A contractor's Bid Talk via Zoom is scheduled for February 28, 2025 @ 11:00 a.m.  Pre-registration is required at Bid Talk: Phase 2 Village on Park Central Green Space Site Improvements

The contractor's Pre-Bid Project Tour is scheduled for March 6, 2025 @ 10:30 a.m. at the project site, 2300 South Park St. Madison, WI meet in the atrium lobby.

Bid Due Date is Thursday, March 27, 2025.

Quarter 1 2025 Update
Phase 1 Parking Structure & Grocery Alteration Work
Construction of the vertical floor deck levels have been completed with a total of 6 ½ parking decks. The stair tower framing and walls have been completed. Currently working on concrete block walls in the east stair tower and installation of block walls that are adjoining to the existing building. Other work in progress includes installation of the exterior snow chute, vehicle barrier cable railing, stair railing, exterior metal panels, and roofing. The elevator equipment installation work will begin in late January and continue through March. The stair tower glass window installation work will begin in mid-January and continue through February. Phase 2 Central Green Space Site Improvements
The site improvements work for Phase 2 are planned to go out for bidding in February 2025 with bids due around mid-April. Construction for the Phase 2 site improvements work will begin in June 2025 or as soon as the parking structure is operational. The parking structure will need to be operational first to provide parking for mall tenants and visitors while the central surface parking lot areas and the central green space site improvements are in construction. Construction completion of Phase 2 site improvements work is planned for December 2025. Remaining work for landscaping may be extended to spring of 2026.

Quarter 4 Updates
Phase 1 Parking Structure & Grocery Alteration Work

Below grade foundation work for the parking structure has been completed. The adjacent grocery store alteration work has been completed and the new tenant will begin remodeling work soon. The parking structure floor decks levels 1 through 4 have been constructed. The contractor is currently working on forming the floor for deck level 5. Construction of the vertical floor deck levels will continue into November of this year.  Construction of interior concrete block walls will begin in mid-October on the lower levels. Phase 2 Central Green Space Site Improvements

The site improvements work for Phase 2 are planned to go out for bidding in February 2025. Construction for the Phase 2 site improvements work will begin in June 2025 or as soon as the parking structure is operational. The parking structure will need to be operational to provide parking for mall tenants and visitors while the central surface parking lot areas and the central green space site improvements are in construction. Construction completion of Phase 2 site improvements work is planned for December 2025.

Quarter 3 Update
Phase 1 Parking Structure & Grocery Alteration Work

Site demolition work has been completed and the new rammed aggregate piers have been installed. Work that is currently in progress includes excavation and installation of concrete foundations and footings. Steel beams have been installed in the grocery store space that will provide additional support for the existing roof framing for snow load. The storm laterals, water main connection, and sanitary main connections have been completed. A tower crane has been installed that will be used throughout the duration of construction for the floor decks. The new storefront assembly for the grocery store entrance will be installed by mid-July with occupancy approval by the end of July. Footings and foundation work is nearing completion. The next steps will be to pour the slab-on-grade concrete floor slabs. Then once the slab-on-grade work is completed then begin working on the formwork and post-tensioned concrete floor slabs for each of the vertical floor levels. Phase 2 Central Green Space Site Improvements

The site improvements work for Phase 2 are planned to go out for bidding later this year. Construction for the Phase 2 site improvements work will begin around June 2025 or after the parking structure is operational. The parking structure will need to be operational to provide parking for mall tenants and visitors while the central surface parking lot areas and the central green space site improvements are in construction.

Qtr. 2 update
The construction contract has been approved and issued to Findorff. Building permits have been issued and jobsite setup is currently in progress. The first part of the project is to install new roof beams in the adjoining grocery store space that will provide additional snow load capacity. As well as ordering and installing the new storefront assembly for the grocery store space that will be installed in June. Other work in progress is foundations excavation for the parking structure and installation of the rammed aggregate pier footing supports beginning in April. The below grade foundations installation work is planned for completion in June. Slab-on-grade floors are planned to be installed in June and July. The above grade parking deck levels will begin construction after the first floor slab is completed. Construction of all of the parking deck levels are planned for completion around October/November of this year. Completion of construction is planned for May 2025.

The bid due date for Village on Park Phase 1 was on Tuesday, January 30, 2024.  The project received three bids. The low bidder for this project is Findorff. The bid tabulation and summary is available at

The City of Madison Engineering Division is hosting a virtual live (and later recording posted) sessions called “Bid Talks.” This is an opportunity for you to learn about the project to help with your bid and estimating numbers. During our “Bid Talks” session for this project, the project staff will present information about the project specific to your bidding process. Staff will answer any questions you have. You will also be able to see who is attending. This meeting will be held in a more informal format, where you’ll be able to ask questions and have a conversation. Please send your estimators and bidders to these Bid Talks. Registration prior is required.  A recording link will also be posted to the project page after the meeting.

This project is for the design and construction, including site development, for Phase 1 Village on Park Parking Structure and Grocery Alteration Work located at 808 Hughes Place (Parking Structure) and 2328 South Park Street (Grocery Alteration Work). 

Phase 1 is for the construction of the Parking Structure and Grocery Alteration Work along with limited site work adjacent to the new Parking Structure. The parking structure will have approximately 295 parking stalls above grade with approximately 6-levels. It will operate as a fully automated self-parking structure. The Grocery Alteration Work is for structural roof alteration work and a new storefront entrance door in the adjacent grocery store tenant.

Phase 2 will be for the future Central Green Space Site Improvements that will be a separate project (and separate bid) for construction in 2025 and is not included in the Phase 1 Parking Structure construction project.

Project Status updated to BIDDING!

Bid due date was on August 31, 2023. Two bids were received. Based on the bids received, both were above the estimate. The Community Development Authority of the City of Madison has decided that neither vendor will be awarded this RFB at this time. The project will be re-bid with two separate bid packages, one for the Parking Structure and re-aligned drive area, and the other bid package will be for the site improvements only for the central green space and central parking lot area.  Please see the updated Project Schedule.
