MPD Notable Calls 09/11/2020 to 09/14/2020

The information provided below about some of the calls officers responded to (Friday morning to Monday morning) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 09/11/2020 through 6:00 a.m. on 09/14/2020, MPD received 955 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (177), East (203), Midtown (157), North (149), South (111), West (131), and Other (27).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.

 

09/11

Priority calls only from 4:14 p.m. to 10:05 p.m. due to calls for service.

EAST: Assist Dane County Sheriff – 12:28 p.m.  Officers assisted the Dane County Sheriff's Dept in searching for a wanted suspect.

WEST: Runaway Juvenile – 12:32 p.m.  The father of a subject (16-year-old female) reported his daughter missing.  The juvenile was listed as missing and an ATL was aired.

WEST: Death Investigation – 12:59 p.m.  A subject was found deceased inside his residence as a result of a suicide.  Nothing suspicious found on scene.

EAST: Hit and Run Crash – 1:13 p.m.  The suspect vehicle was traveling westbound on High Crossing Blvd when it collided with another vehicle.  The suspect driver exited the vehicle and fled to the 4600 block of E Washington Ave where he asked an uninvolved subject to drive him to Northport Dr.  A stolen firearm was recovered from the suspect vehicle.  Investigation continuing.

CENTRAL: Mental Health Conveyance – 2:46 p.m.  A subject (16-year-old male) was placed into protective custody and transported to WMHI.

SOUTH: Death Investigation – 4:02 p.m.  A subject (73-year-old male) died at his residence in the company of family members.  Nothing suspicious found on scene.

NORTH: Death Investigation – 4:46 p.m.  The friend of a subject (23-year-old male) found him deceased in his vehicle.  The subject apparently died from a self-inflicted gunshot wound.  Medical examiner responded.

EAST: Check Person – 8:15 p.m.  Officers made contact with a subject (29-year-old male) who family members reported may be suicidal.  Journey Mental Health was consulted and officers made a safety plan with the subject.

EAST: Hit and Run Crash – 11:27 p.m.  The suspect was driving on Stoughton Rd when he attempted to make a turn but was driving too fast and drove into a ditch.  The suspect exited his vehicle and fled the scene.  Investigation continuing.

NORTH: Hit and Run Crash – 11:54 p.m.  Officers responded to the 1500 block of Arrowood Dr where the suspect vehicle crashed into a parked car.  A witness reported seeing a female walking away from the suspect vehicle holding a baby.  Officers made contact with this suspect (22-year-old female) who was intoxicated and had two children with her.  The suspect was cited for owner's liability hit and run.  CPS was notified.

Priority calls only from 1:17 p.m. to 2:16 p.m. due to calls for service.

Priority calls only from 9:43 p.m. to 11:31 p.m. due to calls for service. 

CENTRAL: Disturbance – 1:47 a.m.  A victim reported he was in the 300 block of W Gorham St when the unknown suspect (21-year-old male) accused the victim and his friends of laughing at him.  The suspect strangled the victim and punched him.  The suspect was arrested and charged with strangulation, resisting, and disorderly conduct.

MIDTOWN: Weapons Offense – 2:30 a.m.  The suspect (26-year-old male) unintentionally discharged his firearm while handling it and shot himself in the leg.  The suspect was cited and the firearm seized by police.

EAST: Domestic Disturbance – 5:47 a.m.  Officers responded to a residence for a disturbance between two subjects (female victim and 37-year-old male suspect).  No charges were substantiated, however the suspect was arrested on a probation/parole hold.

EAST: Recovered Stolen Vehicle – 8:16 a.m.  An unoccupied stolen vehicle was located/recovered.  Vehicle towed.  Registered owner notified.

MIDTOWN: Missing Adult – 8:16 a.m.  Officers received a report of a missing adult (52-year-old male) from a group home.  Areas checked.  Attempt to locate aired.  The subject has been listed as missing in the appropriate databases.

EAST: Information – 10:11 a.m.  Medical Examiner's office notified MPD that they responded to a residence where MFD was also dispatched for a subject experiencing an intentional overdose.  A suicide note was located.  The subject was conveyed to a local hospital and her prognosis is not good.  ME's office will keep MPD updated.  No action deemed necessary by MPD at this time. 

