The CDA's tenant selection plan establishes a set of policies which are consistently applied to all residents and applicants regarding tenant selection and ongoing occupancy. The plan is designed to promote fairness and uniformity in tenant selection and to promote efficiencies in the processes used by the CDA in its operations of the covered developments.

Smoke Free Housing
The Department of Housing and Urban Development (HUD) now requires smoke-free housing, which bans the use of prohibited tobacco products in all CDA living units, indoor common areas, and CDA administrative office buildings. This rule improves indoor air quality in housing; benefits the health of CDA housing residents, visitors, and CDA staff; reduces the risk of catastrophic fires; and lowers overall maintenance costs.
Medicaid covers the cost of tobacco cessation services and prescription smoking cessaton medications for recipients. Residents also have access to "quitlines," which are free evidence-based cessation services that residents can access by calling 1-800-QUITE-NOW, 24 hours a day, 7 days a week.
