North Stoughton Road Study: Recap of 3/18 WisDOT Meeting, Share Your Feedback

In this post I’ll provide a recap of some of the information shared at WisDOT’s March 18th meeting about North Stoughton Road, including proposed designs for intersections in District 3. This post also includes a link to WisDOT’s form where you can share your feedback. 

Overview

Here is a video recording of the 18-minute presentation shared at by WisDOT staff at that meeting: 

WisDOT’s stated goal of this study to accommodate existing and future travel demand with a focus on safety issues that affect travel on Stoughton Road. The North Stoughton Road corridor stretches from Hwy 30 to the Interstate near DeForest. At this stage, WisDOT is sharing their preferred alternative designs for traffic lanes and intersections. In District 3, this includes Stoughton Road and Hwy 30, Stoughton Road and Commercial Ave, and Stoughton Road and East Washington Ave.

Here is a link to WisDOT’s North Stoughton Road project webpage with all of the Public Involvement materials for this corridor study. The study will conclude this year following public engagement events and surveys over 2023, 2024, and 2025. In December the North Stoughton Road project was approved for funding by the Wisconsin Transportation Projects Commission. According to the City Transportation Department’s 2024 Transportation Operations Report (page 12), shared with the Transportation Commission at their March 19th 2025 meeting, WisDOT’s North Stoughton Road projects related to this corridor study are likely to begin construction between 2028 and 2033.

Stoughton Road Intersections in District 3

WisDOT’s preferred design alternative for the Stoughton Road and Hwy 30 interchange maintains the existing signalized diamond intersection but adds and lengthens turn lanes for safety. They propose to add an auxiliary lane east of Stoughton Road between Hwy 30 and Commercial Avenue.

WisDOT’s preferred design alternative for the Stoughton Road and Commercial Ave intersection maintains the existing signalized intersection but adds and lengthens turn lanes for safety. They propose to add new signals and stop-gates to the railroad crossing here.

WisDOT’s preferred design alternative for the Stoughton Road and East Washington Avenue intersection maintains the existing signalized intersection while adding through lanes and adding/lengthening turn lanes. They propose to flatten the angle of Stoughton Road traffic lanes as they cross East Washington Avenue. Importantly, WisDOT had previously proposed to close off access to MacArthur Road here, but after the City’s strong urging against doing that, WisDOT’s plans now maintain MacArthur Road access to East Washington Avenue.

Pedestrian/Bicycle Accommodations

WisDOT proposes a shared-use path running north to south along the eastern edge of this stretch of Stoughton Road along the western edge of the Mayfair Park neighborhood. They also propose two new bike/pedestrian bridges: 

  • One bridge over Stoughton Road along the southern side of Hwy 30, connecting the City’s Marshview path to the west of Stoughton Road and the Autumn Ridge path at Hiestand Park to the east.
  • One bridge over East Washington Avenue along the east side of Stoughton Road Ave connecting the new north-south path along Stoughton Road to the business and path north of East Washington Avenue.

Their Pedestrian/Bicycle Facilities graphic isn’t the easiest to read but you can follow the dashed lines to see where they propose paths and bridges be placed.
