MPD Notable Calls 03/27/2020 to 03/30/2020

The information provided below about some of the calls officers responded to (Friday morning to Monday morning) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 03/27/2020 through 6:00 a.m. on 03/30/2020, MPD received 924 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (131), East (185), Midtown (125), North (147), South (90), West (141), and Other (105).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.  

 

03/27

**Priority calls only from 7:15 p.m. to 9:10 p.m. due to calls for service. 

MIDTOWN: Mental Health Conveyance – 5:25 a.m.  A patient (42-year-old female) at an area hospital made suicidal statements to staff.  Officers placed the subject into protective custody and the subject was admitted for psychiatric treatment.

EAST: Weapons Offense – 6:47 a.m.  A subject (22-year-old male) accidentally discharged his firearm and shot himself in the leg.  The subject was transported to the hospital with non-life-threatening injuries.  The subject was cited for discharge of firearm.

CENTRAL: Stolen Auto – 9:49 a.m.  A victim reported their vehicle stolen from the Hyatt ramp on W Main St.  An ATL was aired and the vehicle was listed as stolen.

EAST: Domestic Disturbance – 10:00 a.m.  During an argument, the suspect (29-year-old male) hit the victim, his wife, in the back of the head.  The suspect became combative with officers on scene but was eventually detained and charged with domestic battery, resisting arrest, criminal damage to property and depositing human waste.

SOUTH: Domestic Disturbance – 11:17 a.m.  During an argument in the victim's car, the suspect (25-year-old female) damaged the victim's vehicle and attempted to batter the victim.  The suspect was arrested and charged with domestic disorderly conduct and criminal damage to property.

EAST: Runaway Juvenile – 12:59 p.m.  A mother reported her 14-year-old daughter had run away from the residence.  An ATL was aired and the juvenile was listed as missing.

SOUTH: Death Investigation – 1:06 p.m.  A subject (31-year-old female) was found deceased in her hotel room.  Officers located evidence of drug use in the room and it appeared the subject died of an overdose.  Medical examiner responded.

MIDTOWN: Retail Theft – 3:10 p.m.  Officers responded to Target at 750 Hilldale Way where two suspects (26- and 36-year-old males) were observed armed with knives and concealing store merchandise.  The vehicle the suspects arrived in was discovered to be stolen.  Officers located additional stolen merchandise from other retail thefts in the vehicle.  Both suspects were charged with felony retail theft and taken to jail.

CENTRAL: Check Property – 3:32 p.m.  Officers made contact with managers at a retail store on State St which was still operational despite the state order to close all non-essential businesses.  The manager was officially notified of the order and the business remained open for the time being.

NORTH: Assist EMS/Fire – 5:02 p.m.  MPD and MFD responded to a residence where the exterior of the house caught on fire because residents were grilling food in close proximity to the house.  Officers assisted with traffic direction.  MFD has the lead on the investigation.

NORTH: Recovered Stolen Vehicle – 5:13 p.m.  Officers in the 3500 block of Straubel Ct observed a vehicle that had been reported stolen.  The owner of the vehicle responded and recovered the vehicle.

NORTH: Drug Overdose – 6:22 p.m.  A caller to 911 reported observing individuals in the 2700 block of E Washington Ave using drugs.  Officers made contact with an individual on scene who began to show signs of having overdosed.  An MPD officer administered naloxone and revived the subject.  Charges may be forthcoming.

SOUTH: Missing Adult – 7:48 p.m.  A young child called 911 stating that their mother was lost inside the UW Arboretum.  Officers were able to locate the adult subject, who was intoxicated, and she was conveyed to an area hospital. 

EAST: Disturbance – 10:10 pm.  Officers responded to a disturbance in the parking lot of the Citgo convenience store on Milwaukee St.  The suspects (19-year-old female and 21-year-old male) fled prior to officers arriving but later called the police to make a report.  Multiple subjects contacted and interviewed.  Varying explanations of what occurred provided.  No charges have been substantiated at this time.

**Priority calls from 3:30 a.m. to 6:48 a.m. due to calls for service.

CENTRAL: Missing/Runaway Juvenile – 1:50 a.m.  Officers received a report of a missing/runaway juvenile (15-year-old male).  The juvenile has a history of running away.  No medical/mental health concerns.  Attempt to locate aired.  The juvenile was listed as missing/runaway in the appropriate databases. 

