Capital Improvements for Non-profit Housing (CINH) - (Closed)

The City of Madison is offering a new round of funding under the Capital Improvements for Non-profit Housing (CINH) Program!

CINH provides grants to help non-profit housing providers who own properties that primarily serve households with incomes at or below 80% of Dane County’s Median Income (CMI) make improvements to those properties. The City will use approximately $2,000,000 of its Community Development Block Grant (CDBG) funds to support this round of CINH grants.

Eligibility and requirements under the CINH program:

  • Funds are available only to organizations established as non-stock corporations organized under Chapter 181 of Wisconsin Statutes that are in compliance (in good standing) with the Department of Financial Institutions (DFI).
  • Agencies must own the properties for which they are seeking rehabilitation support.
  • Non-profit housing providers that previously received a CINH award are not eligible to apply for this round of funding.
  • Housing providers must maintain that at least 51% of housing units that will benefit from a CINH grant are rent- and income-restricted to households with incomes at or below 80% CMI for at least 5 years after the project is complete.
  • Non-profit agencies must comply with all applicable federal and state guidelines (ex: Davis-Bacon Act, Uniform Relocation Act, etc.).
  • Applications will be accepted until 5pm on the following dates: September 15th and October 15th.
    • Any application received after the 5pm deadline on September 15th will be evaluated with those received by 5 pm on October 15th.
    • Applications received after 5pm on October 15th will not be accepted.
  • Applications will be processed on a first come, first served basis. 
  • The maximum amount that can be requested is $500,000.
