The information provided below about some of the calls officers responded to (Friday morning to Tuesday morning) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.
From 6:00 a.m. on 05/22/2020 through 6:00 a.m. on 05/26/2020, MPD received 1,629 calls for service. This number does not include parking complaints or 911 misdials. A breakdown of the calls for service per district is as follows: Central (270), East (309), Midtown (257), North (270), South (161), West (220), and Other (142). "Other" is used for calls that either do not have a sector or the sector is not in the City. This would be used in the case of one of our officers assisting another law enforcement agency.

SOUTH: Death Investigation – 5:05 a.m. Officers were dispatched to a residence where a two month old baby was deceased. Medical examiner responded. Investigation continuing.
CENTRAL: Domestic Disturbance – 5:57 a.m. The victim reported he and his wife/suspect (42 years old) were arguing when she began throwing his belongings out a window of the apartment. The suspect was arrested and charged with domestic disorderly conduct.
NORTH: Domestic Disturbance – 6:02 a.m. A caller to dispatch reported her ex-boyfriend/suspect (23 years old) was "ramming" her car with his car. Officers responded and made contact with the suspect but did not establish probable cause for any crime. The victim, however, reported an incident from several days ago in which the suspect forced his way into the victim's residence and grabbed her by the neck. The victim left the residence and the suspect locked her out. The victim reported the suspect stole her phone and some cash. Officers developed probable cause to arrest the suspect for domestic disorderly conduct for this incident. The suspect was conveyed to jail.
NORTH: Death Investigation – 11:14 a.m. The brother of a subject (62-year-old male) went to check on him and found him deceased in his residence. Officers found evidence of drug use on scene. Nothing suspicious. Medical examiner on scene.
EAST: Adult Arrested Person – 1:50 p.m. Officers responded to the Howard Johnson hotel for a suspect (65-year-old male) who was not wanted on the premises. There was probable cause to arrest the suspect for a previous domestic injunction violation. Upon officers' attempts to detain the suspect, the suspect was uncooperative and was charged with resisting.
CENTRAL: Damage to Property – 4:16 p.m. A witness reported observing the suspect (30-year-old male) throw a rock through a window of Shopbop at 1301 E Washington Ave. Officers arrested the suspect, who in addition to being charged with criminal damage to property, was charged with resisting.
EAST: Retail Theft – 4:24 p.m. Loss prevention staff at Woodman's observed a banned suspect (55-year-old male) concealing items and leaving the store without paying for them. Officers contacted the suspect outside the store and arrested him for retail theft.
CENTRAL: Adult Arrested Person – 7:27 p.m. The suspect (67-year-old male) contacted dispatch reporting a need for EMS. Upon officers' arrival, the suspect was conveyed to the hospital where it was determined he did not have a need for medical professionals. The suspect has a history of misusing 911. He was thus arrested on the charge of dial 911 for false emergency.
WEST: Disturbance – 8:45 p.m. A security officer at 7933 Tree Ln contacted dispatch to report a physical altercation outside the building. Officers made contact with the victim who reported that her mother's boyfriend/suspect (52 years old) had pushed her during an argument. The suspect was arrested for disorderly conduct.
NORTH: Attempted Homicide – 9:17 p.m. Officers responded to the 1800 block of Northport Dr for a report of a man down. Officers located a victim down in his residence with a gunshot wound to his head. A suspect (38-year-old male) was taken into custody. Investigation continuing. Incident report completed on MPD website.
NORTH: Weapons Offense – 10:54 p.m. Officers responded to the 3700 block of Morning Rd for a report of shots fired. Officers located shell casings in the area and made contact with the male victim who reported an unknown suspect fired at him from a vehicle while the victim was driving. The victim was uninjured. Investigation continuing.

SOUTH: Disturbance – 1:59 a.m. The victim reported the suspect (37-year-old female) became belligerent and threatening towards her while at her residence. The victim asked the suspect to leave but the suspect refused. Officers arrived on scene and arrested the suspect for disorderly conduct.
EAST: Death Investigation – 2:41 a.m. Family members discovered the subject (41-year-old female) deceased in her residence. The subject had a history of drug use. Nothing suspicious on scene. Medical examiner responded.
SOUTH: Weapons Offense – 7:30 a.m. Officers responded for a report of a fight amongst a group of individuals during which it was reported one of the involved subjects displayed a handgun. Subjects on scene at the time of officers' arrival refused to provide statements. There were no reports of injuries.
EAST: Domestic Disturbance – 10:36 a.m. A family member reported that the subject (29-year-old male) was banging on doors and causing a disturbance in the residence. Officers consulted with Journey Mental Health. The subject, who is under a Chapter 51 commitment, was placed into protective custody and conveyed to a local hospital. The subject was admitted to a local hospital under a Chapter 51 return.
