What are the Common Council New Business Summaries?

The Common Council New Business Summaries help readers identify items they are interested in as they make their way through City Boards, Commissions, and Committees (BCCs) and back to the Common Council for a decision. This document provides a short description of each item that was introduced at the most recent Common Council meeting in the “Introduction of New Business for Referral Without Debate” section of the agenda, as well as any items introduced from the floor at the most recent Common Council meeting.

85464 – This proposed ordinance would change the zoning of property located at 933 South Holt Circle in District 20 and approve a Specific Implementation Plan to allow an existing single-family residence to be used as family daycare. 85465 – This proposed ordinance would change the zoning of property located at 619-699 West Mifflin Street in District 4 to facilitate construction of a ten-story multi-family dwelling. This proposed ordinance will go to the following Boards, Committees, and Commissions on the following dates:

85193 – This proposed resolution would approve a Certified Survey Map of property owned by Wiedenbeck Historic Properties Limited Partnership located at 619 and 699 W Mifflin Street in District 4. 85345 – This proposed resolution would allow for an agreement with Dane County to provide Metro Transit access to Dane County employees, with Dane County reimbursing Metro based on actual ridership and effective rates at the time the ride is taken. 85406 – This proposed resolution would authorize an amendment to the service contract with REDI Transports, LLC for ongoing emergency detention transport services for the Police Department. 85415 – This proposed resolution would approve the preliminary plat of the Hill Valley on property addressed as 940-1050 S High Point Road, 1051 S Pleasant View Road, and 902 Landmark Trail in District 1. 85420 – This proposed resolution would approve a Certified Survey Map of property owned by CRG Acquisition, LLC located at 416-446 W Washington Avenue and 413-417 W Mifflin Streetin District 4. 85427 – This proposed resolution would authorize the Mayor and Chief of Police to accept a FY2024 USDOJ Edward Byrne Memorial Justice Assistance Grant for $88,319 to utilize these funds to support several law enforcement initiatives. 85430 – This proposed resolution would authorize the acceptance of a FY2024 USDOJ Office of Community Policing Services Community Policing Development Microgrant for $136,398 and authorize a contract with Santos & Santos, Ph.D., Inc. for the same amount to evaluate theDepartment’s stratified policing business model for community engagement and proactive crime reduction. 85435 – This proposed resolution would authorize a ten-year parking lease with Arts & Literature Laboratory, Inc. for five parking spaces in the South Livingston Street Garage in District 6. 84537 – This proposed resolution would authorize a contract for a one-year term with four annual renewal options with The Psychology Center SC for Madison Police Department employee mental health and wellness checks for every commissioned and civilian employee.This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

85438 – This proposed resolution would authorize the City Engineer to obtain a Permit from the Wisconsin Department of Transportation and pertinent Railroad Company(ies) for construction along the Railroad Corridor located at 1890 E. Johnson St and 1894 E. Johnson St in District 12. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

85445 – This proposed resolution would authorize the Parks Division to apply for and accept, if awarded, grant funding from the U.S. Environmental Protection Agency’s Environmental and Climate Justice Community Change Grants program for up to $20,000,000 and authorize a partnership agreement with Madison LakeWay Partners, Inc. for implementing projects related to the grant, if awarded. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

85454 – This proposed resolution would authorize the 2025 contract between the City of Madison and the Overture Center. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

85459 – This proposed resolution would authorize an increase to the existing architectural and engineering design services contract with Engberg Anderson, Inc. for the Metro Transit Hanson Road Satellite Bus Facility Remodel project in District 17. 85460 – This proposed resolution would authorizes awarding the contract for the reconstruction of S High Point Road from Midtown Meadows Plat to Raymond Rd in District 1 and District 7 in 2026. 85463 – This proposed resolution would authorize a five-year non-competitive service contract for up to $60,000 annually with Domestic Abuse Intervention Services, Inc. for the Law Enforcement Advocate Partnership (LEAP). This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

85469 – This proposed resolution would approve the allocation of $838,039 of City funds for funding Older Adult programs in 2025. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

85482 – This proposed resolution would amend the Public Health operating budget to accept a Wisconsin Department of Health Services grant for $520,000 through August 31, 2029, to fund a Disease Intervention Specialist who will enhance the safety, health, and well-being of people who use drugs and will help establish linkages to evidence-based substance use disorder treatments, community resources, health services, and ongoing care. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

85498 – This proposed resolution would amend the 2024 adopted operating budget for the City of Madison Fire Department to accept $520,384 of grant funding from the Department of Homeland Security, Federal Emergency Management Agency for the Regional Catastrophic Preparedness Grant Program. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

85502 – This proposed resolution would authorize the City, on behalf of the Dane County Continuum of Care, to accept up to $664,228 in EHH grant award funding from the State of Wisconsin Department of Administration. 85504 – This proposed resolution would award up to $2.77 million of City Affordable Housing Funds authorized in the City’s 2024 Adopted Capital Budget, and up to $2.75 million of City funds also authorized in the 2024 Capital budget within TID #51, for affordable housing to help finance the development and preservation of approximately 152 units of affordable rental housing, as well as authorize the Mayor and the City Clerk to enter into agreements with agencies to implement the development projects in District 3, District 6, District 14, andDistrict 15. 85510 – This proposed resolution would authorize a net-neutral budget amendment to the Parks Division’s Adopted 2024 Capital Budget and authorize the Mayor and City Clerk to enter a five-year agreement with CemSites as a sole source provider for Cloud-Based Cemetery Record Management Software for Forest Hill Cemetery in District 13. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

85518 – This proposed resolution would authorize the Mayor and City Clerk to sign a seven year contract with TK Elevator Corporation for the maintenance of elevators in the Wilson Street Garage in District 4. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

85519 – This proposed resolution would recreate the vacant position of Customer Service Ambassador in CG16, Range 04 as Customer Service Ambassador positions within the Customer Service Ambassador classification. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

85520 – This proposed resolution would award up to $1,191,786 in Community Development Block Grant (CDBG) funds through Community Development Division’s Capital Improvements for Non-profit Housing Program to four non-profit housing providers (Care Net Pregnancy Center of Dane County, Project Home, Nehemiah Center for Urban Leadership Development, and Madison Community Cooperative) and authorize the Mayor and City Clerk to enter into agreements with those agencies to implement the specified rehabilitation projects. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

Items Introduced from the Floor:

Items that are introduced from the floor at the Common Council meeting differ from other items introduced as new business. When these items return to Common Council, they will be re-referred, rather than being taken up for a vote. This means that public comment will not be taken during the initial return to Common Council but will instead be taken at its next return. However, public comment will be taken on any items introduced from the floor at other Boards, Committees, and Commission meetings. Directions for how to register for public comment can be found below.

85613 – This proposed resolution would authorize the Parks Division to apply for and, if awarded, accept grant funding of up to $24,000 from the State of Wisconsin Department of Natural Resources Surface Water Grant Program to fund the cost of implementing a Watercraft Decontamination system at Marshall Park Boat Launch in District 19 to allow users to adequately wash their watercraft before and after entering Lake Mendota. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

85614 – This proposed resolution would approve the 2025 Operating Plan for Madison’s Central Business Improvement District in District 2, District 4, and District 8. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

It is important to note that registration is only available once the BCC has published its agenda, which is typically done a few days ahead of the meeting. Once the agenda is published, you can select the meeting and choose the agenda number that aligns with the file number of the item you are interested in. From here, you can choose to register support or oppose the agenda item, if you would like to speak, if you are representing an organization or person other than yourself, and provide your contact information.
