Evergreen, Ohio, Sommers Reconstruction

December 17, 2024 Update

The City of Madison mailed out preliminary assessment information and a Board of Public Works (BPW) hearing notification on December 6, 2024 for the upcoming project on Evergreen Ave (Center Ave to Atwood Ave), Ohio Ave (Center Ave to Atwood Ave), and Sommers Ave (Dunning St to Hudson Ave). It came to the attention of the design staff that the incorrect assessment cost rates were included in the preliminary assessment mailing. Therefore, the design team revised the assessment cost rates to reflect 2025 pricing and will be presenting the preliminary assessment costs and changes to the Board of Public Works on December 18, 2024, with final approval by the Common Council (CC) on January 14, 2025. The updated costs will be mailed to property owners after the BPW meeting ahead of the CC meeting. The overall cost totals for most properties increased less than $500.00. The design staff apologizes for this oversight.

The design team will be recommending to the Board of Public Works (12/18/24) and the Common Council (1/14/25) that Sommers Ave be narrowed from 26’ with parking on the north side to 24’ with parking on the north side. This was widely supported by the residents on this street, as well as providing additional benefits such as protecting existing street trees within a narrower terrace space and having some traffic calming effects. The questionnaire indicated that residents in area also have higher concerns about speeding on Sommers Ave., more so than on Evergreen or Ohio.

The design team will be recommending that Evergreen Avenue remain the same width 30’ with parking on both sides and Ohio remain the same width 28 with parking on the east side and Sunday/Holiday parking on the west side. The questionnaire did indicate general support for narrowing the street, but responses from residents specifically on the street were not as supportive of reducing the width, and a significant loss in parking could have a negative impact on businesses in the area, especially when considering existing parking restrictions for street sweeping, etc. Additionally, prior to the meeting and questionnaire being issued, there was an oversight regarding the very specific parking accommodations on Ohio Avenue, and it preferred to maintain that specific parking situation.

The design team will review intersection designs for possible bumpouts at the intersections to help improve pedestrian crossings, provide some additional traffic calming, and have some reduction in pavement area.

Project Overview

The City is planning to reconstruct Evergreen Ave (Center Ave to Atwood Ave), Ohio Ave (Center Ave to Atwood Ave), Sommers Ave (Dunning St to Hudson Ave) and replace the traffic signal at the intersection of Hudson Ave and Atwood Ave.

The project includes the replacement of sanitary sewer and laterals, partial water main and services, storm sewer main and laterals, curb and gutter, gravel base, and asphalt pavement. The sidewalk will be spot replaced as needed.
