The proposed project will include removal and replacement of the asphalt pavement and construction of upgrades to the sanitary sewer, water main and storm sewer systems. Curb and gutter, sidewalk and drive aprons will be repaired where needed. New water main will be constructed in the 300 Block of N Blair Street. The sanitary sewer and storm sewer systems will be replaced throughout the project limits. Existing street light bases that are in poor condition will be replaced. North Blair Street from East Gorham Street to East Washington Avenue
Traffic During Construction
N Blair Street will be closed to through traffic during construction. Access will be maintained for emergency and local traffic. Access to commercial driveways will be maintained throughout the project, but driveways may not be accessible at times when work is being performed directly in front of the driveway. Residential driveway access will be maintained as often as possible during the project. Residents can continue to use their driveways until notified otherwise. Access to residential driveways may be limited for up to 20 days while the new concrete curb and gutter and drive aprons are placed and while the concrete cures. Residents will be notified a minimum of 48 hours prior to any driveway access being removed. During the period of time that residential driveways cannot be accessed, during working hours, residents must park on adjacent streets. Pedestrian access will be maintained on at least one side of the street at all times, and access to businesses will be maintained as necessary.
Work will not extend into the East Johnson Street intersection. East Gorham Street may be reduced to one lane of traffic during off peak hours only.
Bicyclists on the East Mifflin Street Bike Boulevard will need to walk their bikes through the North Blair Street intersection—similar to the current construction at North Hancock Street.
Although two lanes of traffic will remain open at all times on East Johnson Street, there will be afternoon traffic delays caused by the closure of the “right turn only” lane onto North Blair Street. Drivers should plan for extra travel time on Johnson Street on weekdays from 4:00 pm to 6:00 pm.
