
Appointment of the Chief of Police
Statement delivered by Wesley Sparkman on behalf of the PFC:
Following a rigorous, comprehensive examination process and after thorough deliberations, the PFC
today has unanimously appointed Michael Koval to be our Chief of Police, effective immediately. I will
summarize our decision very briefly and then introduce Chief Koval.
I thank my fellow commissioners for the energy, patience, and integrity they have demonstrated
throughout the selection process. We appreciate the professional assistance early on provided by the
City of Madison Human Resources Department. Acting Chief Randy Gaber has kept the Department
on an even keel for these many months, with loyal and patient support from the command staff and all
quarters of the department. We thank Sheriff David Mahoney, his Chief Deputy Jeff Hook, and their
investigative staff for their expert and tactful professional background investigations as we neared the
completion of our task.
Now that we have made our final decision in this process, we also look back with appreciation to the
comments and suggestions offered during our early public listening sessions, which were a continuing
resource to us in our deliberations. We are grateful also to the men and women of the Police
Department, both uniformed and civilian, who have met with the PFC members to discuss the
department and provided invaluable assistance to us.
A process like this only works if people are willing to step up and compete. We thank all of the people
who applied both from inside and outside the Department, and in particular Captain Carl Gloede,
whose strength as a finalist for this appointment has caused us both to grapple with a difficult decision
and to feel deep gratitude for the resources of our Department.
