The information provided below about some of the calls officers responded to (Friday morning to Monday morning) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 03/05/2021 through 6:00 a.m. on 03/08/2021, MPD received 1,079 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (178),East (245), Midtown (151), North (188), South (96), West (148), and Other (73).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.


03/05

EAST: Recovered Stolen Vehicle – 6:59 a.m.  A parking enforcement officer located a stolen vehicle unoccupied.  The registered owner was contacted and retrieved the vehicle.

NORTH: Domestic Disturbance – 8:56 a.m.  During an argument, the suspect (23-year-old male) pushed the victim out of the car they were traveling in.  Officers made contact with the victim at her residence where she reported the suspect had battered her.  Officers developed probable cause to arrest the suspect for 2nd degree reckless endangering safety and domestic battery.  The suspect is at large.

CENTRAL: Check Person – 9:48 a.m.  A subject reported that several days ago, two unidentified suspects grabbed him as he was leaving a bar downtown and forcefully escorted him to an apartment where he was prevented from leaving for roughly one to two hours.  The subject said he was eventually able to run from the apartment and return to his residence.  Investigation continuing.

EAST: Check Person – 10:20 a.m.  Officers responded to the Howard Johnson hotel for a subject (46-year-old male) who was not breathing and did not have a pulse.  Upon arrival officers found the subject to be conscious and intoxicated.  The subject was asked to leave the premises.  No charges were substantiated.

MIDTOWN: Check Person – 10:21 a.m.  A case worker reported her client (25-year-old male) made suicidal statements in a text message to her.  Officers attempted to locate the subject but were unsuccessful.  An ATL was aired and the subject was listed as missing.

WEST: Information – 11:13 a.m.  A victim reported that her boyfriend sexually assaulted her.  Officers made contact with the male subject.  No charges were substantiated.

EAST: Check Person – 12:14 p.m.  Officers responded to the Motel 6, 4202 East Towne Blvd, for a report of a subject (35-year-old male) who was standing for several hours in a hallway completely unresponsive.  Officers consulted with Journey Mental Health and placed the subject into protective custody.  The subject was transported to Winnebago under an emergency detention.

WEST: Information – 2:54 p.m.  Officers investigated allegations of child abuse.  Investigation continuing.  CPS was notified of the information.

EAST: Check Person – 4:24 p.m.  Officers responded to Meriter Hospital for a report of a subject (30-year-old male) who appeared to have mental health issues.  Officers consulted with Journey Mental Health and social workers.  The subject was transported to a different hospital for a mental health evaluation and left in the care of hospital staff.  The following morning, officers responded to the men's shelter where staff asked the subject to leave but the subject refused.  The subject was arrested and charged with trespass after notification.

WEST: Death Investigation – 8:02 p.m.  Officers responded to a residence where a subject (28-year-old male) was not breathing and did not have a pulse.  MFD paramedics performed life saving measures but were unsuccessful at reviving the subject.  Nothing suspicious on scene.  Medical examiner responded.

NORTH: Exposure – 11:03 p.m.  Officers responded to the 1600 block of Packers Ave for reports of a naked subject (40-year-old male) climbing fences and walking in back yards.  Officers located the suspect who was arrested and charged with lewd and lascivious behavior.

03/06

Priority calls only from 7:40 p.m. to 8:30 p.m. due to calls for service.

CENTRAL: Intoxicated Person – 12:08 a.m.  Officers responded to the 600 block of W Doty St for a suspect (19-year-old male) who was passed out.  The suspect was uncooperative and became resistive when officers placed him into protective custody.  After being evaluated at the hospital, the suspect was arrested and charged with disorderly conduct and resisting.

NORTH: Check Person – 2:47 a.m.  Officers responded to a residence for a subject (21-year-old female) who was suicidal.  The subject was transported to a local hospital and left in the care of hospital staff.

WEST: Assist EMS/Fire – 7:47 a.m.  Officers responded with MFD paramedics to a residence for a subject (49-year-old male) who was having an apparent heart attack.  Paramedics transported the subject to the hospital.  Nothing suspicious on scene.

NORTH: Death Investigation – 8:33 a.m.  A subject (32-year-old male) was found deceased in his car.  Initial investigation suggested the subject may have overdosed.  Medical examiner responded.  Investigation continuing.

MIDTOWN: Mental Health Conveyance – 11:00 a.m.  Officers responded to a hospital where staff reported a subject (21-year-old female) had locked herself in the bathroom.  The subject left the hospital prior to officers' arrival but was later located by officers who placed her into protective custody.  The subject was subsequently conveyed to Winnebago. 

MIDTOWN: Disturbance – 1:14 p.m.  Officers responded to a local hospital regarding a subject/patient causing a disturbance.  Journey Mental Health consulted and an emergency detention was sought/approved.  The subject was subsequently transported to Winnebago.

EAST: Adult Arrested Person – 2:34 p.m.  Officers responded to a report of a suspicious subject/suspect (19-year-old male).  The suspect was arrested/charged with disorderly conduct.