WEST: Weapons Offense – 11:19 a.m. Callers to dispatch reported hearing shots fired in the 5700 block of Russett Rd. Officers made contact with a victim who reported two male suspects followed him as he was driving and shot at him from their vehicle. The victim was not injured. Investigation continuing.
EAST: PNB/AED Response – 12:30 p.m. Officers were dispatched along with Madison Fire to the Microtel for a subject/suspect (24-year-old female) who was not responsive. The suspect was revived and conveyed to a local hospital. The suspect admitted to drug use. The suspect was cited for possession of drug paraphernalia and possession of drugs. The suspect voluntarily admitted to the local hospital for a mental health evaluation/treatment.
EAST: Check Person – 12:40 p.m. Officers responded to a residence for a suicidal juvenile. Safety plan being established with family. Investigation continuing.
CENTRAL: Investigation/Sexual Assault – 12:43 p.m. Officers met with a victim (female) who reported being sexually assaulted. Investigation continuing.
WEST: Disturbance – 2:28 p.m. Officers responded to a report of a subject/suspect (17-year-old male) in a parking lot attempting to break into a building and causing a disturbance. The suspect was contacted and taken into custody. The suspect was conveyed to a local hospital for an evaluation. The suspect was admitted to the hospital and cited for disorderly conduct.
NORTH: Intoxicated Driver – 5:28 p.m. Officers responded to a report of a vehicle all over the road and driving into on-coming traffic. The suspect/vehicle (40-year-old male) crashed. The suspect refused to initially exit the vehicle. A strong odor of marijuana came from the vehicle. A bottle of alcohol fell from the suspect's lap when he got out of the vehicle. There was also heroin located on the suspect. The suspect was arrested for operating a motor vehicle while under the influence (2nd offense), a probation/parole hold, possession of heroin and possession of drug paraphernalia.
MIDTOWN: Mental Health Conveyance – 6:33 p.m. Officers responded to a local hospital to transport a subject, under an emergency detention order, to Winnebago.
CENTRAL: Drug Incident – 8:13 p.m. Officers observed short term trafficking activity occurring at James Madison Park. Contact was made with two vehicles and multiple subjects. Numerous drugs, cash and loaded guns were located. A 27-year-old male suspect was arrested and charged with possession with intent to sell schedule IV narcotics and carrying a concealed weapon. A 19-year-old female suspect was arrested and charged with possession with intent to sell meth (2 counts) and possession of schedule IV narcotics. A 19-year-old male suspect was arrested and charged with possession with intent to sell THC. All three suspects were conveyed to jail.
CENTRAL: Disturbance – 8:39 p.m. Officers responded to E. Mifflin St for a suspect (50-year-old male) causing a disturbance and refusing to leave the premises. The suspect was arrested for disorderly conduct and bail jumping (5 counts).
CENTRAL: Domestic Disturbance – 10:38 p.m. Officers responded to a residence for a disturbance between two subjects (female victim and 32-year-old male suspect). The suspect caused damage to the residence. The suspect was arrested and charged with domestic criminal damage to property and domestic disorderly conduct.

NORTH: Check Property – 1:30 a.m. Officers heard a loud party and made contact at a residence. The resident was educated about the current county public health order. The attendees at the party were cooperative and agreed to leave the residence. No further action deemed necessary by officers.
WEST: Domestic Disturbance – 2:37 a.m. Officers responded to a residence twice for a disturbance between two subjects (female victim and 32-year-old male suspect). Probable cause was not developed during the first contact with officers. The suspect was determined to be the primary aggressor when officers responded the second time. The suspect was arrested after probable cause was developed. The suspect was charged with domestic disorderly conduct.
MIDTOWN: Domestic Disturbance – 8:36 a.m. Officers responded to a disturbance between two subjects (female victim and 24-year-old male suspect). The suspect was arrested for criminal damage to property and a probation hold.
WEST: Domestic Disturbance – 10:18 a.m. Officers were dispatched to a residence regarding a disturbance involving a 30-year-old suspect. The caller reported that the suspect was out of control, on drugs and drove away from the residence with the caller's purse, credit cards and money. **See next call.
WEST: Crash with Injuries – 10:21 a.m. As officers were responding to the call above dispatch was notified of a two-vehicle crash involving the same suspect. The suspect was transported to a local hospital with minor injuries. The other driver/victim was conveyed to a local hospital in serious condition. Information was obtained that the suspect was contacted earlier in the day by Fitchburg PD for being "highly intoxicated" at a store. Suspect being evaluated for operating a motor vehicle while under the influence and other charges. Investigation continuing.
