MPD's Community Outreach unit, in partnership with Common Wealth Development, facilitated direct conversations between Chief Barnes and Madison area youth during the Chief's second week. "The idea of leadership is to lead for the future" Chief Barnes shared with youth participants in one of the Zoom conversations. He asked for their feedback on important community topics, including safety and how youth might want to positively interact with Madison Officers. The youth in attendance shared their ideas for innovative youth – police engagement, broached restorative justice opportunities, and shared a vision of officers getting to know youth on an individual level, with the hope of a "ripple" effect of trust and connectedness.

The information provided below about some of the calls officers responded to (Friday morning to Monday morning) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.
From 6:00 a.m. on 02/12/2021 through 6:00 a.m. on 02/15/2021, MPD received 1,029 calls for service. This number does not include parking complaints or 911 misdials. A breakdown of the calls for service per district is as follows: Central (144), East (219), Midtown (177), North (157), South (97), West (128), and Other (107). "Other" is used for calls that either do not have a sector or the sector is not in the City. This would be used in the case of one of our officers assisting another law enforcement agency.

NORTH: Recovered/Stolen Vehicle - Outside Agency – 6:27 a.m. Madison and Sun Prairie officers recovered a stolen vehicle unoccupied. The vehicle was involved in multiple crimes including vehicle theft. The vehicle was impounded.
MIDTOWN: Intoxicated Driver – 8:53 a.m. Officers responded to a single car crash at the intersection of Hammersley and Whitney Way. The suspect/driver (32-year-old female) was arrested and charged with OWI 4th offense, resisting and multiple traffic violations.
CENTRAL: Traffic Crash – 9:36 a.m. The suspect/driver (21-year-old female) crashed into the back of a vehicle stopped at a traffic light. The suspect was arrested and cited for driving too fast for conditions.
EAST: Stolen Vehicle – 10:33 a.m. Staff at a car dealership reported the suspect (52-year-old female) did not return a loaner vehicle and they wished to report the vehicle stolen. The vehicle was listed as stolen and an ATL was aired.
SOUTH: Death Investigation – 11:13 a.m. Officers and MFD paramedics responded to a residence where the subject (66-year-old female) was found deceased. Nothing suspicious on scene. Medical examiner responded.
NORTH: Residential Burglary – 11:30 a.m. The victim reported an unknown suspect broke into his residence and stole a firearm. Investigation continuing.
CITY-WIDE: Stolen Vehicle/Robbery – 1:23 p.m. Officers tracked multiple suspects involved in numerous robberies and stolen autos over the course of the afternoon.
CENTRAL: Mental Health Conveyance – 4:47 p.m. Officers responded to a residence where the suspect (26-year-old male) was throwing items out of his third story window onto the sidewalk. Officers placed the suspect into protective custody and, after consulting with Journey Mental Health, transported him to WMHI. Charges may be forthcoming.
CENTRAL: Stolen Vehicle – 6:04 p.m. The victim reported his vehicle was stolen when he left it running while picking up food at a restaurant. The victim's 2-year-old child was in the vehicle at the time. The vehicle was soon recovered nearby and the child was unharmed. Incident report completed on MPD website.
NORTH: Child Abuse – 6:30 p.m. Officers investigated a report of alleged abuse of a child. Child Protective Services was consulted. Investigation continuing.
?EAST: Stolen Vehicle – 10:19 p.m. The victim reported her vehicle was stolen when she left it running and went into a restaurant. An ATL was aired and the vehicle was listed as stolen.
WEST: Residential Burglary – 10:40 p.m. Officers responded to a residence where unknown suspects entered the home through an unlocked door and stole a purse and also stole items from a car parked at the residence. Investigation continuing.

