April 1, 2024 Update

Qtr. 2 update
The construction contract has been approved and issued to Findorff. Building permits have been issued and jobsite setup is currently in progress. The first part of the project is to install new roof beams in the adjoining grocery store space that will provide additional snow load capacity. As well as ordering and installing the new storefront assembly for the grocery store space that will be installed in June. Other work in progress is foundations excavation for the parking structure and installation of the rammed aggregate pier footing supports beginning in April. The below grade foundations installation work is planned for completion in June. Slab-on-grade floors are planned to be installed in June and July. The above grade parking deck levels will begin construction after the first floor slab is completed. Construction of all of the parking deck levels are planned for completion around October/November of this year. Completion of construction is planned for May 2025.

Project Overview

Phase 1 Village on Park Parking Structure and Grocery Alterations Work

Design and construction, including site development, for Phase 1 Village on Park Parking Structure and Grocery Alteration Work located at 808 Hughes Place (Parking Structure) and 2328 South Park Street (Grocery Alteration Work). 

Phase 1 is for the construction of the Parking Structure and Grocery Alteration Work along with limited site work adjacent to the new Parking Structure. The parking structure will have approximately 295 parking stalls above grade with approximately 6-levels. It will operate as a fully automated self-parking structure. The Grocery Alteration Work is for structural roof alteration work and a new storefront entrance door in the adjacent grocery store tenant.

Phase 2 Village on Park Central Green Space Site Improvements

Phase 2 will be for the future Central Green Space Site Improvements that will be a separate project (and separate bid) for construction in 2025 and is not included in the Phase 1 Parking Structure construction project.  The Phase 2 improvements are currently planning for bidding at the end of year 2024 and to start construction as soon as the parking structure is operational in 2025.

October 31, 2022 Update: On June 8, 2022 the Madison Arts Commission (MAC) selected Michael Ford, also known as the “Hip Hop Architect”, to create the integrated public art component for a new parking structure planned for 2300 South Park Street. Michael Ford has since refined his designs and is seeking public input about his public art and design concepts by November 7 at noon. For more information about this public art component and a link to the survey, please click HERE.  

January 11, 2023 Update: The project is currently in the construction document phase. Recent committee reviews include approval by the Urban Design Commission on December 14, 2022, and approval by the Plan Commission on January 9, 2023 as noted in the City Process Meetings section below.  The Madison Arts Commission approved the public art component at their meeting on December 13, 2022. The bid due date for Village on Park Phase 1 was on Tuesday, January 30, 2024.  The project received three bids. The low bidder for this project is Findorff. The bid tabulation and summary is available at

Addendum #3 for this project was issued today, January 22, 2024.  As part of that addendum, the bid due date has been extended to Tuesday, January 30, 2024.  Please see the official bid documents on VendorNet or Demand Star for additional information.

The Project Tour that was scheduled on January 9th has been canceled due to poor weather conditions with possible heavy snow that is forecasted in Madison, WI for tomorrow.  The Project Tour has been rescheduled for Tuesday, January 16, 2024 at 10:30 a.m. at 2300 South Park St.  Please meet in the Atrium Lobby.  This meeting is optional.

During our “Bid Talks” session for this project, the project staff will present information about the project specific to your bidding process. Staff will answer any questions you have. You will also be able to see who is attending. This meeting will be held in a more informal format, where you’ll be able to ask questions and have a conversation. Please send your estimators and bidders to these Bid Talks. Registration prior is required.  A recording link will also be posted to the project page after the meeting.

Project Status updated to BIDDING!

Please see the "Project Schedule" below for informational dates and links.

Bid due date was on August 31, 2023. Two bids were received. Based on the bids received, both were above the estimate. The Community Development Authority of the City of Madison has decided that neither vendor will be awarded this RFB at this time. The project will be re-bid with two separate bid packages, one for the Parking Structure and re-aligned drive area, and the other bid package will be for the site improvements only for the central green space and central parking lot area.  Please see the updated Project Schedule.