NORTH: Intoxicated Driver – 11:20 a.m. Officers responded to the Citgo convenience store on E. Washington Ave for a suspect (31-year-old male) causing a disturbance. The suspect was contacted and determined to be impaired. The suspect refused to participate in field sobriety tests. The suspect was arrested for operating a motor vehicle while intoxicated (6th offense). Additional charges forthcoming as drugs were also located on the suspect. MIDTOWN: Disturbance – 12:12 p.m. Officers responded to sounds of a disturbance with a female screaming for help. The suspect (27-year-old male) was arrested for substantial battery, disorderly conduct and intimidation of a victim. The victim sustained visible injuries.
NORTH: Drug Incident – 12:41 p.m. Officers responded to a report of a suspect (35-year-old male) down in a restroom with a needle in his arm. The suspect was revived and conveyed to a local hospital. The suspect admitted to using heroin. The suspect was admitted at the hospital. The suspect was cited for possession of heroin and given an order-in date for bail jumping.
NORTH: Stolen Vehicle – 1:48 p.m. Officers received a report of a stolen vehicle. Attempt to locate aired. The vehicle was entered as stolen in the appropriate databases.
WEST: Missing/Runaway Juvenile – 3:47 p.m. Officers responded to a 911 disconnect call and made contact with a juvenile who was reported as missing/runaway from Minnesota. The juvenile was conveyed to the Juvenile Reception Center. The juvenile's parent and law enforcement in Minnesota were notified.
NORTH: Crash with Injuries – 3:48 p.m. Officers responded to a crash at Northport Drive/Kennedy Rd. The victim was driving a motorcycle and reported being cut off by another vehicle/driver. The victim went off the road and crashed into a road sign. The victim sustained injuries and was conveyed to a local hospital. Investigation continuing.
SOUTH: Missing/Runaway Juvenile – 3:58 p.m. Officers responded to a report of a missing/runaway juvenile (15-year-old male). Attempt to locate aired. The juvenile returned home. No further action deemed necessary by officers.
CENTRAL: Adult Arrested Person – 4:07 p.m. Officers responded to a business for a suspect (48-year-old male) causing a disturbance. The suspect was taken into custody and charged with disorderly conduct while armed and threats to law enforcement.
EAST: Hit-and-Run/Crash – 4:17 p.m. Officers responded to a report of a motor vehicle vs. bicyclist crash with the vehicle/suspect leaving the scene (2900 block of Milwaukee St). The bicyclist sustained minor injuries. Investigation continuing.
MIDTOWN: Missing Adult – 7:12 p.m. Officers received a report of a missing adult (64-year-old male) from a group home. Areas checked. Attempt to locate aired. The subject was listed as missing in the appropriate databases. Investigation continuing.
CENTRAL: Disturbance – 7:30 p.m. Officers responded to James Madison Park for a large gathering and a disturbance involving an intoxicated suspect (29-year-old male) armed with a knife. The suspect was arrested for disorderly conduct and endangering safety by use of a dangerous weapon.
NORTH: Check Property – 9:26 p.m. Officers responded to a residence for a loud party. The resident was educated about the current county public health order. No citations issued.
SOUTH: Disturbance – 10:03 p.m. Officers responded to a residence for a disturbance involving a 52-year-old female suspect. The suspect was reportedly armed with a knife and made threatening statements to her son. The suspect was arrested for disorderly conduct while armed. Child Protective Services notified.
CENTRAL: Domestic Disturbance – 10:31 p.m. Officers responded to two subjects (female victim and 26-year-old male suspect) fighting in a parking ramp. The suspect was arrested for domestic battery, obstructing, bail jumping and a parole violation.
WEST: Disturbance – 10:56 p.m. Officers received a request to check the welfare of a subject/suspect (56-year-old female). Contact was made with the suspect who was uncooperative. Journey Mental Health consulted. The suspect was conveyed to a local hospital for an evaluation. An emergency detention was not supported. While at the hospital the suspect grabbed an officer's keys and threatened the officer. The suspect kicked at hospital staff and officers. Once medically cleared the suspect was arrested and transported to jail for disorderly conduct and threats to law enforcement.
NORTH: Domestic Disturbance – 11:33 p.m. Officers responded to a disturbance between two subjects (female victim and 22-year-old male suspect). The suspect was not on scene when officers arrived. Officers were called back for another disturbance between the subjects and the victim reported that the suspect had a gun. Areas checked for the suspect. Probable cause developed to arrest the suspect, once located. Investigation continuing.
MIDTOWN: Check Property – 11:55 p.m. Officers conducted a sweep of Henry Vilas Zoo due to concerns that someone had broken in. No subjects/nothing suspicious located.

WEST: Missing/Runaway Juvenile – 12:23 a.m. Officers received a report of a missing/runaway juvenile (14-year-old male). Attempt to locate aired. The juvenile was entered as missing/runaway in the appropriate databases. **Juvenile returned home. No further action deemed necessary by officers.
