October 1, 2024 Update

Quarter 4 Update
Progress continues on the garage structure.  The concrete decks are poured up to parking level 3.  Masonry work has started. The mechanical, electrical, and plumbing contractors are also preparing sleeves in the decks and starting to install piping and conduit on the lower levels.

The garage structure is scheduled to be complete early next year (2025).  The housing developer’s construction team will mobilize to site in January 2025 to start building on top of the garage podium. 

Through a separate project, the sanitary in Lake St. was upgraded to accommodate new development.  This work was complete in August 2024.

Project Information

Project Overview

The State Street Campus Garage at 415 N. Lake Street was constructed in 1964 and the original structure is approaching the end of its useful life and has become financially challenging for the City to continue to invest in its ongoing maintenance. The City of Madison is pursuing a new development opportunity that will be a mixed-use project containing an intercity bus terminal, public parking structure, ground floor retail, and student housing.

January 09, 2023 Update: The State Street Campus Garage Mixed Use Project is near the end of the Conceptual Design and Entitlements phase. The property redevelopment was approved through Common Council on 1/3/23 and will be presented for final Urban Design Commission approval this spring. The City has entered a Development Agreement with Mortenson Development, Inc., approved by Common Council on 12/6/22. The City is recommending an extension of Eppstein Uhen Architects conceptual design and entitlements phase contract to continue through the duration of the design and construction. This contract is expected to be introduced to Common Council in January 2023. Upon approval of the final design team, the project will begin the Schematic Design Phase. The design is expected to be complete by the end of 2023.

April 04, 2023 Update: The project received Urban Design Commission final approval on 3/15/23. Eppstein Uhen Architects was awarded a contract to continue the design of the project through construction. The project has entered into the Schematic Design Phase. Drawing progression will continue this spring and summer and the bid set is expected to be complete by the end of the year. A public information meeting is expected to be scheduled for this summer, date/time TBD. The Meeting is intended to cover the mixed-use building, redesign of Hawthorne Court, BRT on University Avenue, and incorporation of Percent for Arts funds.

July 2, 2024 Update

Quarter 3 Update
Foundations for the new building will be complete in July.  The first slab on grade has been poured and the project will continue to focus on upper level concrete pours through the summer and fall.  The Housing Development partner’s construction team is still on track to mobilize to site in January of 2025.

May 2, 2024 Update

Earth retention and mass excavation continue and is expected to be complete by the end of May.  The project tower crane was erected the weekend 4/20/24 – 4/21/24.  This crane will be used to construct the parking garage and Phase 2 housing.  Site sanitary connections are complete and storm and water will be complete this month.  Foundation work has started and will continue for several months.  The Contractor expects to pour the first elevated slab in June.

March 13, 2024 Update

The above ground demolition is complete – including the bridges that connected the State Street Garage to the Frances Street Garage.  The Contractor continues underground demolition and earth retention.  This work will progress through April 2024.  This spring the contractor will start foundations and progress through structural steel and concrete slab pours. 

January 31, 2024 Update

The demolition of the garage started early January and continues to make good progress.  The above ground structural demolition is expected to be complete by mid-February.  The Contractor will continue on to below ground demolition and earth retention in February.  Please visit the State St Campus Garage Mixed-Use Project Flickr page for photos of the progress.

January 4, 2024 Update

The State Street Campus Garage Replacement will start construction 1/4/2024 and last approximately 18 months with an additional 18 months for the private development phase of the project.

During construction through access on Hawthorne Court will be restricted and garbage collection relocated.  (See diagram)

Properties on the north portion of Hawthorne Court will both enter and exit via State St to Lake St. Garbage collection will occur on State St and containers should be placed at the curb on regular collection days.
Properties on the south portion of Hawthorne Court will enter and exit via University Ave. Garbage collection will occur on University Ave and containers should be placed at the curb on regular collection days.
