MPD Notable Calls 03/09/2020 to 03/11/2020

The information provided below about some of the calls officers responded to (Monday morning to Wednesday morning) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 03/09/2020 through 6:00 a.m. on 03/11/2020, MPD received 794 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (130), East (157), Midtown (137), North (115), South (74), West (122), and Other (59).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.

**Priority calls only from 5:54 p.m. to 11:16 p.m. due to calls for service.

CENTRAL: Domestic Disturbance – 8:08 a.m.  Officers responded to a disturbance taking place over a two-day period between roommates.  No physical disturbance took place.  No charges have been substantiated at this time. Investigation continuing. 

MIDTOWN: Information – 9:41 a.m.  Officers received a report of a male suspect having inappropriate contact with a minor.  Investigation continuing. 

MIDTOWN: Check Person – 10:04 a.m.  Officers received a request to check the welfare of a subject.  Officers made contact at the residence.  The juvenile was conveyed to school and arrangements were made for her to stay with her father due to concerns for the mental health of the juvenile's mother.  Child Protective Services plugged in.  Journey Mental Health notified.  School advised of safety plan.  The juvenile's mother was conveyed to a local hospital where an emergency detention was ultimately requested/approved.   

CITY-WIDE: Stolen Vehicle/Recovered Vehicle – 11:48 a.m.  A vehicle stolen out of a garage at a residence was recovered unoccupied on Russett Road.  Investigation continuing.   

EAST: Stolen Vehicle – 2:49 p.m.  Officers responded to a report of a stolen vehicle from a convenience store parking lot.  Video surveillance captured an image of the suspect.  Attempt to locate the vehicle aired.  The vehicle was listed as stolen in the appropriate databases.  Investigation continuing. 

MIDTOWN: Suspicious Person – 3:04 p.m.  Officers responded to the area of Nakoma/Whenona Drive for a suspicious subject/vehicle that approached a subject.  There was a delay in reporting of this incident.  The suspect/vehicle was not located.  Investigation continuing. 

EAST: Drug Incident/Overdose – 3:22 p.m.  Officers responded to a report of a subject slumped over in a vehicle near Milwaukee St/N. Bryan.  The driver/suspect (45-year-old male) came to when contacted by officers. The suspect admitted to using heroin. The suspect was conveyed to a local hospital for a medical clearance.  The suspect was subsequently arrested/transported to jail on charges of possession of heroin, operating a motor vehicle while under the influence (3rd offense) and bail jumping. 

NORTH: Drug Incident/Overdose – 4:25 p.m.  Officers responded to a residence for a subject/suspect (37-year-old male) experiencing a drug overdose.  The suspect was revived prior to officers arriving on scene.  The suspect was conveyed to a local hospital for an evaluation/medical clearance.  The suspect was arrested/charged with possession of heroin and an outstanding warrant. 

MIDTOWN: Death Investigation – 4:42 p.m.  Officers received a report of a missing suicidal subject.  Areas canvassed and the subject was located deceased (self-inflicted).  Medical Examiner's office responded.  Nothing suspicious observed.  Investigation continuing. 

EAST: Disturbance – 4:56 p.m.  Officers responded to an intoxicated subject/suspect (36-year-old male) causing a disturbance.  Officers contacted the suspect who did not want to cooperate.  The suspect threatened officers.  The suspect was conveyed to a local hospital for a medical clearance.  Once cleared, the suspect will be arrested/charged with disorderly conduct, threats to law enforcement, resisting, obstructing and bail jumping. 

WEST: Assist EMS/Fire – 5:40 p.m.  Officers, along with EMS/Fire, responded to a report of an unresponsive child at a residence.  The child was conveyed to a local hospital.  Investigation continuing. 

NORTH: Drug Incident/Overdose – 9:45 p.m.  Officers responded to a subject (32-year-old male) experiencing a drug overdose.  The subject was conveyed to a local hospital in critical condition.  Investigation continuing. 