CENTRAL: Weapons Offense – 10:53 a.m.  Officers responded to a residence after it was struck by gunfire.  A .45 caliber round was recovered from a wall. A 22-year-old male subject, the owner of the gun, was contacted.  The gun owner denied any knowledge about the bullet hole located.  The subject was cited for unlawful discharge of a firearm in city limits.  No injuries reported.

NORTH: Death Investigation – 11:53 a.m.  Officers responded to a motel for a report of a deceased subject (55-year-old male).  Nothing suspicious identified.  Medical Examiner's office responded.  Autopsy pending.

NORTH: Assist Law Enforcement – 12:33 p.m.  Officers responded to an address to check for a homicide suspect for Columbia County law enforcement officials.  Suspect not located. 

WEST: Death Investigation – 2:20 p.m.  Officers responded to a residence to check the welfare of a subject who had not been seen/heard from in a couple of weeks.  Entry was made to the home and the subject (76-year-old male) was located deceased.  The decedent had health concerns.  Nothing suspicious identified. 

EAST: Check Person – 4:59 p.m.  Officers responded to a local motel to attempt to check on the welfare of a subject who was reportedly physically assaulted.  Information was obtained that the subject is a victim of human trafficking.  Warrant obtained.  Entry was made to the hotel room and no one was located inside.  Investigation continuing. 

MIDTOWN: Sexual Assault of a Child – 6:34 p.m.  A child was brought to a local hospital with concerns/allegations of sexual assault.  Child Protective Services plugged in.  Child placed with a family member.  Investigation continuing. 

SOUTH: Assist MFD – 7:26 p.m.  Officers responded, along with MFD, to Famous Dave's on S. Park St for a structure fire. MPD provided traffic control.  Fire damage was minimal.   

CENTRAL: Disturbance – 9:21 p.m.  Officers responded to a disturbance between two subjects (male victim and 30-year-old male suspect).  The suspect was heavily intoxicated, refused to leave the premises when asked and slapped the victim in the face.  The suspect was not cooperative with officers.  The suspect was arrested/charged with disorderly conduct, battery, resisting and trespassing.

NORTH: Weapons Offense – 9:31 p.m.  Two witnesses heard a gun shot after a group of individuals in a parking lot were heard talking about a gun.  K9 track conducted.  There was a delay in reporting of the incident.  A shell casing was located/recovered.  No reported injuries or property damage.  Limited information gathered from the witnesses. 

EAST: Battery – 10:21 p.m.  Officers responded to a residence for sounds of a disturbance.  A decision was made to make entry to the residence to check on the welfare of any occupants.  A subject/suspect (68-year-old male) was detained.  Investigation revealed that the suspect strangled the victim.  The victim had visible injuries.  The suspect was arrested/charged with battery, strangulation, disorderly conduct and bail jumping (2 counts).

NORTH: Weapons Offense – 11:10 p.m.  A victim reported that a driver/suspect pointed a gun at her as she was traveling inbound on E. Washington Ave.  Incident Report on MPD's website completed.

Priority calls only from 12:39 a.m. to 1:21 a.m. due to calls for service.

Priority calls only from 2:27 a.m. to 8:26 a.m. due to calls for service.

Priority calls only from 10:16 a.m. to 3:54 p.m. due to calls for service.

Priority calls only from 7:00 p.m. to 8:38 p.m. due to calls for service.

SOUTH: Weapons Offense – 12:16 a.m.  Officers responded to Rimrock Rd/Moorland Rd for multiple reports of shots fired.  Areas checked.  No evidence of shots fired located.  Incident Report on MPD's website completed.

EAST: Weapons Offense – 12:25 a.m.  Officers responded to a large gathering and threats of guns being used.  No charges substantiated. 

EAST: Weapons Offense – 12:43 a.m.  Officers responded to Swanton Rd/Walbridge for reports of shots fired. Areas checked. No evidence of shots fired located.  Incident Report on MPD's website completed.

NORTH: Weapons Offense – 1:42 a.m.  Officers responded to a report of a subject in a parking lot armed with a gun.  Two subjects/suspects (27-year-old female and 32-year-old male) were detained.  Witnesses reported observing the suspects engage in a physical altercation.  The female suspect pointed a gun at the male.  Both suspects denied the allegations.  A loaded handgun was located/recovered.  The female suspect was arrested/charged with 2nd degree reckless endangering safety by use of a dangerous weapon.  The male suspect was cited for disorderly conduct.

