1. COVID-19 RESOURCES & INFORMATION

Bike Thefts From Parking Garages Up in Isthmus/Downtown Area

Non-Residential Burglary

The Madison Police Department and its Burglary Crimes Unit have been investigating a series of bike thefts from apartment complex parking garages in the Central District. Over a dozen victims have reported locks being defeated and bikes of different types being stolen.
 
Of specific note is a bike taken from a disabled victim that had her specially-designed trike stolen. This bike is an Ice Adventure Trike Bike with mid-drive power motor, black seat, and two bags mounted on the rear.  A picture of that item is attached here.

Alder District Changes At Nov. 2 Common Council Meeting

The new alder districts that were recommended by the Ad Hoc Redistricting Committee will be voted upon by Common Council at our Tuesday, Nov. 2 meeting (see meeting agenda below in "City Meetings of Interest"). The proposed new districts are represented in Concept 7a. The boundaries of each alder district will change due to population grown that has varied since the previous census and redistricting. In addition the impending absorption of the Town of Madison into the City in October of 2022 has influenced districts' proposed boundary changes. Each alder district is expected to have a resident population of approximately 13,700 with some small variations allowed.

In the proposed redrawn District 2, there would be 14,253 residents (see map above) based on the 2020 Census data. The Sherman Terrace area and the many apartments along Fordem Ave. would move to District 12 and the Tenney-Lapham Neighborhood would join District 6 across E. Washington Ave, currently represented by Alder Brian Benford. Student-dominated areas in the Langdon Street area, more of the lower end of the State Street area, and some of the Lake/W. Gorham/W. Johnson area would move to District 2. The Mansion Hill and James Madison Districts of Capitol Neighborhoods, Inc., would remain in District 2.

If approved, alders will quickly begin representing constituents in their new district boundaries even if they no longer live in their current district. If Tenney-Lapham moves to District 6 and if Sherman Terrace and Fordem Avenue areas move to District 12, I would no longer represent those neighborhoods as Dec. 31, 2021. Given that I live in Tenney-Lapham, I also will no longer live in District 2 - a situation that a total of six current alders will face if Concept 7a is enacted as is. For the April 2023 city elections, all incumbent alders and candidates will need to live in the district they hope to represent by the time they might take office in late April 2023.

There could be some amendments to Concept 7a on Nov. 2, but due to most proposed changes likely causing a domino effect of changes in other districts, it will be complex to substantially amend the map approved by the Redistricting Committee due to most proposed changes likely causing a domino effect of other changes in other districts. Some voting ward boundaries are also likely to change, as well as ward numbers and some voting locations; voters will be notified of any changes well in advance of the next election.

Save the Date: Plan Commission to Discuss Proposed Changes to Accessory Dwelling Unit Regulations on Nov. 8

At our November 8 meeting, Plan Commission will consider changes to our ordinances that could facilitate the construction of Accessory Dwelling Units (ADUs) on residential parcels that have single-family dwellings on them. The proposed changes will be introduced at Common Council this Tuesday, but only so that they can be referred to Plan Commission. At the Nov. 8 Plan Commission meeting, staff will present an informational presentation and commissioners can ask questions, but will take no action until Nov. 22. If the proposed changes pass Plan Commission, Common Council could consider the changes as early as Dec. 7. The Plan Commission meeting will be recorded, so those who wish to watch the presentation and discussion later can do so via the City of Madison's City Channel.

The proposed legislation would make ADUs a permitted use, rather than a conditional use, as is currently required in City zoning. A conditional use request often entails a lengthy process with an unpredictable outcome, which disincentivizes ADUs in Madison. The proposal also increases the maximum ADU size from 700 to 900 square feet, sets a 2-bedroom maximum for an ADU, and makes other simplifications and clarifications.

I have been working Alders Foster and Evers, as well as City Planning staff, Zoning staff, and Community Development staff on these changes. The staff memo on this item states well the reasoning for the changes: "Allowing and easing the creation of ADUs is one important way for growing cities to support more housing options in lower-density residential areas where single-family detached homes are often the predominant land use. While still a low-density housing option, ADUs can slightly increase the efficiency of land consumption and rely on existing public infrastructure, rather than necessitating new streets and utilities associated with new subdivisions."

The 2022 Budgets To Be Considered by Council on Nov. 9, 10, and 11

Both the 2022 Executive Operating and Capital Budgets, as amended by the Finance Committee, will be considered and possibly amended further by Common Council on Nov. 9, 10, and possibly 11.

See the City's full budget process and the Mayor's Executive Operating Budget. The Mayor's proposed Operating Budget has expenses of $358.6 million and the Finance Committee amendments from last week, if also approved by Common Council, would push the total to more than 360.3 million. The property tax levy is the source of most of those funds. Common Council can also further amend both budgets with amendments from the floor during their considerations during the 2nd week of November.

I recommend reading the Mayor's Executive Summary of the Operating Budget and the Mayor's Executive Summary of the Capital Budget to learn more about the proposed expenses and revenue, as well as agency budgets and our borrowing plans. The Executive Capital Budget was earlier amended by the Finance Committee - those amendments and their disposition can be found here.

Fordem Avenue Sanitary Sewer Replacement in 2022

This project will replace aging and deteriorating sanitary sewer main in the parking lot of 1622 Fordem Avenue. The existing sanitary sewer has structural and operational issues that make removing and replacing the sanitary sewer a necessity. The project will not involve assessments to property owners and is expected to begin construction in April of 2022. The Board of Public Works will consider approving the project specifics at their meeting on Nov. 3. DRAFTER'S ANALYSIS: Under current ordinances, if a landlord does not correct a rent impairing violation by the due date in the order of the Building Inspection Division, the tenant is entitled to seek abatement for a portion of their rent. The period of time of rent abatement starts is the date the orders were issued by the Building Inspection Division. This proposal allows for an earlier start date if it can be verified by the hearing examiner that the violation existed on an earlier date, as shown by the greater weight of credible evidence. For example, an earlier date for damage by fire may be able to be verified by a public record of the date of the fire.

The sanitary sewer main located in the parking lot of 1622 Fordem Avenue has been found to be in poor condition and in need of replacement. The project will replace approximately 290 linear feet of sanitary sewer main with new 8" PVC sewer main. Project is expected to start in April of 2022 and is expected to last three weeks. The estimated cost of the project is $175,000.00.

Request from Dane County Department of Waste & Renewables to conduct exploratory site assessments and install monitoring equipment at Yahara Hills Golf Course to assess feasibility of site for proposed Yahara Sustainability Campus

RECOMMEND APPROVAL

Body

Dane County Department of Waste & Renewables and the City of Madison Public Works are interested in negotiating a land sale agreement involving a portion of Yahara Hills Golf Course for use as a sustainability campus. Exploratory site assessments are necessary to determine suitability of the site for these proposed purposes.  Dane County is requesting permission to access Yahara Hills Golf Course for the purposes of conducting exploratory site assessment work (ie. land survey, geotech boring, archeological study, aerial flyover via drone, wetland delineation, etc.) and installing various monitoring stations on the course.  Any disruptive site work must be completed prior to the start of the Spring 2022 Golfing Season.  The City has significant interest in pursuing this transaction, and initial site assessments are required to determine if the County will be able to obtain the necessary permits to develop the land in this manner within the desired timeframe.