CENTRAL: Residential Burglary – 2:48 a.m.  Officers responded to a burglary in progress at a residence.  The suspect fell from the 3rd floor and suffered major head injuries.  The suspect was conveyed to a local hospital for medical attention.  Investigation continuing.

EAST: Stolen Vehicle – 6:58 a.m.  Officers responded to a report of a stolen vehicle from a garage/residence . The suspect entered the home, stole keys to a vehicle, a cell phone and iPad.  The suspect proceeded to steal the vehicle.  The vehicle was observed later in the morning in Waunakee.  The vehicle was being driven by a male subject/suspect.  Attempt to locate aired.  The vehicle was entered as stolen in the appropriate databases.  Investigation continuing.  **The vehicle was located/recovered unoccupied.

MIDTOWN: Check Person – 10:07 a.m.  Officers responded to a local hospital regarding a subject/patient who stabbed herself and sustained superficial marks.  Journey Mental Health consulted.  An emergency detention was not supported/approved.  The subject was released to the care of a family member.

CENTRAL: Death Investigation – 11:59 a.m.  Officers responded to a residence for a deceased subject (86-year-old male).  The decedent had multiple health issues.  Nothing suspicious observed.  Medical Examiner's office responded.

EAST: Drug Incident/Overdose – 1:12 p.m.  Officers responded to a subject/suspect (28-year-old male) experiencing a drug overdose.  Evidence of drug use on scene.  The suspect was conveyed to a local hospital for an evaluation.  The suspect was issued an order-in citation for possession of heroin, possession of drug paraphernalia and felony bail jumping (3 counts).

EAST: Missing/Runaway Juvenile – 5:02 p.m.  Officers received a report of a missing/runaway juvenile (15-year-old male).  Attempt to locate aired.  The juvenile was listed as missing/runaway in the appropriate databases. 

NORTH: Drug Incident/Overdose – 5:06 p.m.  Officers responded to a report of an unconscious subject/suspect (44-year-old female).  Evidence of drug use observed.  Naloxone was administered, which revived the suspect.  The suspect was conveyed to a local hospital where she was admitted for an evaluation/observation.  The suspect was cited for possession of heroin. 

CENTRAL: Residential Burglary/Armed Robbery – 5:36 p.m.  Officers met with two victims who reported being robbed at gunpoint.  The suspects (three males and one female) fled with cash and a cell phone.  Investigation continuing. 

EAST: Assist EMS/Fire – 6:42 p.m.  Officers responded to a report of an unconscious subject (38-year-old female).  Naloxone was administered but it was not successful.  The subject was conveyed to a local hospital for medical treatment.  Investigation continuing. 

MIDTOWN: Assist EMS/Fire – 8:22 p.m.  Officers responded to Gilbert Rd for a structure fire, along with EMS/Fire.  Residents were evacuated and two subjects were transported to a local hospital for treatment to burns.  Investigation continuing. 

SOUTH: Weapons Offense – 9:08 p.m.  Officers responded to a residence for a disturbance involving a gun.  The suspect (21-year-old male) and a female subject were engaged in a physical struggle.  The caller/complainant called 911 and made contact with the female subject who was not cooperative.  The suspect was located in the residence along with a shotgun, handgun and drugs.  The suspect was arrested for 2nd degree recklessly endangering safety, disorderly conduct while armed, felon in possession of a firearm and a probation/parole hold.  Child Protective Services notified due to children being present.  Additional charges may be forthcoming. 

SOUTH: Domestic Disturbance – 9:23 p.m.  Officers responded to a disturbance between two subjects (male victim and 37-year-old male suspect).  The suspect strangled the victim.  The suspect armed himself with a knife.  The suspect was arrested for domestic disorderly conduct while armed and domestic strangulation.

EAST: Check Person – 11:59 p.m.  Officers received a request to check the welfare of a possible suicidal subject.  The subject was located and a safety plan was put into place with the subject staying with family members.

 

03/29

NORTH: Domestic Disturbance – 12:56 a.m.  Officers responded to a domestic disturbance between two subjects (female victim and 61-year-old male suspect).  Probable cause was developed to arrest/charge the suspect with domestic disorderly conduct and domestic battery. 

WEST: Information/Sexual Assault – 1:00 a.m.  Officers met with a victim who reported being sexually assaulted by a known subject/suspect.  Investigation continuing. 