NORTH: Death Investigation – 1:42 a.m.  Officers responded to a residence for a potential gun shot.  A subject (20-year-old male) was located deceased.  Suicide note located.  Medical Examiner's office responded.  Nothing suspicious identified. 

NORTH: Death Investigation – 7:22 a.m.  Officers responded to the 1800 block of Portage Rd for a report of a subject down on the bike path.  A 54-year-old male was located with apparent head injuries.  The subject was pronounced deceased on scene.  Incident Report on MPD's website completed.  Investigation continuing. 

WEST: Residential Burglary – 9:18 a.m.  A vehicle, purse, keys and other personal items were stolen from a residence.  Entry was gained to the garage via a garage door opener from an unlocked vehicle in the driveway.  The vehicle was listed as stolen in the appropriate databases.  Investigation continuing.  

EAST: Domestic Disturbance – 2:31 p.m.  Officers met with a female victim who reported being battered by a known suspect (43-year-old male) two days prior.  The victim had visible injuries.  Probable cause developed to arrest/charge the suspect.  Suspect remains at-large.  Investigation continuing. 

WEST: Adult Arrested Person – 3:25 p.m.  Contact was made with a driver/suspect (18-year-old male) who was parked illegally.  Upon contact with the driver, a strong odor of marijuana was detected. Drug paraphernalia was observed in plain view.  A search incident to arrest yielded marijuana, cash, baggies and scales.  The suspect was arrested/charged with possession of THC with intent to deliver, possession of drug paraphernalia and bail jumping (one count)

MIDTOWN: Road Rage – 4:25 p.m.  A driver/victim reported that another driver/suspect pointed a gun at him after they were involved in a road rage incident.  Investigation continuing. 

EAST: Adult Arrested Person – 4:53 p.m.  Officers responded to Target on Lien Rd for a report of a customer/suspect (29-year-old male) verbally harassing other customers.  The suspect was intoxicated.  Officers made contact with the suspect who fled on foot.  The suspect was apprehended.  The suspect was arrested/charged with operating a motor vehicle while under the influence (3rd offense), resisting and a probation hold. 

NORTH: Domestic Disturbance – 6:49 p.m.  Officers responded to a residence for a disturbance between two subjects (male victim and 52-year-old female suspect).  The suspect punched the victim and attempted to take his phone.  The suspect was not on scene when officers arrived.  Probable cause developed to arrest/charge the suspect.  Investigation continuing. 

EAST: Check Property – 7:17 p.m.  Officers responded to the mall for an active alarm.  A propped open door was observed.  A clear of the mall was conducted. Video surveillance shows a subject was inside the mall.  Investigation continuing.                                                                                                                        

NORTH: Missing Adult – 8:13 p.m.  Officers received a report of a missing adult (54-year-old male).  Attempt to locate aired.  The subject was listed as missing in the appropriate databases.

NORTH: Found Child – 9:07 p.m.  A 2-year-old child was found alone outside.  While police are on scene the parents show up.  No concerns identified.  Child released to parents.  Child Protective Services notified.

MIDTOWN: Disturbance – 9:09 p.m.  Officers responded to State St for a disturbance between two suspects (36-year-old male and 27-year-old male).  The suspects flipped tables and chairs in outdoor seating areas. The suspects refused to leave the area when asked.  A male victim was punched during the incident.  Officers arrived in the area and the suspects were not cooperative.  The 36-year-old suspect was arrested/charged with criminal damage to property, threats to law enforcement, resisting, trespassing and bail jumping.  The 27-year-old suspect was arrested/charged with disorderly conduct, trespassing and a probation violation. 

WEST: Residential Burglary – 10:03 p.m.  Officers responded to a residence for a burglary in progress.   Homeowners woke up to sounds of a subject in their home.  The suspect fled.  K9 track conducted.  Wallet stolen from the home.  Incident Report on MPD's website completed. 

09/14

MIDTOWN: Mental Health Conveyance – 12:58 a.m.  Officers responded to a local hospital where a patient attacked staff.  Journey Mental Health plugged in.  The subject was transported to Winnebago.
