The information provided below about some of the calls officers responded to (Friday morning to Monday morning) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.
From 6:00 a.m. on 03/13/2020 through 6:00 a.m. on 03/16/2020, MPD received 1,223 calls for service. This number does not include parking complaints or 911 misdials. A breakdown of the calls for service per district is as follows: Central (212), East (240), Midtown (180), North (179), South (119), West (204), and Other (204). "Other" is used for calls that either do not have a sector or the sector is not in the City. This would be used in the case of one of our officers assisting another law enforcement agency.

**Priority calls only from 8:53 p.m. to 12:01 a.m. due to calls for service.
MIDTOWN: Mental Health Conveyance – 9:00 a.m. Officers responded to a local hospital regarding a subject (20-year-old female) in need of an emergency detention. Journey Mental Health consulted. Emergency detention sought and approved. The subject was admitted to the hospital. No further action deemed necessary by officers at this time.
WEST: Information/Sexual Assault – 9:48 a.m. Officers responded to a report of inappropriate contact between a juvenile victim and a male adult. Child Protective Services contacted. Investigation continuing.
EAST: Violation of Court Order – 1:08 p.m. Officers arrested a suspect (54-year-old male) who was charged with violating a no contact order.
SOUTH: OMVWI – 1:32 p.m. Several witnesses reported seeing the suspect (36-year-old male) driving a van and colliding with other vehicles and fleeing the scene. Another caller reported observing the suspect vehicle with heavy damage parked on Fish Hatchery Rd. Officers arrested the suspect and charged him with OWI 1st offense and released him. Upon being released, the suspect damaged a sign before leaving the area. Dispatch then received a call from staff at McDonald's reporting the suspect was creating a disturbance in the restaurant. The suspect fled but was eventually detained and charged with disorderly conduct, criminal damage to property, resisting arrest, and possession of drug paraphernalia.
CENTRAL: Adult Arrested Person – 3:59 p.m. Staff at Monona Terrace reported a suspect (56-year-old male) acting strangely on the premises. Officers made contact with the suspect and discovered there was a warrant for his arrest. The suspect was conveyed to jail.
EAST: Death Investigation – 5:04 p.m. Officers responded to the area behind Walmart on Nakoosa Trl for a subject (32-year-old male) found deceased. The subject was identified as a person who had been reported missing. Evidence of drug use was found at the scene.
MIDTOWN: Mental Health Conveyance – 6:22 p.m. MPD received a return order from Journey Mental Health for a subject (43-year-old male). Officers contacted the subject and took him into protective custody and transported him to a local hospital. The subject was later transported to Winnebago Mental Health Institute.
WEST: Domestic Disturbance – 8:30 p.m. The suspect (26-year-old male) threatened two victims (male and female) with a knife and battered the male victim. Officers arrived at the residence but due to the suspect's lack of cooperation, a standoff ensued and MPD SWAT team members arrived on scene to assist. The victims were freed from the residence and eventually the suspect was taken into custody. The suspect was charged with domestic disorderly conduct while armed and domestic battery.
CENTRAL: Disturbance – 10:18 p.m. Officers responded to a residence where a physical altercation broke out between two suspects (38- and 51-year-old males). Both subjects were charged with substantial battery. The 38-year-old suspect was also charged with criminal damage to property, mayhem and disorderly conduct. Both suspects were taken to jail.