CENTRAL: Armed Robbery – 3:02 a.m. Two victims reported they were robbed while walking in the 500 block of W Johnson St by an unknown suspect who displayed a handgun. Investigation continuing.
EAST: Stolen Vehicle – 7:43 a.m. The victim reported his car was stolen when he left it running in a parking lot. An ATL was aired and the vehicle was listed as stolen.
SOUTH: Stolen Vehicle – 8:02 a.m. The victim reported his car was stolen when he left it running in the driveway. An ATL was aired and the vehicle was listed as stolen.
WEST: Mental Health Conveyance – 8:09 a.m. Officers responded to a residence where the suspect (14-year-old male) was yelling, breaking things in the home and threatening his parents. The suspect was placed into protective custody and transported to a local hospital while preparations were made for an emergency detention. ** The subject was later transported to Winnebago by MPD officers.
NORTH: Stolen Vehicle – 10:33 a.m. The victim reported an unidentified suspect stole her car from her garage while it was running. The vehicle was listed as stolen and an ATL was aired.
MIDTOWN: Death Investigation – 2:15 p.m. Officers responded to a report of a pulseless non-breathing subject. Lifesaving measures attempted. The subject (68-year-old male) was conveyed to a local hospital and pronounced deceased. Nothing suspicious identified.
MIDTOWN: Stolen Vehicle – 3:30 p.m. Officers responded to a report of a stolen vehicle. The vehicle was left running, unlocked and unoccupied. Attempt to locate aired. The vehicle was listed as stolen in the appropriate databases. **The stolen vehicle was later involved in a strong armed robbery.
WEST: Recovered Stolen Vehicle – 3:52 p.m. Officers responded to a report of a suspicious vehicle that was parked and left unoccupied by a group of younger subjects. The vehicle was determined to be stolen. Registered owner notified.
WEST: Theft – 4:34 p.m. A victim had her wallet stolen off a table as she was eating at the mall. The suspect fled in a stolen vehicle. **The suspect was identified as the same suspect in the stolen vehicle call at 5:19 below. Additional charges added for the suspect.
CENTRAL: Stolen Vehicle – 5:19 p.m. Officers responded to a report of a stolen vehicle. The vehicle was observed on John Nolen Drive and struck another vehicle. The vehicle/occupants attempted to flee but crashed into a snowbank. The occupants/suspects fled on foot and officers pursue them. Two suspects (14-year-old male and 16-year-old male) were apprehended. The 16-year-old suspect was arrested/charged with operating a motor vehicle without consent and resisting. The 14-year-old suspect was arrested/charged with operating a motor vehicle without consent (party to a crime) and resisting. **Suspect in this incident linked to the theft call at the mall at 4:34 above.
EAST: Stolen Vehicle/Recovered – 5:19 p.m. Officers received a report of a stolen vehicle. The vehicle was able to be tracked and eventually located unoccupied in a parking lot on Dryden.
SOUTH: Disturbance – 6:22 p.m. Officers responded to a report of a large fight with pepper spray involved. A victim was located with multiple lacerations to her head which required stitches. The primary suspect is known to the victim and identified. Probable cause developed to arrest/charge the suspect once she is located.
SOUTH: Drug Incident – 6:55 p.m. Officers obtained details about a drug deal that was arranged to take place. Officers set up on S. Park Street and ultimately made contact with a vehicle/suspect (male). A search of the vehicle yielded drugs and cash. The suspect was arrested/charged with multiple drug charges.
WEST: Recovered Stolen Vehicle – 10:00 p.m. Officers were investigating a separate incident when they were contacted about an unoccupied vehicle in a snowbank. The vehicle was confirmed to be stolen. Registered owner notified.
SOUTH: Drug Incident – 10:47 p.m. Officers responded to a possible drug overdose. The subject was conveyed to a local hospital and admitted. Investigation continuing.
SOUTH: Assist Law Enforcement – 11:58 p.m. Officers assisted Stoughton PD with attempting to locate a missing/endangered subject.

CENTRAL: Adult Arrested Person – 12:15 a.m. Officers responded to a business for a subject/suspect (35-year-old male) refusing to leave and causing a disturbance. The suspect was given an opportunity to leave the premises when officers arrived but he refused. The suspect was arrested/charged with disorderly conduct (two counts) and trespassing after notification.
SOUTH: Domestic Disturbance – 9:58 a.m. Officers responded to a disturbance involving a 35-year-old male suspect. The suspect was arrested/charged with domestic disorderly conduct.
SOUTH: Death Investigation – 1:39 p.m. Officers responded to a report of a deceased subject (38-year-old female). Evidence of drug use observed. Medical Examiner's office responded. Nothing suspicious observed.
WEST: Stolen Vehicle – 2:25 p.m. Officers responded to a report of a stolen vehicle from a business parking lot. The victim's purse/keys were stolen from a locker room and her vehicle was subsequently stolen. Attempt to locate aired. The vehicle was listed as stolen in the appropriate databases.
CENTRAL: Intoxicated Driver – 3:43 p.m. Officers responded to a report of an intoxicated driver. Officers located the vehicle and the driver/suspect (33-year-old female). The suspect was arrested/charged with operating a motor vehicle while intoxicated.
EAST: Crash – 3:52 p.m. Officers responded to a four-vehicle crash causing significant blockage at E. Washington Ave/E. Springs Drive.
EAST: Adult Arrested Person – 5:25 p.m. Officers responded to the mall for a report of a theft. The suspect (28-year-old male) was located, detained and ultimately arrested/charged with retail theft, unlawful possession of a prescription and outstanding warrants.
WEST: Robbery – 8:31 p.m. A victim and his friend arranged to meet someone who had agreed to purchase his Xbox. The suspect pulled out a gun and pointed it at the victims. The suspect fled with the Xbox, two cell phones and the victim's vehicle. Incident Report on MPD's website completed.
NORTH: Missing Adult – 9:15 p.m. Officers received a report of a missing adult (33-year-old female). The subject was located safe.
WEST: Death Investigation – 10:32 p.m. Officers responded to a report of a deceased subject (20-year-old male). Evidence of drug use on scene. Medical Examiner's office responded. Nothing suspicious observed.
EAST: Sexual Assault – 11:55 p.m. Officers met with a victim who reported being sexually assaulted by a suspect she met through an online app. Investigation continuing.

EAST: Armed Robbery – 12:11 a.m. Officers met with a victim who reported that two male suspects burst into his hotel room and robbed him of his backpack/money. Investigation continuing.
EAST: Death Investigation – 1:18 a.m. Officers responded to a pulseless non-breathing subject. Lifesaving measures attempted but were not successful. Investigation continuing.
EAST: Check Property – 3:00 a.m. Officers responded to multiple reports of shots fired (Swanton Rd area). No evidence of shots fired located.
EAST: Stolen Vehicle – 7:03 a.m. A vehicle was reported stolen from a residence. The vehicle was left running, unlocked and unoccupied. Attempt to locate aired. The vehicle was listed as stolen in the appropriate databases.
NORTH: Stolen Recovered Vehicle – 7:50 a.m. A vehicle was reported stolen. The vehicle was left running, unlocked and unoccupied. The vehicle was later located/recovered.
MIDTOWN: Stolen Recovered Vehicle – 8:55 a.m. Officers responded to a report of a stolen vehicle that crashed into a snowbank and was still occupied. The driver/suspect (26-year-old male) was conveyed to a local hospital. Vehicle returned to its owner. Investigation continuing.