WEST: Disturbance – 5:25 p.m.  Officers responded to the mall for a disturbance involving a 47-year-old male suspect.  The suspect identified himself to mall security as a police officer.  The suspect was arrested/charged with disorderly conduct, impersonating a police officer, felony bail jumping (2 counts) and a parole violation.

EAST: Intoxicated Driver – 11:12 p.m.  A traffic stop was conducted after a vehicle/driver was observed driving the wrong way.  The driver/suspect identified himself as someone other than on his ID.  The suspect refused field sobriety tests and a breath test.  The suspect was arrested and a warrant obtained.  Charges pending. 

SOUTH: Weapons Offense – 11:40 p.m. Officers responded to Turbot Dr for reports of shots fired and a vehicle fleeing from the area.  Area canvassed. Casings located in a driveway of a residence.  No injuries or property damage reported at this time.  Incident Report on MPD's website completed. 

03/07

WEST: Drug Incident – 1:00 a.m.  Officers observed a stolen vehicle parked in a hotel parking lot.  Investigation led officers to make contact with a 24-year-old male suspect where marijuana and the keys to the stolen vehicle were located.  The suspect was arrested/charged with operating a motor vehicle without consent, possession with intent to deliver THC and bail jumping.  A handgun was also recovered. 

SOUTH: Information – 1:47 a.m.  Officers responded to a residence after the caller reported that people broke into her home and tried to assault her.  The caller's story was not clear or consistent and kept changing.  Areas checked and nothing of concern located.  No suspect information developed. 

WEST: Weapons Offense – 4:05 a.m.  Officers responded to Schroeder Rd for reports of shots fired. Area canvassed and casings were located. No reports of injuries or property damage at this time.  Incident Report on MPD's website completed. 

CENTRAL: Check Person – 7:35 a.m.  Officers received a report of a subject having concerning materials on his phone.  Officers made contact with the subject who made suicidal statements.  Cell phone seized.  The subject was conveyed to a local hospital for an evaluation.  Safety plan developed.  Investigation continuing. 

EAST: Mental Health Conveyance – 8:44 a.m.  Officers responded to a residence for a subject harming himself and causing a disturbance.  The subject was conveyed to a local hospital for an evaluation.   The subject was voluntarily admitted and officers disengaged.      

EAST: Sexual Assault of a Child – 9:41 a.m.  Officers responded to a residence for a sexual assault of a child report.  Suspect and victim known to each other.  Child Protective Services plugged in.  Investigation continuing. 

CENTRAL: Traffic Incident – 12:10 p.m.  A traffic stop was attempted but the vehicle/driver fled.  Vehicle/driver remain at-large.

EAST: Disturbance – 1:00 p.m.  Officers responded to a disturbance involving multiple subjects.  As officers arrived in the area several vehicles were observed fleeing the area.  A 19-year-old male suspect fled on foot but was apprehended.  The suspect was arrested/charged with resisting, disorderly conduct while armed, receiving stolen property (2 counts) and misdemeanor bail jumping (2 counts).  

NORTH: Child Abuse – 1:19 p.m.  Officers responded to a family disturbance where a 20-year-old male suspect physically attacked his sister/victim.  The suspect also assaulted his mother.  The suspect was arrested/charged with physical abuse to a child, domestic disorderly conduct and domestic battery.

WEST: Stolen Vehicle – 1:30 p.m.  A vehicle was reported stolen from a residence.  The vehicle was left running, unlocked and unattended.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases.  ** The vehicle was later located/recovered.  Items reported stolen from the vehicle. 

EAST: Stolen Vehicle – 6:42 p.m.  A vehicle was reported stolen from a parking lot of a convenience store.  The vehicle was left running, unlocked and unattended.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases. 

SOUTH: Domestic Disturbance – 9:58 p.m.  Officers responded to a disturbance between two subjects (female victim and 35-year-old male suspect).  The suspect was not on scene when officers arrived but he was located/arrested and charged with felony domestic intimidation of a victim, domestic battery and domestic disorderly conduct. 

MIDTOWN: Disturbance – 10:32 p.m.  Officers responded to a local hospital regarding a patient/suspect (30-year-old male) causing a disturbance and refusing to leave the premises when requested.  The suspect was arrested/charged with trespass to a medical facility.

SOUTH: Domestic Disturbance – 10:55 p.m.   Officers responded to a disturbance between two subjects (male victim and 22-year-old male suspect).  The suspect was arrested/charged with domestic disorderly conduct and domestic criminal damage to property. 

03/08

EAST: Residential Burglary – 2:14 a.m.  Officers responded to a residential burglary.  The homeowner woke up to a noise and saw a flashlight in the living room.  A male suspect was observed fleeing in a vehicle.  The suspect entered the home through an open garage door and an unlocked interior door.  Investigation continuing. 

WEST: Residential Burglary – 3:50 p.m.  Officers responded to a residential burglary.  The homeowners woke up to a loud noise in their garage.  Two vehicles were stolen and damage caused to their home.  One of the vehicle's was located/recovered.  Investigation continuing.
