Safe Streets and Roads for All

Project Overview

Safe Streets and Roads for All (SS4A) is a U.S. Department of Transportation federal grant program established by the Bipartisan Infrastructure Bill to fund initiatives to prevent roadway deaths and serious injuries. The City of Madison has received grants in the first two funding cycles that focus on improving traffic safety. This program is part of the City’s Vision Zero initiative to eliminate fatal and serous crashers and create a safe transportation system for all users.

Supplemental Planning Funding 

The first award focuses on undertaking additional planning work to improve safety for people walking and biking. There is also funding to better understand how to improve post-crash care.

  • School Safe Routes Planning (Link to SRTS Plan Page)
  • Post Crash Care Data Review – The City will conduct a review of data to understand better how to integrate the needs of EMS, Fire and Police to improve response times. More information will be available once this project begins.

Implementation, Demonstration Projects, and Supplemental Planning Funding  

The City of Madison was awarded $6.3 million for infrastructure improvements, impaired driving countermeasures, safety studies, demonstration projects and additional safety focused planning. Project Application

Project Types

  • Building sidewalk and path along E Washington Ave (US Hwy 30 to Annamark) while also improving crosswalks and lighting.
  • Traffic calming and crosswalk improvements along Schroeder Rd.
  • Improvements at 21 intersections near transit stops.
  • Improvements at 6 shared-use path crossings.
  • Increased funding for the Madison Safe Ride program and other impaired driving initiatives.
  • New safety studies to help determine future improvements in 4 locations – Regent St (W Washington Ave to Speedway), S Whitney Way (Schroeder Rd to Williamsburg Way), N Fair Oaks (E Washington Ave to Commercial Ave) and Winnebago (Thornton to 2nd St)/Atwood Ave (1st St to 2nd St)
  • Working with teens to find better ways to address common types crashes for their age group
  • Additional planning to support better engagement, improved reporting and updating the high injury network map