SOUTH: Check Person – 9:55 p.m.  Officers received a request to check the welfare of a subject in a vehicle that was armed with a knife and not responsive.  The subject was contacted and taken into protective custody. The subject was found to have a Chapter 51 order in place.  Arrangements being made to transport the subject under a return order.  Incident Report on MPD's website completed.

CENTRAL: Missing/Runaway Juvenile – 12:12 a.m.  Officers received a report of a missing/runaway juvenile (14-year-old male).  The juvenile was observed by officers but the juvenile fled/got away.  Attempt to locate aired.  The juvenile was listed as missing/runaway in the appropriate databases.  Investigation continuing.   

EAST: Threats Complaint – 5:39 a.m.  Officers responded to a business for a graffiti/threats complaint.  The manager of the store noted graffiti on the exterior business walls, which were a direct threat to harm someone.  Officers were able to determine who the suspect (21-year-old male) was and contacted the suspect at his home.  Investigation continuing.

MIDTOWN: OMVWI/Injury Crash – 7:46 a.m. Officers responded to the Beltline Highway at Seminole Highway for a three-vehicle injury crash.  One victim was taken to a local hospital for non-life threatening injuries.  One of the driver's was processed for OWI.  Investigation continuing.

WEST: Armed Robbery – 10:06 a.m. Officers responded to a gas station reference an armed robbery investigation.  The victim called 911 stating that he had just been beaten and robbed. One suspect was identified (24-year-old male) by the victim and an additional two suspects are at-large. The victim sustained facial injuries but did not require medical attention at the time.  Investigation continuing. 

MIDTOWN:  Battery – 1:44 p.m.  Officers responded to a residence reference a disturbance between two people whose relationship recently ended.  The suspect (39-year-old male) gained access to the entryway of the residence and created disturbance.  Officers arrived and contacted both the suspect and victim.  The victim indicated that last week the suspect became physically violent and struck the victim.  The victim's injuries were documented.  The suspect was arrested for disorderly conduct, battery and strangulation and conveyed to the Dane County Jail. 

EAST:  Missing Adult – 3:11 p.m.  Officers responded to a library for a report of a missing person.  The missing person has a traumatic brain injury and does not have a phone or vehicle.  It is believed that the missing person left the library with an unknown male subject. Investigation continuing. 

CENTRAL: Hit-and-Run – 3:53 p.m. Officers responded to N. Blair Street and E. Mifflin Street reference a hit-and-run crash.  The suspect (54-year-old female) t-boned a FedEx truck and fled the scene.  Witnesses were able to provide a detailed suspect description.  Officers located the suspect a short distance away still consuming alcohol.  The suspect was arrested for 3rd offense OWI, hit-and-run and possession of open intoxicants on a public street.

WEST: Death Investigation – 6:06 p.m. Officers responded to a residence for a death investigation.  The deceased had heart surgery about one year ago but no other known medical issues.  Nothing suspicious. Investigation continuing.    

MIDTOWN: Sexual Assault – 8:30 p.m. Officers responded to a business for a report of a sexual assault.  The victim reported that the suspect (21-year-old male) sexually assaulted her in a vehicle in the parking lot of the business.  Investigation continuing.

CENTRAL: Domestic Disturbance – 11:02 p.m. Officers responded to a residence reference a domestic disturbance.  Officers were familiar with this location and contacted the suspect (27-year-old female) who was intoxicated. The victim reported that the suspect threw a phone at the victim's head, which injured the victim.  The suspect was arrested for domestic disorderly conduct, domestic battery and disorderly conduct and taken to a local hospital for a medical clearance.  While at the hospital, the suspect became combative.  Once cleared from the hospital, the suspect was convey to the Dane County Jail.

SOUTH: Violation of Court Order – 12:04 a.m. Officers responded to a residence for a violation of court order investigation.  The suspect (31-year-old male) had a court order not to be near his children but he was inside the residence with the children present.  Officers contacted the suspect and arrested him for felony bail jumping and conveyed him to the Dane County Jail.
