MPD Notable Calls 04/21/2020 to 04/21/2020

The information provided below about some of the calls officers responded to is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 04/21/2020 through 6:00 a.m. on 04/22/2020, MPD received 326 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (44), East (70), Midtown (42), North (64), South (31), West (46), and Other (29).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.  

EAST: Weapons Offense – 4:21 a.m. Officers responded to an east district residence for a weapons offense complaint.  Two juvenile victims reported that they were walking from a local convenience store when the suspect (34-year old male) confronted them with a knife in his hand.  The victims stated they immediately ran home to report the incident.  Officers located the suspect in the area, who had a different story.  The suspect was arrested for disorderly conduct while armed and taken to the Dane County Jail.

NORTH: Stolen Auto –7:40 a.m. Officers responded to a stolen auto complain which occurred in the north district.  The victim reported that they believed that one of the family's juvenile friends may have taken a vehicle key from the victim's key ring, and then later returned to steal the vehicle.  The vehicle was later located abandoned and witnesses reported that four subjects fled from the vehicle.  Investigation continuing.

CENTRAL: Death Investigation – 7:34 a.m. Officers responded to residence parking lot in the central district for an injured subject on the ground.  Upon arrival, officers discovered a subject with an apparent self-inflicted gunshot wound to the head.  Nothing suspicious noted.

WEST: Stolen Auto – 9:16 a.m. Officers responded to a west district residence for a stolen auto report.  The victim reported that they believed the vehicle was locked but it had the vehicle key fob inside.  Investigation continuing.

MIDTOWN: Domestic Disturbance – 9:40 a.m. Officers responded to a midtown district residence reference a domestic disturbance.  Mother stated that her son (18-year old male) was creating a disturbance and breaking things inside the residence.  The suspect was arrested for domestic criminal damage to property and disorderly conduct and take to the Dane County Jail.

NORTH: Death Investigation – 10:25 a.m. Officers responded to a north district residence for a death investigation.  The deceased reportedly consumed illegal drugs sometime during the previous weekend and has several medical conditions.  The Dane County Medical Examiner was consulted. 

CENTRAL: OMVWI – 12:50 p.m. Officers responded to the central district reference reports of a driver swerving, striking curbs and striking several parked cars.  At one point, the suspect driver's front tire exploded but the suspect (41-year old male) continued to travel on the flat tire the wrong way on a one-way street until officers stopped the suspect.  The suspect was arrested for operating a motor vehicle while under the influence of intoxicants and several traffic offenses and released to a responsible party.

WEST: Weapons Offense – 2:40 p.m. Officers responded to a west district apartment residence for a report from a maintenance employee of damage to property related to a gunshot.  Officers were able to trace the origin of the gunshot to an apartment and contacted the resident.  The resident admitted to an accidental discharge the previous night but did not call 911 because they were afraid.  The suspect (28-year old female) was cited for endangering safety by use of a dangerous weapon.

CENTRAL: Check Person – 2:56 p.m. Officers assisted Madison Fire Department with a fire investigation at a central district multi-unit residence.  Officers learned that one of the residents started a fire in a garbage can in a common area.  The suspect (25-year old female) was taken to a local hospital for a mental health evaluation.  The suspect will be taken to Winnebago Mental Health services once cleared from the hospital.

WEST: Disturbance – 3:32 p.m. Officers responded to a parking lot of a west district fast food restaurant for a subject acting suspiciously.  Upon arrival, officers contacted the suspect (34-year old male) who was with his two children in his vehicle and explained that he suffers from drug addiction.  Officers requested the suspect perform field sobriety tests and he failed.  A K9 officer also responded to the scene and the K9 alerted on the vehicle where officers located illegal drugs.  The suspect was arrested for operating a motor vehicle while under the influence of intoxicants or controlled substances and taken to the Dane County Jail. 

NORTH: Missing Adult – 6:17 p.m. Officers responded to a north district hotel for a report of a missing adult.  The missing adult's mother explained to officers that her daughter is homeless and was last seen getting into a vehicle with three unknown males and was supposed to check in with friends later in the day but has not returned any messages, which is unusual behavior.  The missing adult does not have any medical or mental health concerns.  Officers checked local hotels with no results.  Investigation continuing.

WEST: Domestic Disturbance – 6:55 p.m. Officers responded to a west district residence for domestic disturbance.  The victim reported that her juvenile daughter became upset when she told her that she could not leave the residence to go visit a friend due to the "safer at home" order.  The juvenile became upset and physically violent and armed herself with a knife.  The juvenile was arrested for disorderly conduct while armed taken to the Juvenile Reception Center.

EAST: Arrested Adult – 7:48 p.m. Officers responded to an east district bus transfer point for a subject claiming to be COVID-19 positive and threatening to infect others.  Officers contacted the suspect (30-year old female) who fought with officers. After consulting with hospital and mental health staff, the suspect was arrested for disorderly conduct and resisting arrest and taken to the Dane County Jail.

CENTRAL: Assist Fire – 7:59 p.m. Officers responded to a central district residence to assist fire with traffic control and evacuations reference a stove fire.  Nothing suspicious noted and no injuries reported.

CENTRAL: Disturbance – 9:14 p.m. Officers responded to a central district residence reference a subject refusing to leave. Upon arrival, officers contacted the suspect (63-year old male) known from prior professional contacts. The suspect was arrested for trespassing and bail jumping and taken to the Dane County Jail.

MIDTOWN: Check Person – 10:51 p.m. Officers responded to a midtown district hospital reference a subject who threatened self-harm.  Officers and mental health staff were unable to establish an emergency detention and released the subject with a safety plan in place.
