Status of Safer at Home Order and MPD Notable Calls 05/13/2020 to 05/14/2020

As most of you are probably aware, yesterday the Wisconsin Supreme Court invalidated the Governor's "Safer at Home" order (Executive Order #28).  Shortly after that ruling was released, Public Health Madison & Dane County (PHMDC) issued an order applying to all of Dane County.  The PHMDC order incorporated almost all of the provisions of the "Safer at Home" order that we had been operating under, and the subsequent "turn the dial" orders.   The PHMDC statement is available here:

So, the only thing that has really changed for us in Dane County, is that a local order now applies rather than a statewide one.  The PHMDC order is in effect until May 26th.  Please continue to comply with these directions for the safety of our community.

 

 

The information provided below about some of the calls officers responded to is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 05/13/2020 through 6:00 a.m. on 05/14/2020, MPD received 376 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (54), East (77), Midtown (66), North (65), South (26), West (61), and Other (27).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.

CENTRAL: Check Person –  8:04 a.m.  Officers responded to a residence of a subject who had threats made against her by a known subject/suspect.  The female subject was contacted and a safety plan was established.  Officers attempted to contact the suspect but were only able to speak to him via phone.  The suspect reportedly called a crisis line and made suicidal statements after talking with officers.  Officers attempting to gather more information.  Investigation continuing. 

CITY-WIDE: Weapons Offense – 9:24 a.m.  Officers responded to a report of a subject armed with a gun and causing a disturbance in the Town of Madison jurisdiction.  The subject/suspect (26-year-old male) was not on scene when officers arrived.  Addresses checked for the suspect by Fitchburg PD.  The suspect was located hiding by a K9.  Town of Madison has the lead on this investigation. 

NORTH: Check Person – 10:32 a.m.  Officers responded to check the welfare of a subject who was observed bleeding.  The subject refused to be evaluated by EMS or speak with officers.  Investigation continuing. 

EAST: Adult Arrested Person – 12:21 p.m.  Officers responded to a report of a male subject running with a gun.  An ongoing dispute among neighbors was identified.  A suspect (23-year-old male) was arrested and charged with disorderly conduct while armed. 

NORTH: Domestic Disturbance – 1:47 p.m.  Officers responded to a residence for a disturbance between two subjects (female victim and 19-year-old male suspect).  The suspect yelled at the victim (his mother) and threw items around in the household.  The suspect was arrested and charged with domestic disorderly conduct. 

EAST: Child Abuse – 3:00 p.m.  Officers assisted Child Protective Services with a child abuse allegation.  A juvenile victim sustained visible injuries.  The victim's uncle/suspect (35-year-old male) was interviewed and probable cause was developed.  The suspect was arrested and charged with physical abuse to a child and a probation hold.

EAST: Domestic Disturbance – 3:24 p.m.  Officers met with a victim who reported being physically assaulted by a known suspect (38-year-old male).  The suspect was arrested and charged with domestic disorderly conduct, domestic strangulation and theft. 

WEST: Disturbance – 4:13 p.m.  Officers responded to a disturbance between two subjects (male victim and 21-year-old female suspect).  The suspect threatened the victim and chased him.  The suspect was arrested for disorderly conduct (two counts).

CENTRAL: Adult Arrested Person – 5:04 p.m.  An officer observed a wanted suspect (46-year-old) on State Street.  The suspect was contacted and not cooperative.  The suspect was arrested without incident on the outstanding warrant and a probation hold.

EAST: Assist EMS – 7:06 p.m.  Officers responded, along with EMS/Fire, to a report of a subject passed out in a vehicle.  The subject was alert when officers arrived.  Field sobriety tests were administered.  K9 sniff conducted.  The subject was conveyed to a local hospital for a voluntary blood draw.  Investigation continuing. 

CENTRAL: Missing/Runaway Juvenile – 8:16 p.m.  Officers received a report of a missing/runway juvenile (15-year-old female).  The juvenile left the residence after getting into an argument with her mother.  Attempt to locate aired.  The juvenile was listed as missing/runaway in the appropriate databases.  Investigation continuing.  ** The juvenile returned home.

SOUTH: Domestic Disturbance – 11:45 p.m.  Officers responded to a disturbance between two subjects (female victim and 49-year-old male suspect).  The suspect punched the victim in the face.  The victim sustained visible injuries.  The suspect was arrested for domestic disorderly conduct.

 

05/14

NORTH: Drug Incident – 1:19 a.m.  Officers responded to a report of a subject/suspect (37-year-old male) experiencing a drug overdose.  Naloxone was administered to the suspect.  The suspect was conveyed to a local hospital and cited for possession of narcotics, possession of drug paraphernalia and referred to the Madison Addiction Recovery Initiative (MARI).

SOUTH: Check Person – 5:11 a.m.  Officers had contact with an adult female and her juvenile child starting at 3:15 a.m. due to them not having a place to go.  Shelters contacted and officers learned that the female was banned.  Officers were later called to a local hospital due to the female subject being uncooperative and belligerent.  The subject/suspect (38-year-old female) was ultimately arrested for trespassing.  Child Protective Services responded to assist with the juvenile.