SOUTH: Missing/Runaway Juvenile – 2:24 a.m.  Officers received a report of a missing/runaway juvenile (17-year-old female).  Attempt to locate aired.  The juvenile was listed as missing/runaway in the appropriate databases.    

EAST: Adult Arrested Person – 8:10 a.m.  A wanted suspect (29-year-old male) was observed and taken into custody for retail theft (two counts) and a probation hold.

EAST: Assist EMS/Fire – 12:22 p.m. Officers responded, along with EMS/Fire, to check the welfare of a suicidal subject who cut himself.  The subject fled prior to officers arriving on scene.  The subject returned to the area and was contacted by officers.  The subject was taken into protective custody and conveyed to a local hospital where he was voluntarily admitted.  Journey Mental Health consulted. 

NORTH: Check Person – 1:47 p.m.  Officers responded to check the welfare of a suicidal subject who cut himself and who had consumed plumbing liquid.  The subject was taken into protective custody and conveyed to a local hospital where he was voluntarily admitted.  Journey Mental Health consulted. 

EAST: Check Area – 2:01 p.m.  Officers responded to a report of a male subject armed with a gun at a convenience store on Lien Rd.  The complainant/caller was evasive while talking with dispatch.  Officers made contact with the subject who was cooperative and consented to a search of his person and vehicle which yielded no firearms.  An unrelated bystander/suspect (25-year-old male) took issue with the police being there and interfered with the investigation.  The suspect was arrested for disorderly conduct. 

MIDTOWN: Assist EMS/Fire – 3:44 p.m.  Officers responded, along with EMS/Fire, to a subject who overdosed on prescription medication.  The subject was taken into protective custody and conveyed to a local hospital where she was voluntarily admitted. Journey Mental Health consulted. 

NORTH: Stolen Vehicle – 3:55 p.m.  Officers received a report of a stolen vehicle.  The vehicle was left in an open garage and had the keys inside.  The victim's purse/debit card was also in the vehicle.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases. 

EAST: Domestic Disturbance – 3:58 p.m.  Officers responded to a residence for a disturbance.  The suspect (28-year-old male) damaged the windshield of a vehicle and the garage door.  The suspect was arrested/charged with disorderly conduct and criminal damage to property (domestic-related charges) and bail jumping.

NORTH: Missing Adult – 7:24 p.m.  Officers received a report of a missing adult (83-year-old male).  The caller (son of the missing adult) reported that his father called him stating he was driving to Fond du Lac but did not know why.  Officers confirmed that the adult and his vehicle was gone from the nursing home he was living at.  Phone ping conducted.  Sheboygan County Sheriff's Department located the subject/vehicle driving on the wrong side of the road.  Officers arranged for the caller/son and father to be reunited. 

MIDTOWN: Intoxicated Subject – 10:49 p.m.  Officers responded to a local hospital for an intoxicated subject who did not need any medical intervention.  The subject was conveyed to Detox. 

EAST: Check Person – 11:58 p.m.  Officers responded to a report of a disturbance in a parking lot involving an intoxicated subject/suspect (27-year-old female).  The suspect was found screaming and highly intoxicated.  The suspect was not cooperative.  The suspect was arrested for disorderly conduct.

 

03/30

WEST: Check Person – 1:25 a.m.  Officers responded to a residence after the caller stated they were feeling sick and wanted to go to the hospital.  The caller has a history of mental health concerns.  The caller refused to allow officers into the residence.  The caller also refused for an ambulance to respond to assist him.  The caller was deemed to not be in any physical danger and was not in any medical distress.  Officers disengaged from the residence. 

EAST: Stolen Vehicle – 2:05 a.m.  Officers responded to the Swanton Road area for a report of subjects checking vehicles.  Officers observed a vehicle leave the area and attempted to conduct a traffic stop.  The vehicle fled and officers did not pursue it.  Contact was made with the registered owner of the vehicle and confirmed the vehicle was stolen.  The vehicle was listed as stolen in the appropriate databases.

WEST: Stolen Vehicle – 4:30 a.m.  Officers received a report of a stolen vehicle.  The keys were inside the vehicle.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases. 

WEST: Missing/Runaway Juvenile – 5:52 a.m. Officers received a report of a missing/runaway juvenile (14-year-old female).  The juvenile had contact with her mom via text and stated she didn't like the rules at home.  Attempt to locate aired. The juvenile was listed as missing/runaway in the appropriate databases.
