Cottage Grove Road (I39 to Sprecher Rd)

Traffic remains on the north side of Cottage Grove Road., and this phase is expected to continue for approximately the next three weeks. The road remains open to one lane of traffic in both directions, and the intersection at Sprecher is an all-way stop.

The new curb has been installed along the south side of Cottage Grove Road, and new sidewalk has been installed west of McLean. The lower layer of pavement has also been installed at the intersection of Cottage Grove and Sprecher. The contractor is working on grading the remainder of the eastbound lanes on Cottage Grove Road, and this work is being coordinated with the electrical conduit installation. The contractor is also grading for the remaining sidewalk installation on the south side, and topsoil is being placed for the final terrace restoration. The lower layer of asphalt pavement for the eastbound lanes is scheduled to be installed during the week of June 29, 2020.

The directional drilling crew remains set up in front of the Madison Police Department East Precinct, as they are boring under I-39 to install the new 20-foot water main. The crew is nearing completion of this work as the new pipe is scheduled to be installed the week of June 29, 2020. The outside lane from the bridge to Thompson Drive is closed and there are pedestrian barricades along the sidewalk in order to complete this work.

Traffic will likely be switched around mid-July to begin work on the north side of Cottage Grove Road.

Project Overview

The City of Madison in conjunction with Dane County and the Wisconsin Department of Transportation is proposing to reconstruct portions of Cottage Grove Road within the City of Madison. The construction schedule for the project has been revised and the first phase of the project is now scheduled for construction in 2020. The first phase of the project includes reconstruction of Cottage Grove Road from the east side of I-39/90 to South Sprecher Road. The second phase of construction includes the reconstruction of Cottage Grove Road from South Thompson Drive to the east side of I-39/90 and will include the replacement of the Cottage Grove Road overpass of I-39/90. The construction year of the second phase of the project is not currently known but will coincide with the WisDOT’s replacement of the I-39/90 overpass.

The proposed project will reconstruct Cottage Grove Road to a four lane, urban boulevard section.  The proposed street layout will include two through lanes and on-street buffered bike lanes in each direction, with a raised center median and left turn lanes at intersections. The reconstruction of the street will include the replacement of the pavement, base material, curb and gutter and drive aprons. Sidewalk will be added where it currently does not exist. The proposed project will also include construction of water main and storm sewer as well as improvements to the street lighting and traffic signal systems.

Project Schedule

April 2020: Project beginning
October 2020: Expected Completion
Mid-July 2020: First Phase expected to be completed. First phase of the project will be on the south side of Cottage Grove Rd. and the second phase will be to complete the north side.

Public Information Meetings

In response to the COVID-19 pandemic and requirements for social distancing, a pre-construction meeting with businesses and residents cannot be held at this time. Please contact the project staff with any questions.

The last public information meeting was held on Oct. 8, 2015. The meeting was held to inform property owners and residents of the project and receive input from the public.
