D6 Items of Interest Week of January 27 2025
postedJoin me along with city planning and economic development staff for a virtual public meeting from 6:30pm to 8:30pm on Monday, February 3, 2025 to see the first draft for a Request for Proposals (RFP) to redevelop Block 113 – formerly known as the Brayton Lot. District 2 Alder Juliana Bennett and District Alder Mike Verveer will also participate.
Please register through Zoom ahead of time. Attendees will receive a link to the Zoom meeting through e-mail after registering.
Block 113 is a two-acre surface parking lot in District 6 located three blocks from the Capitol Square along East Washington Avenue that has been included in multiple City plans for decades. After being used as a staging area for the construction of the Bus Rapid Transit (BRT) project, the site will now be redeveloped.
During the meeting, staff from the City’s Planning Division and Economic Development Division will share a presentation summarizing what the City wants to see in the redevelopment and what will be required of the project due to previous federal funding agreements with the Federal Transit Administration (FTA) that requires the City to redevelop the site in a transit-supportive manner.
Highlights from the draft Request for Proposals (RFP) will also be shared to show how development proposals will be scored. A complete copy of the Draft RFP will be posted publicly on the City of Madison’s website as soon as it is finalized.
It is important to note that in this stage of the process, nothing about the redevelopment has been planned or decided, including building design. Work on those details will begin after a development partner is selected.
Once a development partner is selected and approved by the Common Council, the proposed development will go through the normal City approval process, including reviews by City boards, commissions, and committees, all of which will provide an opportunity for public comment throughout the process.

47. 86804 Creating Chapter 21 of the Madison General Ordinances related to Zoning Floodplain Regulations and Maps.
DRAFTER’S ANALYSIS: This proposed ordinance creates a new Chapter 21 of the Madison General Ordinances, which will now contain the zoning floodplain regulations and maps. This change is in response to the Wisconsin Department of Natural Resources (DNR) notifying the City that our current floodplain regulations (in MGO Chapter 28) are no longer in compliance with the minimum standards required by the DNR and the federal FEMA code. Local communities must have minimum standards for development in the floodplain to be able to participate in FEMA’s National Flood Insurance Program (NFIP). The DNR certifies to FEMA that City ordinances meet the state and federal requirements necessary for flood insurance.

DRAFTER’S ANALYSIS: This ordinance changes the terms of alders appointed to City boards, commissions and committees from being concurrent with the term of their office to a term expiring in the following April. The amendment accommodates the change to electing alders to staggered terms.

- Public Input Meeting - Ontario Park (Virtual), Monday, January 27: Madison Parks is replacing five existing playgrounds in 2025. On Dec. 5, a virtual playground workshop was held for all five playgrounds, including the playground in Ontario Park, 720 Ontario St. Parks staff presented an overview of the playground replacement program and asked for input on design decisions during break-out sessions specific to each park location. The second input meeting will be held virtually on Wednesday, January 15. Parks staff will present two playground concepts based on feedback received.

- Midvale Boulevard Resurfacing (Virtual), Thursday, January 30: The City will host a public information meeting on Jan. 30, 2025, at 6:30 pm to discuss the planned construction project. The meeting will be held virtual via zoom with an in person viewing during the meeting hosted at the Sequoya Library, 4340 Tokay Blvd. Registration prior to the meeting is required.