CENTRAL: Mental Health Conveyance – 4:13 a.m. Officers conveyed a subject to a local hospital for a mental health evaluation. An emergency detention was approved and the subject was transported to Winnebago.
NORTH: Death Investigation – 5:26 a.m. Officers responded to a report of a deceased subject (30-year-old male). Initial cause of death is that it was self-inflicted. Nothing suspicious identified. Medical Examiner's office responded. Autopsy pending. Investigation continuing.
EAST: Check Area – 6:18 a.m. Officers responded to Milky Way for a report of a subject stabbed. Areas checked and no victims located. Caller could not be re-contacted.
NORTH: Information – 6:27 a.m. Officers responded to what was initially reported as an armed robbery. Officers came to find out that the incident involved the purchase of illegal drugs. An involved subject (victim of a stolen gun) was uncooperative and lied to officers. Two subjects/suspects (22-year-old male and 23-year-old male) were cited for obstructing. The gun was listed as stolen in the appropriate databases. Investigation continuing.
MIDTOWN: Check Person – 10:18 a.m. Officers responded to check the welfare of subject observed walking in and out of traffic. The subject was contacted, found to be fine and sent her on her way. No further action deemed necessary by officers.
CENTRAL: Mental Health Conveyance – 10:38 a.m. Officers responded to check the welfare of a possible suicidal subject armed with a gun. The subject was contacted and found to be highly intoxicated. The subject was subsequently voluntarily admitted at a local hospital. The gun was secured by the subject's father. No further action deemed necessary by officers at this time.
WEST: Stolen Vehicle – 12:16 p.m. Officers received a report of a stolen vehicle. The vehicle was left unlocked and had a spare key in it. Attempt to locate aired. The vehicle was listed as stolen in the appropriate databases. Investigation continuing.
NORTH: Death Investigation – 12:58 p.m. Officers responded to a report of a deceased subject (57-year-old male). Medical Examiner's office responded. Investigation continuing.
MIDTOWN: Check Area – 1:03 p.m. Officers responded to a report of three male subjects arguing and armed with guns at a convenience store on Verona Rd. The involved subjects fled and were not on scene when officers arrived. Investigation continuing.
EAST: Check Person – 4:46 p.m. Officers responded to a report of a subject who was drinking, armed with a gun and threatening to harm himself. A female and the male exited the residence but when the male saw officers he retreated back into the home. Attempts were made to make contact with the male (via phone calls). After a lengthy time on scene and attempts to negotiate with the male it was determined it was best to disengage. There was no probable cause developed for any charges against the male.
MIDTOWN: Weapons Offense – 5:39 p.m. A victim (male) broke up a fight between a female and male (59-year-old suspect) at Brittingham Park. The female and suspect left the park. The suspect returned, armed with a knife, and stabbed the victim in the arm. The suspect fled. Witnesses provided identification of the suspect. The suspect was contacted at his residence. A consent search was conducted. The suspect was arrested with 2nd degree recklessly endangering safety, substantial battery and disorderly conduct (all while armed). The victim required stitches for his injury.
CENTRAL: Strong Armed Robbery – 9:19 p.m. A suspect entered Pinkus Mcbride Market on N. Hamilton St and demanded money. The suspect indicated he had a weapon, although one was not seen. The suspect fled with cash. Incident Report on MPD's website completed. Investigation continuing.
NORTH: Battery – 9:39 p.m. Officers responded to a disturbance between two subjects (male victim and 45-year-old male suspect). The suspect pushed and punched the victim. The victim sustained visible injuries, which required stitches. The suspect was arrested for substantial battery.
NORTH: Drug Incident – 10:38 p.m. Officers responded to a report of a subject/suspect (58-year-old male) intoxicated and having trouble standing. The suspect was located with heroin on him. The suspect was arrested for possession of heroin and a probation hold.
NORTH: Residential Burglary – 11:32 p.m. Officers responded to a residence after a suspect (49-year-old male) was observed looking through a patio door. The homeowner detained the suspect until officers arrived. The suspect was arrested for disorderly conduct and a parole hold.

SOUTH: Missing/Runaway Juvenile – 2:05 a.m. Officers received a report of a missing/runaway juvenile (16-year-old female). The juvenile has a history of running away. Attempt to locate aired. The juvenile was entered as missing/runaway in the appropriate databases.
NORTH: Substantial Battery – 2:20 a.m. Officers responded to a residence for a disturbance between two subjects (female victim and 31-year-old male suspect). The suspect pushed the victim and then proceeded to smash the victim's face into a wall multiple times. The victim required stitches for her injuries. The suspect was arrested for substantial battery and disorderly conduct.
