Prohibited Harassment & Discrimination

APM 3-5 prohibits harassment and discrimination in the workplace based on protected class.

If you have been harassed at work, let someone know right away:

​​​​​If you report harassment or discrimination, retaliation is never permitted. If you feel someone is retaliating against you, tell your lead worker, your supervisor, their supervisor, a department head, or Civil Rights.

Policy

The City of Madison’s vision is Inclusive, Innovative, and Thriving. The City of Madison is committed to equity, diversity, inclusion, and equal employment for all. Our policy is to be welcoming, safe, and fair to all employees and members of the community. The goal of our policy is for the work environment to be free of harassment, discrimination, and retaliation. To that end, this policy will be liberally construed and strictly enforced.

We expect all employees to treat their colleagues and members of the public in a welcoming, fair, respectful, and equitable manner. The following behaviors are prohibited under this policy: discrimination, harassment, retaliation, hazing, quid pro quo or other types of sexual harassment, microaggressions (subtle acts of exclusion), and creating a hostile work environment due to protected class.

Training

Each City of Madison department is required to ensure all employees are trained per policy requirements.

  • Permanent employees must sign up for training within 45 days of hire or promotion.
  • Seasonal employees should be trained per the instructions on the employee onboarding page.
  • Additionally, every three years, each City of Madison employee must attend APM 3-5 training.

Mandatory Reporters may not attend regular employee trainings, instead, they must attend mandatory reporting training. Mandatory Reporters include lead workers, supervisors, managers, and department heads.
