Title VI Plan

The City of Madison assures that no person shall on the grounds of race, color, or national origin, as provided by Title VI of the Civil Rights Act of 1964, and the Civil Rights Restoration Act of 1987 (P.L. 100-259) be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity. The City of Madison further assures every effort will be made to ensure nondiscrimination in all of its federally funded program activities. Furthermore, Madison General Ordinance (M.G.O.) Sec. 39.02(8) mandates the execution of this operational requirement.

  • Title VI Civil Rights Compliance Plan

The stated purpose of this plan is to demonstrate that the City is committed to fair and equitable service to all city residents/service recipients. Moreover, this plan is a proclamation that all city agencies that receive federal funds will allocate such funds in a manner consistent with federal mandates. Our goal is simple, to provide the type of service our residents expect and deserve. This service delivery requires a commitment to providing the appropriate accommodations, access, and treatment necessary for the receipt and retention of federal assistance.

The Title VI Plan identifies those agencies that receive federal funds and their individual plans for compliance with Title VI, as well as other resources dealing with service delivery and procedures for filing an informal complaint. It is the goal of the City of Madison to communicate to its residents a recognition and commitment to servicing them to the fullest extent of the law.

Prohibited Practices

City of Madison Assures "Nondiscrimination in Federally Assisted Programs"

Prohibited practices include but are not limited to:

  • Denying a person any service, financial aid, or other benefits because of race, color, or national origin.
  • Providing a different service or benefit, or providing these in a different manner from those provided to others in the program.
  • Requiring different standards or conditions as prerequisites for serving individuals.
  • Locating facilities in any way that would limit or impede access to a federally funded service or benefit.
  • Failing to make allowances for language or educational difficulties.

Any person(s) or organization(s) believing they have been a victim of discrimination based on race, color, or national origin may file a complaint with the agency in question, or with the City of Madison Affirmative Action Department.

"No person in the United States shall, on the ground of race, color, or national origin be excluded from participation in, be denied in the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance." 42 U.S.C. § 2000d
