E Wilson Street and E Doty Street Reconstruction

The City’s Contractor (RG Huston) has completed all underground sewer work on E Wilson St for the entire project. The Contractor is working on 
surface restoration on the south-side of E Wilson St from King St to Franklin St, with concrete items and roadway grading/paving occurring over the next couple weeks. Restoration has also begun on the north-side of the 100 Block of E Wilson St from Pinckney St to King St. The Contractor will be removing sidewalk on the north-side of the 100 Block of E Wilson St. This will require pedestrians to detour around the block during working hours. The Contractor will be restoring a walk-able surface on the north-side of E Wilson St by the end of the working day (~5pm) as much as possible. 

The City’s Contractor (RG Huston) has completed the sanitary main installation on the 100 Block of E Wilson St (S Pinckney St to King St), and began working on the sanitary laterals Thursday, April 9. There are three sanitary laterals to be replaced on this block, beginning with the lateral closest to King St (labeled Sanitary Lateral 3 in the Wilson PDF below) and working up the block towards Pinckney. It is anticipated that each lateral will take 1-2 days to complete. The lateral work will require a large excavated trench across Wilson St that will impede both pedestrian and vehicle access, therefore access to individual businesses/properties on the 100 Block of E Wilson St may have to come from S Pinckney St or from King St, depending on where the work is occurring, and that access will change day-to-day. The Contractor will help direct folks as needed for local access, however, there may be times where pedestrians/vehicles will need to go around the block to get in/out of E Wilson St from one side or the other. Sidewalk access on the north-side will be returned after working hours as much as possible, however, overnight closures are possible. Sidewalk on the south-side of the 100 Block of E Wilson St continues to be closed due to Findorff’s construction at 109 E Wilson St.

100 Block of E Wilson St Overview 

The City’s Contractor (RG Huston) will be re-starting work on E Wilson St (S Pinckney to S Blair St) starting Wednesday, April 2nd following election day. The work is expected to last until mid-June. Due to the depth and complicated installation methods for underground sewer work, the 100 Block of E Wilson St (S Pinckney St to King St) will be fully closed to thru-traffic for an anticipated 2 months starting on Wednesday, April 2nd. Local access will be maintained on this block for both vehicles and pedestrians, however, access will be limited during working hours from one end of the block or the other. A vehicle detour route (for general traffic and Metro buses) will be setup using King St to S Pinckney St, with an all-way stop added at the Pinckney-Doty intersection. An overview of the detour route is included below.

In addition, starting Wednesday April 2nd, the City’s Contractor will close the 100 block of Martin Luther King Jr Blvd at Doty Street to repair concrete pavement within the intersection.  The street is anticipated to reopen the following Wednesday, April 9th.  See attached map for the approximate work zone limits. The crosswalk on the north leg, crossing MLK Jr Blvd will be closed during this time.  Sidewalks will remain open.

Starting Monday, March 31, the City’s Contractor will close the 100 block of Martin Luther King Jr Blvd at Doty Street to repair concrete pavement within the intersection.  The street will reopen the following Monday, April 7.  See attached map for the approximate work zone limits. In addition, starting Monday, March 31st, the City’s Contractor will begin the remaining concrete pavement replacement at the Martin Luther King Jr. Blvd and Doty St intersection. This concrete work will be completed in phases to maintain southbound MLK traffic and left-turns onto Doty St. Northbound MLK traffic will not be permitted to continue and will only be allowed to turn right onto Eastbound Doty St. E Doty St traffic will be maintained, including the existing Metro bus stop east of MLK. The concrete replacement work at the MLK & Doty intersection is expected to take two (2) weeks to complete. 

General Detour

Due to extensive private utility work by MG&E, this project will not be complete in 2024 and will continue into Spring 2025. It is anticipated that the City’s Contractor, RG Huston, will fully complete E Doty St (Martin Luther King Blvd to King St) prior to winter. In addition, the Contractor is expected to complete the majority of work at the E Wilson St – King St – S Butler St intersection in order to restore permanent traffic signals at this intersection prior to winter. Lastly, the Contractor is expected to complete the north-side of E Wilson St from S Hancock St to S Franklin St and the entire block of E Wilson St from Martin Luther King Blvd to S Pinckney St. All remaining work on E Wilson St will resume once weather allows in Spring 2025.

MG&E’s Contractor, Intercon, will be continuing their electrical duct package installation on E Wilson St through the winter with anticipated completion by Spring 2025. 

Construction on this project is scheduled to start on Tuesday, May 28. The general contractor performing the city improvements will be R.G. Huston. In addition to the city street reconstruction project, MG&E will have a contractor on-site replacing underground electric facilities along E Doty Street. There is a possibility that MG&E will start construction activities prior to the May 28 start date for the city project but at this time there is not an official start date selected. This week, City Engineering will mail a notice letter to residents and property owners along the project limits notifying the construction start date and additional details regarding the proposed street improvements, restrictions during construction, and traffic control.

This project received approval from the Board of Public Works on January 10, 2024 and Common Council on January 23, 2024. City staff is currently working on the final stages of design and plan preparation to advertise the project for bids in February. Construction is still on schedule to start in May 2024.