CENTRAL: Disturbance – 1:28 a.m. An officer was flagged down as he drove past Mondays bar at 523 State St. Bouncers pointed out to police a suspect (25-year-old male) who attempted to punch one of them. Police made contact with the suspect who was uncooperative. The suspect was taken into custody and charged with disorderly conduct, resisting and bail jumping.
NORTH: Sexual Assault – 3:05 a.m. A victim reported a known suspect (59-year-old male) sexually assaulted her when he arrived at her residence to retrieve some belongings. The suspect remains at large. Investigation continuing.
NORTH: Information – 8:03 a.m. A subject reported her boyfriend (46-year-old male) was driving her vehicle without her consent. She requested that police assist her in her efforts to contact her boyfriend and retrieve the vehicle. She did not wish to press charges at the time and was told to contact police after 72 hours if she wished to report the vehicle as stolen.
NORTH: Disturbance/Adult Arrested Person – 9:22 a.m. The suspect caused a disturbance at the Dollar Tree near East Towne Mall and then at the BP gas station nearby. Officers contacted the suspect at his residence and detained him on an outstanding charge of bail jumping.
EAST: Weapons Offense – 12:14 p.m. While walking in the 4200 block of E Washington Ave, the victim noticed he was being followed by a minivan, at which point he began running. An unidentified female suspect exited the minivan and deployed OC spray at the victim and took his backpack and jacket. A witness reported observing an unidentified male suspect chasing the victim with a crowbar. Police reviewed Madison Metro video which captured a portion of the incident. Investigation continuing.
MIDTOWN: Violation of Court Order – 1:42 p.m. Officers were advised that a suspect (39-year-old male) made contact with a victim against a court order. Probable cause developed to arrest/charge the suspect, once located. Suspect is at-large. Investigation continuing.
CENTRAL: Weapons Offense – 1:42 p.m. Officers responded to S. Bassett St for a suspect (28-yaer-old male) causing a disturbance and making threatening statements while holding a knife. The suspect was contacted and arrested/charged with disorderly conduct while armed (3 counts).
SOUTH: Stolen/Recovered Vehicle – 2:16 p.m. An occupied vehicle, confirmed to be stolen, was observed in a parking lot. The vehicle left the parking lot and took off at a high-rate of speed. MPD did not pursue the vehicle. The vehicle was located, unoccupied. Vehicle recovered. Suspect(s) at-large. Investigation continuing.
NORTH: Information/Sexual Assault – 3:05 p.m. Officers met with a victim who reported being sexually assaulted by a known suspect (59-year-old male). Suspect contacted. Investigation continuing.
CENTRAL: Hit-and-Run Crash – 5:19 p.m. Officers received reports of two vehicles racing on E. Washington Ave and that two uninvolved vehicle were struck. One of the vehicles involved was located and the two occupants (26-year-old male and 21-year-old male) were contacted. K9 alerted on the vehicle and a search yielded marijuana and cocaine. The driver/suspect was arrested/charged with possession of marijuana, possession of cocaine and felony bail jumping. The passenger was released from the scene with no charges at this time. No injuries reported. Investigation continuing.
CENTRAL: Drug Incident – 8:02 p.m. Officers responded to a report of a subject/suspect (19-year-old male) attempting to jump out of a window after using illegal substances. The suspect was taken into custody and transported to a local hospital for an evaluation. The suspect was cited for disorderly conduct and resisting. Additional charges may be forthcoming. Investigation continuing.
MIDTOWN: Domestic Disturbance – 8:02 p.m. Officers responded to a residence regarding a disturbance between two subjects (female victim and 19-year-old male suspect). Probable cause was developed to arrest/charge the suspect with domestic disorderly conduct.
SOUTH: Intoxicated Driver – 8:15 p.m. Officers received a report of a hit-and-run crash. The suspect vehicle/suspect (60-year-old male) was located/contacted. The suspect was found to be impaired. The suspect was arrested for operating a motor vehicle while under the influence (3rd offense).
EAST: Weapons Offense – Officers responded to a reported disturbance. The subjects were not cooperative with officers. Officers determined that after some sort of argument/disturbance between the two subjects that one of the subject's/suspect (22-year-old male) used a baseball bat to smash a window on a vehicle. The suspect was arrested for disorderly conduct and criminal damage to property.

CENTRAL: Weapons Offense – 1:26 a.m. Officers responded to a disturbance. The victim was not cooperative with officers and refused to provide suspect information even though he admitted to knowing who it was. The victim believes he was stabbed with a screwdriver, although one was not seen. The victim was taken to a local hospital for treatment and subsequently to detox.
WEST: Domestic Disturbance – 4:48 a.m. Officers responded to a disturbance between two subjects (female victim and 30-year-old male suspect). The suspect was intoxicated. The suspect resisted arrest. While arresting the suspect, the suspect's dog bit an officer. The suspect was charged with resisting, disorderly conduct, possession of marijuana and a disorderly conduct charge from a previous incident.
NORTH: Death Investigation – 10:28 a.m. Officers responded, along with MFD, to a subject in distress. Lifesaving measures attempted but not successful. The decedent (73-year-old male) had numerous health concerns. Medical Examiner's office responded. Nothing suspicious identified. Investigation continuing.
EAST: Information – 10:42 a.m. Officers met with a victim who reported being battered by her ex-boyfriend. The incidents were determined to have taken place outside MPD's jurisdiction. Other law enforcement agencies notified. Suspect information provided.
EAST: Domestic Disturbance – 12:24 p.m. Officers responded to a disturbance between two subjects (female victim and 41-year-old male suspect). The victim sustained visible injuries. The suspect was arrested/charged with domestic disorderly conduct and battery.
EAST: Information/Child Abuse – 12:55 p.m. Officers made contact with a juvenile who returned to her mother's home after being with her father with some possible concerning injuries. No charges have been substantiated at this time. Investigation continuing.
CENTRAL: Trespass – 5:36 p.m. Officers responded to W. Johnson St for a suspect (25-year-old male) who was banned from the property and refusing to leave. The suspect was contacted, arrested and charged with trespassing (2 counts).
EAST: Crash with Injuries – 6:33 p.m. Officers responded to Stoughton Rd/Buckeye Rd for a crash between a vehicle and a moped. The driver of the moped struck the vehicle in front on him that was stopped. The moped driver sustained non-life threatening injuries. The moped driver was cited for failure to yield.
NORTH: Information/Armed Robbery – 10:12 p.m. Officers met with a victim (male) who reported being physically assaulted and robbed by a known suspect (24-year-old male). The victim reported that the suspect was armed with a knife. The statement the victim provided was inconsistent. Investigation continuing.

WEST: Assist Law Enforcement – 1:15 a.m. Officers responded to assist with a stolen vehicle that was being tracked by another law enforcement agency. The vehicle was stopped and two subjects/suspects fled. MPD was not involved in any pursuit but assisted with attempting to locate the suspects. Town of Madison PD and Dane County Sheriff's Office has the lead on this.
CENTRAL: Adult Arrested Person – 1:46 a.m. Officers took an intoxicated suspect (24-year-old female) into custody on a probation hold. Child Protective Services assisted with the placement of the suspect's child.
CENTRAL: Death Investigation – 5:15 a.m. Officers responded to a report of a deceased subject (26-year-old male). Medical Examiner's office responded. Indication of drug use observed. Nothing suspicious identified at this time. Autopsy pending. Investigation continuing.
