MPD Notable Calls 02/18/20 to 02/19/20

The information provided below about some of the calls officers responded to is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 02/18/2020 through 6:00 a.m. on 02/19/2020, MPD received 472 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (76), East (73), Midtown (74), North (76), South (55), West (81), and Other (37).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.  

SOUTH: Check Person – 6:40 a.m.  Officers responded to a south district clinic for a subject in medical distress.  Medical staff on scene treated the subject. Madison Fire Medics transported the subject to a local hospital.  The medical status of the subject is unknown.  Investigation continuing.

EAST:  Domestic Disturbance – 8:40 a.m. Officers responded to an east district residence for a domestic disturbance.  The victim stated that the suspect (30-year old female) is asking for a divorce, held a knife to the victim's throat a few weeks ago, and damaged pictures on the wall.  The suspect was staying at a local hotel with the children.  Investigation continuing.

WEST:  Child Abuse – 9:57 a.m.  Officers responded to a report of child abuse.  While the children were with the suspect (32-year old male), he physically abused the children.  The children had visible injuries.  Investigation continuing.

EAST: Weapons Offense – 10:01 a.m. Officers responded to a Madison Metro Bus in the east district for a person with a gun on the bus.  The suspect (19-year old male) was contacted on the bus and officers located two bb guns on the suspect.  The suspect was arrested for disorderly conduct and taken to the Dane County Jail.

CITYWIDE: Arrested Person – 10:22 a.m. Traffic Enforcement Safety Team Officer observes a suspect driver (21-year old male) drive through a red traffic signal at a high rate of speed.  A traffic stop is initiated and the officer noted a strong odor of marijuana.  During the arrest, the officer located a weapon, drugs and drug paraphernalia.  The suspect was arrested for carrying a concealed weapon, possession of drug paraphernalia and a probation hold.

SOUTH: Conveyance – 12:58 p.m. Officers responded to a south district residence to follow-up with a subject who suffered from mental health issues.  Upon arrival, officers learned that the subject is dehydrated, starving and not taking care of the residence.  Officers consulted with Journey Mental Health Services and determined that the subject would be taken to a Mental Health Facility in Winnebago.

NORTH: Domestic Disturbance – 2:57p.m. Officers responded to a north district residence reference a domestic disturbance.  The victim reported that the couple had been arguing throughout the day.  The suspect (24-year old male) at one point became physical by strangling the victim.  The victim was able to escape the residence to contact police.  The suspect fled prior to police arrival.  There is probable cause for domestic disorderly conduct, strangulation and theft. Investigation continuing.

CENTRAL: OMVWI/Hit-and-Run Crash – 3:46 p.m. Officers responded to a central district intersection for a vehicle crash in which the suspect driver (59-year old male) fled.  Officers quickly located the suspect and administered field sobriety tests.  The suspect was arrested for 5th offense OMVWI, numerous traffic violations and conveyed to the Dane County Jail.

CENTRAL: Neighbor Trouble – 4:25 p.m. Officers responded to a central district apartment residence reference a neighbor trouble complaint.  There is a history of trouble with the suspect (63-year old male) and the victim.  Today, the suspect tried to contact the victim, despite the bail restrictions of no contact.  The suspect was arrested for bail jumping and taken to the Dane County Jail.

EAST: Check Person – 6:30 p.m. Officers responded to an east district residence reference a suicidal subject.  The subject's roommate contacted police because the subject was cutting themselves.  Officers attempted to contact the subject but the subject tried to barricade themselves in a room.  Officers utilized a less lethal weapon to take the subject into protective custody.  Because the subject was under the influence of alcohol, they were taken to a local hospital but will later be charged with resisting arrest.  Investigation continuing.

WEST: Check Person – 8:18 p.m. Officers responded to a west district residence reference a subject who was creating a disturbance and threatening to kill themselves.  Officers were able to speak with the subject, who agreed to go to a local hospital to seek mental health treatment. 

EAST: Weapons Offense Shots Fired – 8:27 p.m.  Officers responded to an east district neighborhood, reference residents hearing gunshots.  Officers located fired casings but no injuries or property damage was reported.  Investigation continuing.

WEST: Disturbance – 9:09 p.m. Officers responded to a west district movie theater for a disturbance.  Officers contacted the suspect (40-year old male) who was arrested for disorderly conduct and a parole violation and taken to the Dane County Jail.

EAST: Drug Overdose – 9:38 p.m. Officers responded to an east district residence reference an unconscious person down in a snowbank.  While tending to this subject, officers and paramedics were told another subject was unconscious behind the building.  Both subjects were conveyed to a local hospital.  Investigation continuing. 

NORTH: Disturbance – 9:49 p.m. Officers responded to an east district sobriety facility reference a suspect (53-year old male) unconscious in a snowbank.  Madison Fire Department paramedics evaluated the suspect but did not use medical intervention.  Officers remained with the suspect because he had been involved in another incident early today.  Officers conveyed the suspect to a local hospital for a medical clearance and while at the hospital, the suspect's medical condition began to deteriorate.  Once the suspect is medically cleared, he will be conveyed to the Dane County Jail for domestic disorderly conduct.

NORTH: Non-residential Burglary – 12:50 a.m. Officers responded to a north district gas station reference a burglary.  Officers noted a broken glass front door.  Unknown items taken from the store.  Investigation continuing.
