestic criminal damage to property. 

MIDTOWN: Death Investigation – 6:54 a.m.  Officers responded to a report of a deceased subject (70-year-old male).  Medical Examiner's office responded.  Nothing suspicious observed.  Investigation continuing.

NORTH: Adult Arrested Person – 7:33 a.m.  Officers responded to McDonald's on Dryden Drive for a disturbance.  A suspect (22-year-old male) punched a female victim in the face multiple times.  A male victim intervened and the male suspect struck him in the head with a crowbar.  A witness intervened and tackled the suspect. The victims were unknown to the suspect.  The suspect was arrested for reckless endangering safety, battery, disorderly conduct and criminal damage to property.  Incident report on MPD's website completed.   

CENTRAL: Information/Sexual Assault – 11:28 a.m.  Officers met with a female victim who reported being sexually assaulted the night before by a male subject/suspect.  Investigation continuing. 

WEST: Domestic Disturbance – 12:26 p.m.  Officers responded to a domestic disturbance between two subjects (female victim and 38-year-old male suspect).  The suspect pushed the victim, broke a piece of furniture and struck the victim with the furniture piece.  The suspect fled the residence with the victim's phone.  The suspect returned home and was arrested for domestic battery and domestic disorderly conduct. 

MIDTOWN: Check Person – 12:31 p.m.  Officers responded to a local hospital and met with a homicidal subject.  Journey Mental Health plugged in.  The subject was placed into protective custody and conveyed to Winnebago. 

CENTRAL: Check Person – 1:59 p.m.  Officers received a request to check the welfare of a subject due to concerns for his mental health.  The subject was contacted, taken into protective custody and conveyed to a local hospital for an evaluation.  Journey Mental Health consulted.   The subject was cited/released for criminal damage to property. 

EAST: Intoxicated Driver – 2:44 p.m.  Officers responded to a passed out driver/suspect (34-year-old male) at the Milwaukee St/M. Walbridge Ave intersection.  The suspect was located near Hamlet/Swanton as he had woken up and continued driving.  The suspect was arrested for operating a motor vehicle while under the influence (3rd offense), possession of heroin, possession of drug paraphernalia, misdemeanor bail jumping (one count) and felony bail jumping (two counts).

CENTRAL: Information/Sexual Assault – 4:07 p.m.  Officers met with a female victim who reported being sexually assaulted earlier in the week.  Investigation continuing. 

MIDTOWN: Intoxicated Driver – 4:59 p.m.  Officers responded to a report of a driver/suspect (41-year-old male) passed out in his vehicle on Odana Lane.  Officers arrived and the driver/vehicle were in motion.  A traffic stop was initiated and the driver/suspect was slow to stop.  The vehicle spun out into a snow bank and the suspect attempted to flee on foot.  The suspect was apprehended and charged with operating a motor vehicle while intoxicated (4th offense) and resisting.    

NORTH: Adult Arrested Person – 7:02 p.m.  Officers took a wanted suspect (30-year-old male) into custody without incident. 

SOUTH: Check Area – 8:20 p.m.  Officers responded to the area of Todd Dr near Wimbleton Way/Pelham Rd for multiple reports of shots fired.  Investigation continuing. 

NORTH: Adult Arrested Person – 8:52 p.m.  Officers took a wanted suspect (57-year-old male) into custody for violating his probation.  The suspect was transported to jail without incident.

 

2/17

NORTH: Domestic Disturbance – 12:18 a.m.  Officers responded to a domestic disturbance between two subjects (female victim and 38-year-old male suspect).  The suspect shoved and struck the victim.  The suspect was arrested for domestic battery and disorderly conduct.

WEST: Missing/Runaway Juvenile – 12:50 a.m.  Officers received a report of a missing/runaway juvenile (14-year-old male).  Attempt to locate aired. 

NORTH: Death Investigation – 4:05 a.m.  Officers responded to a subject down at a residence.  Lifesaving measures were attempted but not successful.  Witnesses report that the decedent had used drugs earlier in the day.  Medical Examiner's office responded.  Investigation continuing.
