South Owen Drive Reconstruction

June 3, 2024 Update

The contractor will be installing water main windows on Wednesday, June 5 at the Bagley Pkwy intersection.  Notification of water shut-off has already been provided to residents that will be impacted by this work.  The contractor has completed replacing the sanitary sewer main between Regent St and Bagley Pkwy and will begin installing sanitary laterals for this block this week.   After this work has been completed, replacement of the sanitary sewer main and laterals between Bagley Pkwy and Hillcrest Dr will commence for approximately 5 weeks.

Project Information

Project Overview

The purpose of this project is to reconstruct S. Owen Drive from Hillcrest Drive to Regent Street. Proposed work includes replacement of the asphalt pavement and road base, replacement of the sanitary sewer main and laterals, replacement of the storm sewer and private storm connections, installation of new curb and gutter, and replacement of sidewalk and drive aprons as needed.

Project Updates

June 3, 2024 Update

March 18, 2024 Update

MG&E Gas has begun replacing their private gas main throughout the project area along S. Owen Dr. The existing gas main will be retired and approximately 2,300 feet of new 2-inch gas main will be installed via directional boring on both sides of S. Owen Dr under the sidewalk.  MG&E Gas utility work is expected to be completed by approximately April 18th, 2024.

Additionally, the start date for the City’s reconstruction of S. Owen Dr has been delayed 6-8 weeks due to a sanitary sewer permitting issue.  The project is now anticipated to begin approximately late May/June 2024.  Additional details will be communicated to residents through the project web page and via a “Start of Construction” letter that will be mailed out to residents two weeks prior to the start of construction.

October 23, 2023 Update

The S. Owen Drive reconstruction project has been awarded to the low bidder, Speedway Sand & Gravel Inc. Construction for this project is anticipated to begin on April 8th, 2024 and completion is estimated by August 1, 2024. Residents will be sent an informational “Start of Construction” letter in the spring of 2024 which will include the contact information for both the City’s on-site Construction Inspector and Speedway SG’s Construction Manager.
