Project Overview

This project includes deconstructing and reconstructing in-place the existing wall, matching the existing aesthetic and materials, and reusing existing stone when possible. 

As part of the reconstruction, the Contractor will shore the existing slope by embedding soil nails into the slope, placing geotextile fabric over the soil nails, installing steal bearing plates over the soil nails, and then applying shotcrete cement to stabilize the materials in place. 

Once this work is complete, the stone arch will be rebuilt covering this shotcrete cement. Once complete, the only visible wall will be the reconstructed stone wall.

Additionally, once this work is complete, the Contractor will restore the site, reseed and rebuild the berm at the southern portion of the park.

Background

In 2018, the City of Madison hired InSite Consulting Architects to evaluate the 1847 stone retaining wall within the WisDOT-owned Southwest Bike Path property adjacent to Glenwood Children’s Park.

This assessment indicated that the stone arch is deteriorating rapidly with two primary threats: “the failing physical integrity of the weathering sandstone and the undercutting and settling of the base layer of sand, stone and earth.”

In 2021, the undercutting was repaired through the Glenwood Childrens Park Storm 2020 Contract.

In 2023, funding was adopted in the Stormwater Utility Capital Improvement Plan to repair the weathering sandstone identified in the InSite Consulting Architects report.

Parks and Engineering have discussed this project with the Wisconsin State Historical Society and Landmarks Commission and confirmed neither approval is required for this project on land owned by the State of Wisconsin Department of Transportation.

An existing lease agreement between the City of Madison and the State of Wisconsin require the City of Madison to maintain facilities within this area.

Project Updates

November 19, 2024 Update

Project is complete.

April 29, 2024 Update

Construction has begun on the wall. The site is very muddy due to the recent rains.  The Contractor is required to repair all damaged areas on their way out of the construction site including additional native seeding.  Staff have inspectors on site throughout the project monitoring progress.

April 11, 2024 Update

Construction is starting the week of April 15, 2024.  

Glenwood Children’s Park will experience construction traffic while the wall is being rebuilt.  The Contractor will use the same route that was used to construct the stone diversion chamber in 2019.

The Contractor may be using a portion of the southwest bike path. During this time it is anticipated that the bike path will remain open. The Contractor is required to have a flagger during these times to direct traffic. 

If the City determines that the bike path needs to be temporarily closed for a few hours, a detour route will be identified.

Construction is anticipated to end in May 2024.

March 27, 2024 Update

Construction is anticipated to begin in April 2024 and to last two months. During this time, Glenwood Children's Park will have construction traffic accessing the site from Cross Street (park entrance). Work will be limited to the area around the stone wall, but anticipate temporary ruts and mud along the vehicle route during construction. Any turf areas disturbed during construction will be repaired once the work is complete.
