• Alternate side parking begins Monday, Nov. 15. Read more here. Don't let the snow lead to a ticket or a tow! The City of Madison winter website has all the resources you need. Note that in District 2 and in most of the city center, Alternate Side Parking rules are in effect only during a Declared Snow Emergency.

• Street Closures on Sunday, Nov. 14--Madison Marathon

• On Thursday, Nov. 18, there will be a combined Madison Night Market AND a Seasonal Lighting Celebration. Join Santa & Mrs. Claus for a special ceremony beginning at 6pm where the Capitol Square meets State St. At 6:08pm, all the lights will be turned on. See the location map of the special light displays and community planters.

• Common Council Approved the City's 2022 Budget. On Nov. 11, the Common Council approved the City's 2022 Capital and Operating Budgets. Highlights include funding for a new ambulance at Fire Station 14 to serve the city's southeast side, support for new affordable housing, expansion of violence prevention services, and investment in equitable service delivery for Town of Madison residents who will join the city in 2022. Madison Marathon To Impact Driving and Cycling Routes on Sunday, Nov. 14

The Madison Marathon is happening on Sunday, Nov. 14. There are no changes to the annual marathon and half marathon course from past years, but the organizers have added 5K and 10K routes. These new routes are mostly on roads they have used for past marathons, but they will use a small portion of the following roads for the short time these runners are on them:

• N. Brearly (from E Gorham to E Mifflin)

Gorham St. and Mifflin St. will see runners at various times of the day for all the routes, so roads could be closed and traffic will be impacted. Sherman Ave. and Fordem Ave. will also see runners at various times. Drivers are encouraged to plan ahead if traveling around the race route as crossing the route will only be permitted when there are sufficient gaps in the runners.

Madison Metro routes will also be impacted, including routes 2, 4, 5, 6, 7, 8, 13, 22 and 80. Detour routes and timing vary throughout the morning and early afternoon. In District 2 these Metro routes are most impacted:

• Routes 2 & 5 - Start of service until 3:10p
• Route 80 - Start of service until 10:00a

The 5k/10k will start together sometime between 7:20am and 7:30am. The Marathon starts at 7:00am and the Half Marathon at 7:10am. All start on on W. Mifflin on the Square. Course maps for all the races are here.

MYArts Installs First of Three Wall Murals

The Madison Youth Arts Center (MYArts) at 1055 E. Mifflin has installed the first of three planned murals on their exterior wall along N. Ingersoll Street. The murals are a collaboration between the Dane Arts Mural Arts (DAMA) Community Project, their artists, and more than 70 students who provided input and drawings that have inspired the mural's design/patterns with many of those incorporated into the mural. More than 100 students also provided feedback on the mural. Once the first mural is installed, I encourage you to look closely at the intricate student designs that are embedded in this complex artwork. They certainly brighten up that side of the MYArts building and the Arden.

Nov. 15 Capitol Neighborhoods Virtual "Cookies with a Cop" 

Join your neighbors and Madison Police Department Representatives for a conversation about recent events in Madison's downtown neighborhoods. The event will be held on Monday, Nov. 15, via Zoom. Discussion will begin at 7:00 PM and conclude at 8:00 PM.

The event will begin with brief introductions of the police representatives, then proceed to questions submitted to the organizers prior to and during the meeting. Attendees will be able to submit questions to the organizers by email at Info@CapitolNeighborhoods.org before the meeting or through the Zoom chat feature during the event. Attendees are strongly encouraged to email questions or concerns prior to the event in order to help facilitate a more productive meeting.

Zoning Changes Proposed to Support Accessory Dwelling Units

As mentioned in past Alder Updates, I have been working with Alders Foster and Evers, as well as city staff, on updating our ordinances to support the building of Accessory Dwelling Units (ADUs). ADUs are second dwelling units on properties with single-family homes and can be a great opportunity to provide additional housing options in neighborhoods across our growing city.

ADUs have been allowable in Madison since 2013, and many growing cities across the U.S. are beginning to allow them or to relax zoning regulations to promote more of them. Based on recommendations in the Comprehensive Plan, recent housing reports, and the Mayor's 2021 Housing Forward Initiative, alders, the Mayor, and staff have proposed changes to the City's Zoning code to help make the construction of ADUs easier as another housing choice in Madison (please see Legislative Item 68079).

DRAFTER'S ANALYSIS: MGO Section 41.06 is amended to clarify language related to public notices and specify that the Landmarks Commission can approve a Certificate of Appropriateness ("CoA") with condition. MGO 41.17(8) is added to create a period for applicants to comply with the conditions after project approval. This change addresses projects that reach the end of the year without completion. While CoAs expire after two years, commission approval does not. MGO 41.17(8) follows the Plan Commission model where applicants will have a year to meet the conditions and secure their CoA before the commission approval expires.

DRAFTER'S ANALYSIS: This ordinance amendment will allow a process for the placement and use of privately operated storage lockers in City parking facilities. Under existing ordinances (MGO Sec. 28.151), these storage lockers, operated by a religious institution or non-profit organization, are subject to various regulations and must be covered by an agreement between the operator and the property owner. In addition to giving the Parking Division Manager greater flexibility to enter into agreements to allow these sort of uses in the City's parking facilities, by amending Subsection (2)(d)3. and creating Subsection (2)(k) this ordinance amendment would update the City's current parking facility regulations to ensure that a user of such a facility is not deemed a trespasser. This ordinance also makes other minor changes to the ordinance, including making it clear that a person using a City-provided restroom facility or using the parking facility under a temporary land use permit is not deemed a trespasser, updating some erroneous cross references and correcting several titling errors.
